In March 2012, Deputy defense Minister for material and technical support has instructed the Scientific Council of the Ministry of defense to develop a package of recommendations on technology investments with the goal of preserving US military superiority in 2030.

Academic Council has formed a working group composed of leading U.S. scientists and technologists. The task of the group was to identify the required tasks to preserve the superiority of the United States, a global overview of technology and principles of planning scientific experiments. The present report sets out specific recommendations for the areas of appropriation of advanced technologies, which today are not paid enough attention from the activities of the research group suggested a review of all promising technologies, we offer the highest leadership of the Department to adopt a new approach to the planning of the investment portfolio.
