The development of civil society through the formation of a unified strategy to attract alumni associations of Soviet and Russian universities abroad as a resource for the public measure of Russia's "soft power"

Currently, over 1 million graduates of Soviet and Russian educational institutions operating in more than 170 countries worldwide. The vast majority of them were educated in the Soviet Union and Russia and successfully working at home and in other countries, occupying high government posts and positions in the corporate sector. Graduates of Russian (Soviet) universities are many prominent foreign social, political and public figures. Evidence of foreign graduates striving to maintain ties with Russia is the activity of their associations (obedine¬ny) established in 70 countries.

The Russian higher educational institutions, the state organisations aspire to develop contacts to foreign graduates of educational institutions to use their potential for strengthening of relations of Russia with foreign countries, and also developments with foreign graduates of business cooperation and partnership.

The big work is conducted among National Associations of graduates in which frameworks in the countries of Europe, Asia, the North Africa and Latin America will be organised regional meetings of graduates.

From the beginning of 50th years of the XX-th century till 91st year in high schools of the USSR it is prepared more than 1 million foreign specialists from 172 countries of the world. Creation of consolidations of foreign graduates has begun in second half 60th years and by 1991 in the world 72 associations of graduates of the Soviet high schools acted.

After disintegration of the USSR in consolidations of graduates there were processes of self-liquidation, reorganisation or reorganisation. In 1992 there were only 22 national consolidations of graduates. During the same time crushing of consolidations on association of graduates of the separate countries of the former USSR or separate high schools was observed.
The shattered organisations lost the authority and quite often ceased the existence.

The new impulse to development of this question was betrayed by performance of the President of the Russian Federation V.V.Putin in 2003. In the speech the president, responding to a wish of many National Associations of graduates, has declared importance of interaction with foreign graduates and Russian and culture distributions abroad.

With 2003 on 2014 in Russia 3 World forums of foreign graduates of the Russian (Soviet) high schools (in May, 2003, in October, 2007, in November, 2012) have been conducted. In spite of the fact that Forums have passed successfully, they had no due information support that is why have not received a due resonance and interactions of the Russian high schools with graduates - foreigners have not led to the significant results, concerning. The impulse had short-term effect, it has not sufficed on creation of centralised system of interaction.

At the foreign students coming for study to Russia, a convincing source of the information on the Russian HIGH SCHOOLS are their fellow countrymen earlier studying in our country. It causes special importance of work with foreign graduates and their National Associations (consolidations).

Besides, graduates possess essential scientific and professional potential for cooperation in different spheres (political, humanitarian, cultural, scientific and technical and economic). The held World forums of foreign graduates of the Russian (Soviet) HIGH SCHOOLS in Moscow became especially mass display of it.

Many of foreign graduates of the Russian (Soviet) high schools rank high in various areas of life of the countries. Among graduates - presidents (Gyana, Azerbaijan, etc.), prime ministers (Kazakhstan, Guinea-Bissau, etc.), acting ministers (Gyana, Mali, Ruanda, etc.), ambassadors (Brazil, Angola, Ethiopia, Jordan, Syria, Ruanda, Benin, Burkina Faso, etc.) Political and public figures, businessmen. Tens graduates hold posts of the deputy ministers, heads of Managements, Departments of the ministries, more than ten - are employees of administration of presidents. Among graduates of the Russian (Soviet) high schools - senators, deputies of parliaments, employees of diplomatic missions, heads of firms and organisations, the state employees occupying averages on level of a post. Hundreds graduates fill up professorial and an administrative board of high schools worldwide, are deans, heads of universities, institutes, research establishments (Angola, Bangladesh, Bolivia, Gyana, Dominican R ow, Jordan, India, Kazakhstan, the Cat-d'ivuar, Malawi, Mali, Mexico, Mongolia, Nigeria, Peru, Tunis, Sri Lanka, Equatorial Guinea, the republic of South Africa and many other).

Nevertheless, creation of uniform system of interaction with graduates of the Russian and Soviet high schools remains important and actual for today. Importance can be considered it not only from the point of view of Russian and culture distribution, but also with a view of a development of education, attraction in the country of the qualified specialists. Graduates possess essential scientific and professional potential for cooperation in different spheres: political, economic, humanitarian, cultural, scientific and technical. In present conditions of an international tension consolidation of efforts of world intellectual elite can become important step on a way to settlement of conflicts.

The certificate of aspiration of graduates to maintain relations with «alma mater», Russia is activity of foreign consolidations of graduates. Though after disintegration of the USSR many of national consolidations and the organisations of foreign graduates of the Soviet high schools have ceased the existence, nevertheless process of their reconstruction and the organisation of new consolidations now has begun. Now they are available in 68 countries, but not all actively act.

In 30 countries graduates of the Russian (Soviet) high schools not only take active part in activity of the associations, but also are presidents, general directors or secretaries general of these foreign consolidations of Societies of friendship (Algeria, Angola, Argentina, Bangladesh, Benin, Brazil, Bolivia, Vietnam, Egypt, Israel, India, Jordan, Cameroon, Cyprus, China, Colombia, the Cat-d ` Ivuar, Lebanon, Mali, Morocco, Madagascar, Nepal, Pakistan, Palestin, Panama, Peru, Tanzania, Seychelles, Sri Lanka, Ecuador, Ethiopia).

At the same time activity of National Associations and other organisations of graduates of the Russian (Soviet) HIGH SCHOOLS needs constant support from Russian zagranuchrezhdenija (embassies, RTSNK, Rossotrudnichestva). At the termination of activity Russian zagranuchrezhdeny in those or other countries turned off the work and national consolidations of graduates. For example, after cessation of work of Roszarubezhtsentra in Uganda the Association ugandijskih graduates of the Russian and Soviet high schools has broken up also. Carrying out of round tables, seminars, various meetings will be organised by associations, as a rule, in premises of representations, the Russian centres of a science and culture (RTSNK) or at embassies. Associations of graduates use if necessary means of communication RTSNK, therefore their activity above there where is RTSNK (Jordan; Lebanon; India - New Delhi, Mumbaj, Calcutta; Sri Lanka; Germany; Austria; Bulgaria; Bangladesh; Spain; Poland; Serbia; Finland; Czechia; Nepal; Tanzania; Ethiopia; Chile; Peru; Colombia; Mexico; Cyprus.

One of important for graduates of forms of work is rendering of assistance in acknowledgement of their documents on the formation, the received in Russian and Soviet high schools. Thus necessity of carrying out by the Russian Federation additional events for the academic and professional acknowledgement of diplomas of the Russian high schools abroad is more and more obviously determined.

A number of associations of graduates successfully are engaged in Russian and culture propagation. Graduates of the Soviet and Russian HIGH SCHOOLS on Sri Lanka, in Brazil and many other countries train interested persons in Russian the Mexican association of graduates of HIGH SCHOOLS of Russia.

One more important direction of work of associations and consolidations of graduates of the Soviet and Russian HIGH SCHOOLS is participation in selection of candidates on training in Russia at the expense of means of the federal budget and on a contract basis. However many associations participate in selection of candidates for study in the Russian Federation incidentally.

Graduates in Azerbaijan, Afghanistan, Bangladesh, Vietnam, Germany, Jordan, Kazakhstan, Cameroon, Kenya, China, Colombia, Congo, the Cat-d'ivuare, Cuba, Lebanon, Morocco, Nigeria, Palestin, Syria, Chad, Sri Lanka, Ecuador, Equatorial Guinea are most active.

One of graduates of forms of co-operation effective and actively implemented by consolidations with the Russian high schools - the invitation studying before students and post-graduate students-foreigners on training and other forms of improvement of professional skill, or other events (conferences, seminars etc.). In this connection high schools regularly direct the information on possible programs of improvement of professional skill to the countries.

However an obstacle for realisation of this direction of cooperation absence continues to remain with many graduates, especially from the African and Latin American countries, means for journey and residing at Russia.

The checked up form of interaction of high schools with national consolidations of graduates is participation of their representatives in regional meetings of foreign graduates of the Russian (Soviet) high schools which were passing in Beirut, Rabat, Katmandu, Tunis, Lima, Moscow, Cairo, Hanoi, Berlin, Warsaw. During meetings, together with an exchange of cooperation experience between graduates and HIGH SCHOOLS contacts to associations, graduates, as a rule, are established and fasten.

For attraction of associations, national consolidations and separate graduates to assistance of effective integration of high schools of the Russian Federation in the European and world educational system enhancement of work with graduates, creation of effective system of provision, maintenance and support of cooperation with graduates, including development of information system of cooperation (sites of Associations, creation of actual databases about graduates) is required.

For attraction of graduates to the decision of tasks of development of high schools and provisions of the optimum organisation of cooperation and maintenance of communications with graduates it is necessary to use and develop the experience saved up earlier in this direction.

First of all, creation of institute of responsibles for work with graduates in all high schools of the Russian Federation, with accurate determination of functional obligations of the given responsibles is necessary. Now work with graduates is led incidentally, at level of personal contacts of separate employees of high schools. Organizuemye high schools anniversary events, rare meetings with graduates during the periods of celebrating of anniversaries of creation of universities and institutes do not compensate and do not solve tasks of regular daily work.

On this background a priority direction for the Russian Federation the purposeful and accented use of tools of "soft force» there is a post-Soviet territory territory. Especially taking into account that from all associations of graduates of the Soviet and Russian high schools on space of the CIS only Public consolidation «the Azerbaijan association of graduates of Russian (Soviet) HIGH SCHOOLS" Rammaa "really functions. An immutable condition of overall performance on this"track"is development of elements of a civil society by forming of uniform strategy of attraction of associations of graduates of the Soviet and Russian high schools abroad as resource of public measurement Russian «soft power».

At project realisation the means of the state support allocated as the grant in conformity c with the order of the President of the Russian Federation from 7/25/2014 № 243-rp and on the basis of competition, conducted by the Society "Knowledge" of Russia are used.
