During discussions in Yerevan on the 25th of October the meeting of the Eurasian intergovernmental Council in expanded format between the Prime Ministers of Russia and Belarus as well as Kazakhstan and Kyrgyzstan have razrazilsya dispute. One of the topics of discussion was the situation on the border of Kazakhstan and Kyrgyzstan, which increasingly resembles a "trade war" and the other theme — delaying the formation of a single energy market within the EAEU territory.

First, the meeting of Prime Ministers of the EAEU countries lasted much longer than planned. At 12 o'clock Yerevan time was to start the Council meeting in expanded format, but it only started at 13:45. Behind the scenes of various officials noted that the reason for this are the recent disputes between Kyrgyzstan and Kazakhstan. During the meeting in expanded composition of the suspicions and assumptions were confirmed.

Prime Minister of Kyrgyzstan Sapar Isakov in his statement, noted that for a long time on the border with Kazakhstan there are problems associated with the movement of goods and people. "Some problems have already been solved, but the question is why they had to occur? This is contrary to the spirit of Eurasian integration," he said, adding that there are still problems associated with the transportation of goods. He expressed the hope that "the Kazakh brothers" will go to meet them, and the problem will get a solution. "Our cargoes remain on the border, which causes the discontent of the Kazakhs and the Kirghiz," he said.

Prime Minister of Belarus Andrei Kobyakov talked about "inexcusable" delay in the formation on the territory of the EAEU common energy market. "We decided to put these terms in 2025, but now refers to the possibility of prolonging this deadline, which is unacceptable. I should note that the European Union started integration on the basis of energy, forming a Union of coal and steel", — gave the example of the Prime Minister, adding that the timing of the formation of a single energy market must be observed.

"This is an important issue for Belarus, and we already made a compromise by agreeing to set a date for the formation of a single market by 2025", he said.

As might be expected, Kyrgyzstan and Belarus, said Kazakhstan and Russia. Prime Minister of Kazakhstan bakitzhan Sagintayev said that the control regime on the border with Kyrgyzstan has been strengthened, because there is reliable data on smuggling contraband on a large scale. "The fact that there is a problem with the volume imported from China to Kyrgyzstan cargo",- he said, stressing the huge difference between the statistics of the two countries on mutual trade between China and Kyrgyzstan, which according to recent reports exceeds $ 2 billion.

In other words, according to the Prime Minister of Kazakhstan, Bishkek of data about the imported from China the goods is very far from the China figures. "There is a big risk of smuggling, which was confirmed as a result of strengthened control on the border," he said, adding that the imported smuggled goods are not recorded anywhere and then you can calmly re-exported to other countries of the EEU.

It is noteworthy that the situation on the border of Kyrgyzstan and Kazakhstan began to deteriorate before the recent presidential election in Kyrgyzstan, Bishkek when the accused Astana of meddling in its internal Affairs. The authorities of Kazakhstan in response, we strengthened control at the border checkpoints. As a result, on the part of Kyrgyzstan began a congestion of trucks. People were forced to wait at the checkpoint for 7-10 hours.

At the end of his speech, the Prime Minister of Kazakhstan noted that the efforts are not directed against Kyrgyzstan, they aim to reduce the amount of contraband.

Energy complaints of Belarus said Prime Minister of Russia Dmitry Medvedev. He said that the EAEU is not a Union "oil and gas". "In the framework of the EAEU integration deepens and expands. Despite the different local problems, which were also discussed today. And this is the result of a serious and difficult compromises," he said, adding that the value of oil and gas in the economies of the EEU decreases. "Now we need to talk about other sources of generating income," — said Medvedev.

He noted that in the EEU there is a positive economic dynamics. Trade turnover grew by 28 percent, and total GDP of member States by 1.8%. "It should be noted that the growth recorded in all States," he concluded.
