"Today in Russia we have a large volume of industrial construction. About the development of the Far East and the Arctic. Modern building must be, above all, environmentally friendly and cost-effective for budgets. The demand for environmental trend in the construction industry today is quite high. Thus was formed the opinion, and in some subjects and practice that the use of something new leads to a rise in the cost of construction. This position is surprising, because today – on the contrary, in Russia there are technologies that significantly reduce budget costs and successfully solve the ecological problems of the regions.
One of these technologies today, which finds application in the regions, especially in the construction of roads of different categories, regional and service roads is the technology of stabilization of soil consolidation using different stabilizing soil modifiers. Domestic developments in this area are orders of magnitude cheaper than imported counterparts. Most of the projects of scientists-chemists which give a great effect in the construction, not only in traffic, but also port. The construction sites and roads of the reinforced soil, fisheries and agriculture, unpaved airfields, helipads – all this is a reality now. For the construction of port and transport infrastructure of the Far East in this direction we have a good potential. These materials we are ready to export to the countries of the Eurasian Union, and our organizations are already doing so.
The advantage is that maximum use of local soil, almost nothing to export, to import inert materials, which reduces transportation costs, consumption of fuel by 2-4 times and, consequently, lower emissions of greenhouse gases in the atmosphere. This rapid construction and high durability of buildings constructed, greatly extends the life of objects after repair. As a result, these technologies reduce the construction budget by a third, and then twice. In this case, it is important that such materials were used. It is necessary to create a regulatory system, such incentives to construction companies had incentives to use such materials for economy and efficiency, especially in terms of spending budget.
I emphasise that in these matters it is important to rely primarily on the partnership of the state with our research-and-production associations, academics, experts, their conclusions. Because they are focused on the new and breakthrough, while the market is not always strives to take something new, in some cases even resist, and the state loses in the end are not comparable to the value of the position, actually giving a strategic advantage to our foreign competitors. Sometimes I build the old fashioned way when we have our own better, cheaper, and better. It is obvious that there is need to provide incentives to commercialization and replication of our Russian developments, output in the international market its new eco-friendly innovative brands.
Another aspect is for a number of regions today high soil contamination of various toxic, liquid waste, of which formed the so-called slurry pits that destroy all life - plants, forests. Toxic waste gets in the water. Here come to the aid of the same technology for the sequestration of the soil. With them waste turns to protect on associated soils begin to grow plants that eventually grows a new forest.
Thanks to environmental friendliness, material is recommended for use in beregoukreplenie. The Russian organizations also have successful experience with the development of waterproofing reconstruction of water utilities in Russia and other countries, of irrigation systems in Kazakhstan. Russian innovations used in the construction of nuclear power facilities on the Belarusian nuclear power plant, MAEK (Kazakhstan), nuclear power plant in Busher (Iran).
