The Federation Council has submitted to the state Duma a bill on the establishment of an effective system of pilotage services in sea ports of Russia

The members of the Federation Council in the Duma introduced a draft Federal law "On amendments to the merchant shipping Code of the Russian Federation".
The authors of the bill became the first Deputy Chairman of the Federation Council Committee on agrarian and food policy and nature use Sergei Mitin, and senators T. Hegel, L. Talabaeva and Vladimir Pavlenko.

The development strategy of Maritime activities of the Russian Federation until 2030, approved earlier by the Decree of the RF Government, pointed to "an outdated system of pilotage provision of merchant shipping, a pilot is not a guarantee of effective security in all seaports of the Russian Federation".

The bill harmonizes the legislation of the Russian Federation in the field of navigation by Resolution A. 159 (ES.IV) the International Maritime Organization (IMO), which imposes a duty on the organization of the pilotage of ships in dangerous for shipping areas for the public authorities.

As noted by S. Mitin, currently, the international obligation is not reflected in Russian legislation.
It interferes with the efficient system of pilotage service in all ports and ensure state supervision and control.

It is important that at the present time in Russia aktiviziruyutsya work on offshore projects.
This bill can greatly simplify this task.

Pilotage is included in the system of ensuring the navigation safety at ports, which includes a system of vessel traffic management, port state control of ships, ship reporting system, the regulation of vessel traffic, automatic identification system, identification system of vessels and tracking them in the far distance, and navigational and hydrographic support of navigation.

The emergence of private pilotage companies pretty much unbalance, and inhibit the development of the whole system of pilot schemes in the country, placed it under state control and violated the international obligations of Russia in the sphere of ensuring safety of navigation in their ports.

Unified state pilotage service, according to S. Mitin, will provide the necessary level of navigation safety in all sea ports of Russia and unify the training and monitoring of qualifications of Maritime pilots.
