The current stage of society development is characterized by the fact that many traditional resources of human progress lose its original meaning. Along with this increasingly important information.
Information becomes the main resource of scientific, technical and socio-economic development of the global community. This fact leads to the widespread development of technologies and means of communication. It's no longer a simple telephone or Telegraph. The value of information lies in the timely bringing. Today, it is important that any potential consumer could obtain the information it requires at any desired time, in the required form and to their preferred point of physical space. This approach to providing access to information resources in recent years has led to a surge in the creation of various communications systems and, foremost, space communications systems, which possess the desired characteristics for rapid and global information delivery.
Created a communication system will operate in the SHF and EHF ranges of electromagnetic emitters and can create on the Earth's surface power density exposure of 10-6to 10-7 W/cm2 and specially modulated modes - 10-2...10-3 W/cm2 .
However, creating new means of communication, based on transmission of modulated electromagnetic waves, humanity is not sufficiently concerned about the safety of the biosphere, does not take into account that the rapid and global intervention in the environment impact of such ambiguous factors as electromagnetic radiation, can have far-reaching negative consequences. Later in this article we will try to give a brief description of the consequences that may arise as a result of exposure on biological objects electromagnetic radiation of low power.
Man is a complex system consisting of many organs and sub-systems that respond to changing internal and external conditions. Numerous studies have shown that the main carrier of information both within a biological object and between individual biological objects, including between humans, is electromagnetic radiation. The huge circulation of the flow of information in the process of human life is possible only for signals with low capacity. The energy cost of the formation of these signals are determined by the energy capabilities of the person. According to experts, the total power of the informational signals does not exceed 1...10 mW or 10-3to 10-4 of the thermal power radiated by the organism , and the power of EHF radiation of a cell is RCR=10-23 W .
Studies conducted by domestic and foreign scholars, led to the discovery of the effect of ultra-low doses. The level of biological organization, which found the action of ultra-low doses, is very diverse - from cells, macromolecules, organs and tissues to animals, plants and entire populations (Fig.3).
General regularities of the influence of ultra-low doses of biologically active substances (BAS) are most vivid when we study the dose dependency . In some cases this dependence is bimodal: the effect increases with ultra-low doses of drugs, then, with increasing dose, reduced, replaced by a so-called "dead zone" where it is not visible, and increases again (Fig. 1, curve 1). Sometimes the dose dependence is found stage effect "changes of sign". For example, if in the field of ultra-low doses was observed inhibiting activity, with the growth of concentration it took turns stimulating, and then again inhibitory (Fig. 1, curve 2) . In some cases the effect in a very large range of concentration almost does not depend on the dose (Fig. 1, curve 3.).
The generalization of experimental data obtained in various animals and humans shows that the effects of radiation and drugs can cause the same reaction subjects at doses that differ by 5-10 orders of magnitude . The most striking example of such effects is the use of homeopathic medicines.
Similar dependences are observed when exposed to microwave radiation (microwave radiation). So, in the curve of the magnitude of the physiological effect of power density of irradiation, two peaks are observed (Fig. 2). These maxima are also separated by "dead zone", which is explained as the result of the inclusion of the active barrier mechanisms and compensatory systems of the body. When these forces cease to cope, there is a total excitement, culminating in the collapse and death of the organism.
Naturally, in the course of evolution, the receptor system was formed in such a manner that it responds only to the most significant signals of low intensity. This, for example, was able to show in experiments on the development in rats of a conditioned reflex "avoidance" depending on parameters of weak electromagnetic signals. The reaction was developed best on signals with frequency of 300 Hz with a power density of 10-11 W/cm2.
Increase or decrease power density of irradiation by 1-2 orders of magnitude without changing the other parameters of the signal led to the impossibility of elaboration of a conditioned reflex. In addition caused a change in the frequency to 500 or 50 Hz.
Noted the results of experimental studies are vital, since they indicate the presence of the resonance parameters of incident radiation, in which are realized and, accordingly, there are effects. The presence of resonance parameters can explain the essence bimodal dose dependency .
Especially the resonance effects can be explained using the results of theoretical and experimental studies carried out under the guidance of P. P. Garyaev. These results give grounds to assert that the first principle of the code the hierarchy of biological systems are the infrastructure of the extracellular matrices (ECM) of cytomembrane, the cytoskeleton and the cell nucleus . All changes in a living organism associated primarily with changes in these structures. DNA, ribosomes and collagen (the main component of ECM proteins) are the main informational biopolymers. Between them in the mode of epigenetic information can be transmitted on physical channels of nonlinear acoustic and electromagnetic waves. In addition, generators and acceptors of information waves inside the biological objects are the various liquid crystalline structure and intracellular water with the ability to form a fractal structure .
Experimentally determined the approximate resonant frequencies in Hz of some structures of living cells: somatic cell - 2,39× 1012; somatic cell nucleus - of 9.55× 1012; mitochondria from liver cells - 3,18× 1013; the genome of human cells is 2.5× 1013; interphase chromosome - 7,5× 1011; metaphase chromosome - 1.5 x 1013; the DNA (2...9) × 109; nucleosome - 4,5× 1015; ribosomes - 2,65× 1015; the cell membrane is 5× 1010; cytoskeleton - 108; erythrocytes - (3,5...4,0) × 1010 .
One of the main features of the implementation of resonant effects is scanty power and low exposure time. Thus, the apparatus of information-wave therapy "Threshold 1" and "Minitag" operate at ultra-low density of power flow of approximately 10-17 W/cm2  within a few seconds or minutes.
The above mentioned resonance frequencies of a living cell coincide with frequencies of radiation of spacecraft communication (CAS). Created by these same power density and duration of exposure will substantially exceed (10 or more orders of magnitude - such irradiation is possible within a lifetime), the energy levels that cause changes in living cells. In this regard, consider possible consequences of the action of electromagnetic radiation of CAS on biological objects. Pay special attention to the most sensitive to energy exposure of the mechanisms of genetic encoding of biological information.
A fundamental property of the living, to a much greater extent peculiar to living organisms than nature in General, is the ability to generate self-organization through new, previously unavailable properties and processes. Progressive evolution from this point of view is a process of self-organization, manifested in the spontaneous formation of increasingly complex structures. It is believed that low-energy signals influence the choice of ways of further development at the moment of bifurcation, when there are a number of equivalent extensions.
As a result of the superposition of several fields of radiation you may experience standing waves whose frequency coincides with the resonant frequencies of living cells and rhythms of various organs and functional systems of the body. So there is a likelihood of changes (including negative) of the genetic apparatus of living cells during prolonged exposure to low-energy electromagnetic radiation CASS. As a result of such effects on genetic mechanisms of transcription, translation, reparation, and also on the mechanism of gene expression, can occur individuals of separate biological species with unpredictable characteristics.
Development of control mechanism of gene expression using electromagnetic radiation may open doors to the management of behaviour and condition of biological objects, up to their cloning . The use of such control will give the ability to remotely suppress the activity of pathogenic microorganisms, bacteria, insects, etc. .
In humans there is a danger that the population of the irradiated areas can be triggered by unwanted effects on the genetic and physiological levels. Thus, upon irradiation of the human body possible inhibition of a number of sections of the genome of lymphocytes. This may lead to various abnormalities in the first place - to the most complex system of immune defense. This impact will by inhibiting translation of specific genes to stop the synthesis of immunocytes responsible for the production of antibodies to a particular antigen. After some time after exposure to the immune system of irradiated will not be able to resist infection caused by the antigen, the response to which is inhibited, and even the flu would be deadly.
Because mutations are mostly harmful, no one species cannot afford to accumulate quickly in their germ cells. The preservation of the species requires that the reproductive cells of organisms be protected from rapid genetic changes, but preservation of each specific individual need the same protection for all other cells in the body. Nucleotide substitution in somatic cells can contribute to natural selection in favour of those cells that are better adapted to existing conditions. This can lead to their uncontrolled reproduction, e.g. the development of cancer, which in the Western hemisphere accounts for over 20% of premature deaths. Convincing research shows that death in this case is caused mainly by the accumulation of changes in DNA sequences of somatic cells. A tenfold increase in the frequency of mutations would probably to catastrophic growth of number of cancer cases.
Thus, given inadequate knowledge of the effects of electromagnetic radiation on biological objects, as well as trends in the development of space communication systems, it should be noted the need for monitoring the electromagnetic environment with the aim of controlling the processes in society that can develop in a period of active commissioning of new systems and devices that generate electromagnetic radiation. This issue is most relevant right now, when you create a global system of space communications.
Given the importance of the problem, further investigation of the issues raised in this paper, as well as the development and adoption of effective measures to counteract and protect against possible negative anthropogenic impacts. It is also necessary to develop a regulatory framework, which in the framework of international cooperation, the safety of the biosphere in the functioning of space communication systems.
