Any country keen on propaganda, is facing a dangerous loss of sense of reality.

The issue of information wars is relevant today, came into political fashion and people's everyday life. I remember how in 1994, during my participation in the security Council established an interdepartmental working group on information security, which I oversaw as Deputy Secretary.

Soon after the organization of the group in one of the most popular analytical programs was a remarkable story. It was discussed in my person with a puzzled question: "And what does the security Council Mr. Rubanov, when the country has so many threats? Some information security!"

Since this all began. Today, the term "information security" became common and added to a thematic series of science and football, which I understand all.

Just want to emphasize that the problems with which began the information security of Russia, dealt with electronic warfare, stealth software and hardware impact on the information system, control of the supply of computer equipment and programs on the subject of not declared possibilities applied.

At the same time state leadership, was correctly identified and successfully solved the problem of the organization and use on the territory of the Russian Federation of cryptography in information systems (was allowed the use of only domestic assets). This helped not only to successfully solve the technological independence for the protection of classified information, but also to save his own scientific school in this field, to continue the development of unique intellectual and human resources potential of the world level.

Today information security with the original contents have become a matter of concern and interest to the professional community. Within the industry of information and communication technologies (ICT), it has evolved into an independent technological direction and private business, occupying a significant (20%) niche. Awareness-raising activities to influence state leadership, the demoralization of the Armed forces and the population of the perceived enemy are also included in the field of information security. But this direction until recently was considered only in the context of armed conflict. An effective tool such impacts are misinformation, special methods of purposeful influence on the target group, etc. However, their use is a point, localized in space and time-limited in nature.

In peacetime, outreach is rather the concern of the state ideologists and editors of the media. The media capabilities of these actors ' information space repeatedly reinforced today by modern ICT, which contributed to the transformation of the media industry in technically equipped propaganda machine.

One gets the impression that the producers of content for mass consumers and media operators, along with political ideologues slightly stunned by the opened front of them prospects. Have the opportunity to unleash a mass audience that had previously belonged to the special operations information warfare.

I am not inclined to do assessments of who started the information war, which stated today by the experts. For me as a technician versed in positive values of its dangerous properties, is obviously the following. The use of such means as disinformation or modification of behavior of the target audience, beyond their military purpose and limited use is fraught with very serious consequences.

In events to raise public awareness, affecting not a particular enemy, and a mass audience, the victims of everything. First defeat is applied to the information as the product information culture, as well as the entire information space as a field for its cultivation. The effects can be likened to the destruction of crops and the replacement of the fields for their cultivation weeds.

And this is no exaggeration. After all, the whole point of information as a positive value lies in its authenticity. The abuse of misinformation, substitution of theses and distortion of facts forms in the mass consciousness the idea of information war as a "contest of liars". It undermines the trust as to the production of media and information itself as a socio-cultural value to obtain reliable knowledge. In the coming information age is the damage to the root system of modern civilization, damage to the means of intellectual production of knowledge.

The most clearly negative trends of the recent increase in the indiscriminate use of special means of information warfare are manifested in the growing political apathy of citizens and the social anemia of society, not believing anyone or anything.

It is known that the consolidation of society is often achieved under the sign of the external threat. All the way. But the threat must be real and its reflection in media – adequate to this reality and based on facts. The subjects of information policy that violates such rules, you risk to be in a position cowgirl from the tale of L. N. Tolstoy's "Liar", which is many times abused by the cries of "Wolf!", when the wolves came true, no one responded to his call for help.

Today eminent scientists are wondering whether it is possible to win? How to win? Who will win the information war? I would answer it this way: the victory in this battle with the help of mass psychological destruction can only be Pyrrhic. It is impossible to win, and will lose all of its participants. First and foremost, those who use questionable tools.

If advocacy of war is impossible to avoid, can and should be conducted only irrefutable facts long-term. Because "lies have short legs", because the influence of propaganda constructed by the method of "principle above fact, and the answer before the question," has a very short duration. And consumers information very soon learn to appreciate the fact instead of the fiction and biased interpretations, learn how to find useful sources of news.

A few words about the information war from a defensive point of view. Such a war is defined as a confrontation in the fourth (in addition to land, sea and air space) area. Its essence lies in the dominant control by using computer technology and communications information space (cyberspace). The rapid development of ICT has brought the war in the field of information on the role of one of the major focuses of the revolution in military Affairs. It changes direction quickly together with ICT.

Yet dominated by a purely technocratic understanding of the confrontation in the InfoSphere, although since the beginning of zero years, the methodologists of the information war in the United States significantly changed their views. Their approach focuses primarily on cognitive (semantic) basis and not on technological means. The essence of the new approach is formulated in the following way: "it is necessary to develop a strategic theory of information warfare, and technology will come by themselves". A departure from the dominant role of the "iron" in the analysis of warfare in cyberspace is changing the paradigm of information warfare, translating it from the level of electronic warfare and collisions of information and communication capacities at the level of "knowledge wars".

The changing paradigm of information warfare in the direction of the "war of knowledge" due to intelligence information processes and changes of values of those or other capacities of ICT. In this war, the strategic advantage depends not only and not so much from the volumes and speeds of information transmission, but on the possibilities of extracting knowledge from complementary mind those who interpretered. Is the formation of a kind of collective intelligence. In 2010 in the scientific revolution introduced a new term – "epistemic war". The question arises: when we everywhere pedalium the topic of "information war" – not do we prepare ourselves for the last war?
