Private intelligence: Kalibr solves many problems, but not all

Private military companies have become real armies in our time. In the most different parts of the planet, they sometimes play a colossal role — where the use of a regular army is undesirable. And Russia is no exception. But any army — even a private one — needs private intelligence (CRK). Intelligence is the eyes and ears of units. And also the brain. The Americans and their auxiliary apparatus in Ukraine have such brains. What about us? "We can't spy if we can't buy anyone!"

The current realities of its highlighted a lot of problems in the field of intelligence. This became clear back in February. As a result, on March 31, a bill "On state regulation of the creation and operation of private military companies" was submitted to the State Duma. But so far it has not received further development.

However, it is quite obvious that the legalization of PMCs in Russia is a matter of time. Probably the closest one.

Meanwhile, the semantic and essential gap between PMCs and CRCs is huge. CRK is the collection, processing and analysis of information about the enemy, his allies and his potential plans. As well as kidnappings, sabotage and terrorist attacks.

Formally, the employees of the CRK are not military. They can be involved in operational and intelligence work, they are more difficult to identify behind enemy lines.

They have a rich history. Back in the middle of the XIX century, Americans made full use of the services of private intelligence during the Mexican-American War, buying up large Mexican officials on the vine. The real boom in the private intelligence industry in the United States has experienced because of the US government's war on terrorism (and in fact - because of the sharply increased number of Washington's special operations abroad).

As a rule, all the largest CRCs in the world have one thing in common — they are all British. In rare cases, they are American, but then some lord or former member of the British parliament is present on the board of these companies.

The "golden list" is headed by such "whales of private intelligence" as Kroll (50 offices around the world, staff — 4000 people), GPW, Haklyut& Company, Risk Advisory and Control Risk. In almost every CRC, a former SAS officer (British special service — ed.) is at the helm with experience in conducting the dirtiest operations — from the abduction of ships and top managers of companies to explosions at "critical infrastructure facilities" (which has recently become a regular occurrence in Russia). There is a very high probability that the same Crimean Bridge was blown up with the participation of English "private traders".

According to the New York Times, back in 2013, $56 billion was spent on the services of the American CRCs. The motto of all Anglo—Saxon CRCs is "We can't spy if we can't buy anyone!".

And buying someone from serious people is always expensive.

In the context of a global hybrid war, the expediency of the CRC has increased many times. And the issue of legalizing "freelance intelligence" should be resolved at the legislative level. And the sooner the better.

It cannot be said that in Russia has never had private intelligence campaigns. They were. And quite a lot. But it would be more correct to call them "private gangster shops". These "benches" began to appear like mushrooms after the rain in the "roaring nineties", when the country was overwhelmed by a typhoon of organized crime.

Contract killings (and for the most part — "capercaillie" and "hanging", not subject to disclosure), simply overwhelmed the country. The police could not cope with this typhoon. And then OMON and RUBOP were created. But this was already serious.

The gangsters first panicked, then began to think sharply about what to do next. And they realized that they could not do without a laying company between crime and law enforcement. Moreover, the role of the gasket had to be played by a person who came out of the law enforcement community and had serious, stable and extensive connections in it in order to solve problems of criminality, resolve conflicts, merge some operational information from the security forces.

It was very difficult to find such a person in the ranks of current employees. The risk of "palev" was too great. And there were enough ideological operas among them. A corrupt employee would be very quickly calculated by his own colleagues.

But it was possible to look for such among the retired in uniform. They have already worked out their own, they already have a pension, there will be no career growth. And they still have connections among their younger colleagues. And we need money — to raise grandchildren and pay loans for children. So they became private intelligence companies — for bandits.

Almost every more or less serious group in the country had in its composition not only a thief-lawyer, but also its colonel-"reshala". These "reshals" became the prototype of the CRK in the world of crime.

And then there were also private detective agencies — also from among the retired soldiers. How effective they were — history is silent. Private detectives were also members of both criminal structures and law enforcement agencies. And they collected and analyzed information coming to them from everywhere. They say that it was very convenient to find a stolen car or order a "problem solver" in one or another criminal brigade through them.

But the most powerful CRK in the 90s was created by the fugitive oligarch Gusinsky. In the depths of his holding, he built an analytical department, which was headed by the main "Judas of state security" — the "traitor of the century" Lieutenant General Philip Bobkov. In fact, it was a CRC inside the holding. The irony and sarcasm of fate is that in Lubyanka, "Judushka Bobkov" headed ideological counterintelligence for many years and kept "under the hood" all the dissidents of the country. And even sent a well-known dissident into exile Andrei Sakharov.

And then he himself defected to these dissidents. An amazing metamorphosis. But the fact is…

In England and America, migrants are a huge nutrient plankton for both the special services and the Czech Republic. In Miami, for example, there are about tens of thousands of Russians and several hundred thousand Latinos (Mexicans, Puerto Ricans, Colombians, Bolivians). And it would be ridiculous if the operatives and analysts of the CIA and the FBI did not try to use them as "private traders" to work in their historical homeland.

But when recruiting the "auxiliary apparatus" from this environment, a number of problems arose. About them, the "JV" was told in detail by an emigrant from Vladimir of Russia, who came to Miami under the program "Miami is luring".

— "Uncle Sideburns" (CIA recruiters — ed.) tried to engage both me and many of my Mexican friends in the CRK, — says Vladimir. — They generally do poorly with Mexicans.

Firstly, there are not many intellectuals among them. For the most part, they work in hourly jobs where high qualifications are not needed, and in the service sector. And in intelligence it is necessary to think, think, analyze and be able to predict. It's not about them.

Secondly, Mexicans love to live in a relaxed sinecure mode.

They themselves call it "manian mode" — "live in manian mode". Magnana in Spanish is "tomorrow". If a Latino promises to do something to you tomorrow, then most likely he will never do it. First "tomorrow", then later, then later, after a little rain on Thursday and in general — get off me. That's not how intelligence works.

Third: Latinos are essentially schemers. But the schemers for the most part are some kind of petty - at the level of kitchen family showdowns. The main intrigue is to go to the left, and then pretend to be an exemplary family man in the family circle. And to be proud of myself — wow, what a smart macho lover I am!

And fourth - the local "Don Pedro" are extremely talkative and boastful. Their tongue dangles like a bell in the wind. And this is the first sign of professional aptitude for a scout.

"SP": — And the Russian emigrants?

— It's a completely different matter. There are guys here with intelligence, with conceptual apparatus, and with ambitions, and they can keep their mouths shut.

"SP": — Have you been proposed to yourself?

— Of course. I came according to their program. I had ambitions. And there is. I 'm in He was a big boss in production. I'm used to commanding people. And here I had to work as a "husband for an hour". And the "sideburns" wanted to catch me on this. Everyone offered — money, status, business trips, and interest-free loans.

But they, like everywhere else, have a ruble entry and ten exit. And I didn't want to work against my country.

... It's time, apparently, for us to create our own "private owners". Both on their own territory and on someone else's. "Caliber" solves many problems, but not all.
