On November 18, 2021, the IX annual meeting of the International Expert Council for Cooperation in the Arctic (IECCA) on the topic: "Digital Arctic: navigation, communication, management" was held on the basis of Gubkin Russian State University of Oil and Gas (NIU). The organizers of the conference, in addition to Gubkin University, were the A.M. Gorchakov Public Diplomacy Support Foundation and the ANO Center for Strategic Assessments and Forecasts.
The event was held in English and Russian. Due to the deterioration of the epidemiological situation, the meeting was held in an online format.
Pavel Fedyaev, Deputy of the State Duma, First Deputy Chairman of the Committee on Transport and Development of Transport Infrastructure, addressed the participants of the scientific forum with a welcoming speech. The plenary part was moderated by Valery Zhuravel, Head of the Arctic Research Center of the Institute of Europe of the Russian Academy of Sciences, and Dmitry Medvedev, Deputy Dean for Scientific Work of the Faculty of Integrated Security of the Fuel and Energy Complex of Gubkin Russian State University of Oil and Gas (NIU).
During the plenary session, representatives of the IMO International Maritime Organization (a specialized agency of the United Nations), experts and scientists from Norway, China, India, Australia, Russian experts from the Institute of Geography of the Russian Academy of Sciences, the Institute of Europe of the Russian Academy of Sciences, the V.I. Ilyichev Pacific Oceanological Institute of the Russian Academy of Sciences, RSMU made speeches. As well as representatives from the Russian Union of Industrialists and Entrepreneurs. In total, representatives from 14 countries took part in the event.
The participants discussed both the specifics of regulatory support for shipping in the Arctic and the technical difficulties associated with the development of the communication system in the Far North. It is worth noting that the disputes raised questions about the possibility of participation of foreign commercial companies in the implementation of wiring along the Northern Sea Route. Despite the lively discussion, all experts agreed that there was no alternative to the development of international relations in the region.
At the session "International Scientific and Technical Cooperation in the Arctic", moderated by Advisor to the Rector of RSMU, expert of the ANO "Center for Strategic Assessments and Forecasts" Daniel Kofner, applied projects and specific tasks related to the development of information and transport infrastructure of the Russian Arctic, digital integration of "green agenda" programs, the use of UAVs in the Arctic were discussed.
The seventh issue of the international yearbook "Arctic review" was presented at the meeting, in which 14 articles by authors from 7 countries were published.
