The modern stage of society development is characterized by increasing role of information in all spheres of life and human activity. Finally many realized that today the ability to collect and analyze information was more important to make the right decisions, than having a lot of physical strength.

Information - the new resource of social life, the only resources is not decreasing, but growing with time. The more faster and quality information is embedded, the higher the standard of living of the people, economic, military and political potential of the country.

Many political scientists and philosophers today recognize that information sphere, being the core factor of modern society, actively influence the state of political, economic, defense and other components of the security of States because the very integrity of the modern world as a community is mainly due to the intensive information exchange. The suspension of global information flows even for a short time can lead to serious consequences. As noted in the Doctrine of information security of Russia, the national security of the Russian Federation significantly depends on ensuring information security, and in the course of technical progress this dependence will increase. This led to the fact that information, how ever, became a tool of power.

When was discovered the susceptibility of the human psyche to compulsion, the information in the form of propaganda and agitation became the main control lever. It gradually replaced the brute force, violence, which has long been considered the only and indispensable management tool. Provision of information as one of main resources of modern civilization has led to spin doctors and political circles of all countries began sharing information on accessible to all citizens, intended for a limited circle of persons-performers, as well as a tightly guarded - only for the needs of the ruling circles. Information has become a special product of extraordinary value.

If by "narrow-minded" attitude can only be negative, it is information that focuses on the formation of social consciousness, should be explored as an effective lever of government and a certain political course. From the information offensive, country-initiator aims not only to provide moral and political unity of his people, but also to provide the maximum possible psychological impact on the enemy, to suppress or undermine his will to resist, to give the opportunity to all the opposition forces inside the enemy camp to come together, to perk.

This offensive also seeks to find out the attitude of the major powers and groups of countries of intended actions. It is a kind of reconnaissance. If you find that the planned steps will meet desperate and "unacceptable consequences" resistance, the state of the initiator without losing its political face change action plan or opt out of them.

This raises the question of the moral purity of those journalists who are called to bring to the community information about what is happening in the world. For several years discussed the need for the adoption of the doctrine of information-psychological security of the population. Federal laws on advertising, on information, on religion, and others concerned with the role of information in running the government, is not perfect. However, all this remains outside active political life, which may indicate only that no one wants to part with so powerful a means of influence on individual and collective consciousness, which is information. Put under public control the number of information flows, the authorities may lose the most reliable means of control for the masses, and nobody wants that.
