Experts called for reforms in a pilot sector

Gubkin was held the Fifth annual meeting of the International expert Council on cooperation in the Arctic (IECCA), which was devoted to search and rescue victims, liquidation of accidents and technological disasters in the Arctic. A plenary meeting was held by the Dean of the faculty of cybersecurity TEK, Ph. D. Sergey Grinyaev. With a salutatory word to the participants turned the rector of the University Professor Viktor Martynov. In the address of the forum welcome addresses sent State Duma deputies from the faction "United Russia" Grigory Ledkov and Paul Fedyaev.

"In connection with the planned development of mining, processing and transport sectors focused on hydrocarbons, increasing the threat of upsetting the balance of natural ecosystems. Never before have people so actively inculcated in the Arctic region", - stated in the welcome message of Paul Fedyaeva.

Parliamentarians focused attention of the experts on the relevance of proposals to the legislation for the safe development of the Arctic region, which is currently being developed.

During the forum, presentations were made by: scientific Director of the hydrometeorological center of Russia Professor Roman Vilfand, scientific Director of the Centre for Study and Research jawed Zafar (India), Director, information and analytical company "geckos", member of scientific Council at Security Council of Russia Mikhail Grigoriev, head of emergency rescue operations and oil spill response of Marsaskala of Rosmorrechflot Ivan Garevski, Deputy Director for science of the Institute of oil and gas problems, RAS corresponding member. In Vasily Bogoyavlensky, General Director of the Center for political information Alexei Mukhin, Chairman of the Board of Directors of JSC "Center for emergency and ecological operations" EKOSPAS Colonel-General Gennady Korotkin, Vice-President International Academy of transport Vitaly Zbaraschenko and others.

Head of the Center for Arctic studies of the Institute of Europe RAS Valery Zhuravel at the plenary session made a report "Power structures in the Arctic: security issues and international cooperation", and also moderated the round table "International cooperation in the Arctic in the field of environment and security".

In the forum participated the representatives of the National defence control centre of the Ministry of defense of the Russian Federation, EMERCOM of Russia, Lomonosov Moscow state University, Russian Academy, Russian state University of oil and gas (national research UNIVERSITY). I. M. Gubkin, Northern (Arctic) Federal University named after M. V. Lomonosov, MGIMO(U) MFA RF, Moscow state linguistic University, Moscow school of management SKOLKOVO, Tomsk state University, Higher school of social Sciences Humanities faculty of Peter the Great, Project office development of the Arctic, the National Association for search and rescue and environmental organizations, Interregional public Foundation for the promotion of safety "Cascade" Scientific test Institute of systems of maintenance of complex security of the Eurasian Association of cyberspace, as well as employees of the embassies of China, Japan, India and the UK.

The round table worked with the youth section.

Prior to the event on 30 October, the students of the faculty of integrated security, Russian state University of oil and gas (national research UNIVERSITY). Gubkin visited the center to conduct rescue operations in the Arctic Morassuti of Rosmorrechflot.

At the meeting were presented the next issue of the magazine "the Arctic review", which is a published expert opinions, tendencies and forecasts of development of international cooperation in the Arctic.

During the round table on the theme "International cooperation in the Arctic in the field of ecology and safety" held a discussion on the result in the past year, the project "Marine policy" Center for strategic assessments and forecasts of the analytical study on the current state pilotage provision in the Russian Federation in the aspect of strategic prospects of increasing freight traffic along the Northern sea route, hold the Russian national interests on this thoroughfare, as well as the development and improvement of systems of cyber security in the Maritime sphere.

Conducted by the Center for strategic assessments and forecasts, the analysis revealed many problems such as legal uncertainty in the regulation of non-state pilotage organizations because the failure of the Decision of the constitutional court of the Russian Federation of 06.04.2004, No. 7-P, the lack of transparency of the calculation and control of spending pilotage, gaps in the legal security of shipping routes Northern sea route ice pilots, and a number of other outstanding matters relating to the regulation of pilot activities at the present stage in Russia.

In particular, we observed a downward trend in the quality of training of marine pilots, increasing the risks to work with specialized large-capacity fleet, particularly oil tankers and LNG tankers in the waters and ports of the Northern sea route. The experts called for the creation of a single national pilotage service in accordance with the basic principles of IMO Resolution A. 960(23).

"International realities and the state strategic documents long-term planning for the development of port infrastructure and waterway transport in Russia require urgent structural reforms of the pilot sector in accordance with the strategic perspective", - concluded the experts.
