After the collapse of the Soviet Union and the end of the cold war, the world has witnessed a series of unilateral action by a single superpower and its faithful allies. The decline is the equivalent of the Soviet Union it became noticeable already during the Persian Gulf War of the 1990s, the UN Security Council adopted a resolution on the use of force against Iraq – the first time in history with the joint approval of the United States and weakened the Soviet Union. China abstained from voting.
By the time the former head of the former USSR Mikhail Gorbachev became the West by a minor figure, so he was not in a position to challenge the hegemony of the West. Since the 1990s, the United States acted unilaterally and arrogantly – whether in Iraq, Afghanistan, Yugoslavia, or Pakistan. Military action against Libya by the UN, is not based neither on law nor on equity, nor justice, were once again the result of the unipolar world. Russia and China abstained in the Security Council. But this did not deter the US-led Western countries to use the UN to further their own interests. So now, to save the world from man-made disasters, Russia should focus on creating a new world order based on international law and justice.
Russia has managed to successfully pass through a difficult period of transition, setting a course through conflict and trials. In the case of Russia it was not a simple restoration, but transformation into a modern state, to the same with a holistic approach to development. Given that objective, Russia has been able to achieve in the 1990's and 2000's impressive success in the scientific, energy and administrative spheres.
Russia has for several years sending the world a signal of great significance. Russia wants to create a new and just world order, and at the same time to lend a helping hand to developing countries like Nepal. Russia has proven that she cares about global events like September 11, the possibility of which should be excluded once and for all. The onus of avoiding such incidents is the responsibility of all countries, primarily on the sole superpower and local supporters of its unilateral action. We already saw an example of abuse of such a resolution in Iraq, and it should not be repeated in other countries, such as Syria.
The duty of all sensible people in all other parts of the world loudly condemn the immoral and illegal actions of any strength from somebody's name. The role of the UN should be strengthened with the elimination of any loopholes for misinterpretation of the regulations governing its activities. The world cannot be free of conflicts before we see unilateral action arising from any force. Russia, China, Brazil, India, Indonesia and South Africa can work together to transform the UN into a real force without a bias towards any one state.
Alternatives UN does not exist. We hope that common sense will prevail in those countries that still believe they have the right to act unilaterally, in defiance of all international laws and human values. The world can no longer afford new irrational acts emanating from any part of the world. The multi-polar world will bring fair balance between the countries, creating a healthy and constructive atmosphere. The attitude of Moscow to a multi-polar world is, without a doubt, the only solution that can make our world a better place.
Now Russia is influential not because she has nuclear missiles, but because she became a full-fledged member of the international community. Russia – a staunch supporter of a multipolar world. Nowadays, all claim to hegemony in vain. Will not work today, and the idea of a unipolar or bipolar world. Under stand the position of Russia, all countries must work together.
Discussions about multipolarity in Russia are not new. In the second half of the 1990s, a group of thinkers and policy makers under the supervision of the former Minister (and later Prime Minister) Evgeny Primakov, developed a new foreign policy paradigm based on the idea of Russia, head of the "multipolar Alliance" of countries, like-minded, to confront what we know as "unipolar" world, which built the United States. Today, when a number of major countries, including China, India, EU, Brazil and Russia, have a larger and larger share of world GDP, the Russian immediately noticed,
what their earlier views on the world were correct. The main driver of the current redistribution of power has been globalization, and tremendous economic growth, for which there were more conditions in emerging markets, particularly in Asia.
