Presidential adviser Sergei Glazyev September 15 must present the interdepartmental commission of the Security Council a report on additional measures to overcome the economic sanctions against Russia. As a whole the issue program under offers makes 20 trln rbl. on a five-years period. Thus Sergey Glazyev puts forward unusual enough idea of support of private companies: their state support is carried out at "counter obligations to the state on production (or to rendering of services) in certain volume in certain terms at determined prices". Otherwise the debt to the state is assigned to private companies "at a rate of cost of not made production" (the further destiny of this debt is not discussed by the report).

Section "rouble Exchange stabilisation, the termination of a flight of capital, dedollarizatsija economy" contains a set of measures on "a stop of a speculative whirlwind" in the currency market. De facto this offer of rigid currency control ("an interdiction for currency purchase by legal bodies without the bases of fulfilment of payment operations") with a number of innovations. So, the temporary tax (reservation of means) "on konvertatsionnye operations and transboundary payments is supposed". Mister Glazyev also offers not only "introduction of obligatory sale of a currency gain", but also "legislative prohibition of loans of not financial organisations" in currency basically. One more idea - "introduction of control over transboundary operations of capital character by means of open licensing", and also the requirement of "the given reason substantiation" export of the capital from a position of its "advantage" for economy of the Russian Federation.

The section "Price stabilisation" (it is obvious, necessary after realisation of two previous) demands first of all "time price freezing on the goods of a daily consumer demand"; establishments limiting "a margin of trading system" 25 % between "by the manufacturer" and retail price; the rights for FAS at price fluctuation "sharply to return it on former level" (it is visible, ministerial orders). Mister Glazyev also suggests to refuse annual indexation of tariffs of state monopolies from them "intermediate term fixing". These ideas attack generally building groups and management of "Gazprom", "Transneft", the Russian Railway, "Rossetej". At last, a number of "strategic" and "socially significant" enterprises Sergey Glazyev recommends "not to suppose" transition in hands of foreigners basically: at their bankruptcy (which in some cases at the applied policy the adviser of the president looks very probable) on their base and suggests to organise above described "the national enterprises". The block of initiatives on "Harmonization of interests of subjects of economic activities" opens this theme hardly more full referring to "positive experience", saved up in this sphere in the Lipetsk region.

Head "Expansion of system of strategic management" crowns this harmonous system of interdictions and stimulus. This creation of the State committee on strategic planning at the president of the Russian Federation (GKSP) with "coordination" submission to it of the government de facto and the State committee on scientific and technical development of the Russian Federation (GKNTR) - also at the head of the state, but already in the White house.
