The risks and threats to information security of Russia

The new Millennium came amid rapid development of information technology. This is due to the intensification of the development of telecommunications-gravitational means, computer networks, communications, and other processes. The information component plays an increasingly important role in all spheres of life of human civilization. Use of information as a resource in turn leads to sharp growth of requirements to formation of information policy of the state and its component of information security.

Throughout its existence, people are taking measures for obtaining and using information to their advantage, including for the purpose of causing damage, harm to his opponents. Accordingly, measures are taken to protect against such actions in all spheres of human activity. This is, in fact, is the essence of the process called information or information confrontation combat (war) [3,7,14,18,25,29].

Information warfare (IOT) is constantly between States to protect their own interests in the process of confrontation for zones of political influence, for markets, for the disputed territory, for property, for strengthening defense, etc. the Term "information war" appeared in 80-ies and became widely popular after the war in the Persian Gulf in 1991, where the international forces, using the latest advancements in military technology and especially in computer science, with minimum losses defeated the Iraqi army [22].

It is quite natural that in the period of mass Informatization of all spheres of human activity and development world civilization one of the most important components of national and international security is becoming an information security and protection of information considered a strategic national resource. Evidence of this is that the production of information technology becoming one of the first places. So, in the U.S. in the 90 years the number of people employed in this area was five times more than in industry, and 26 times more than in agriculture, which is not true of Russia, where the situation is the opposite [21].

Now the wealth of developed countries is created not by the sale of raw materials and products with low processing and in the use of high technology, especially information, that is, due to the intellectual value of the information society that represents the state of development of public and, above all, production relations, where the major part of the gross product is not at the expense of material production, but on the basis of creating and selling high-end technologies, information products, i.e. the intellectual work of the citizens [8]. According to the Ministry of Commerce, since 1990 the expenditures on information technology have given 36% of the total economic growth. It is regrettable that the leaders of our state take decisive measures in this field.

In inter-state confrontations are offset with open power (diplomatic, economic, military) to more sophisticated information - psychological. In the third century BC Chinese military theorist of JUGO Liang wrote: "In hostilities, the attack on the minds of the main task, the attack upon the fortifications is a secondary objective. Psychological warfare is important, the fight is secondary" [17].

Warfare has also seen an emerging trend of using information and conventional high-precision weapons instead of weapons of mass destruction.

In our time due to the cold (information) war according to the plan outlined in the American doctrine against the USSR, was developed in 1945, without shots destroyed the Soviet Union, the Warsaw Pact and the whole socialist system. As a result radically changed the political situation in the world has considerably worsened geopolitical situation in Russia.

In the above-mentioned American doctrine of the information war known as the DULLES plan provided that:

"End the war, all somehow settled down, settled. We will throw everything we have - all gold, all material power to stultification and fooling people!

The human brain, consciousness of people are capable of change. Sowing chaos there, we soon replace them on false values and make them into these false values to believe. How? We will find supporters and allies in Russia itself.

Episode by episode will be played grandiose on the scale tragedy of the death of the rebellious on earth people, final irreversible extinction of its identity. From literature and art, for example, we will be eradicated gradually their social essence, to wean artists, recapture their desire to engage in image ... the study of the processes that occur in the depths of the masses. Literature, theater, film – all will portray and glorify the basest human emotions. We will do our best to support and raise the so-called artists who will plant and grind into human consciousness cult of sex, violence, sadism, betrayal – in short, all immorality. In government we will create chaos and confusion.

We will imperceptibly, but actively and constantly to promote petty tyranny of officials, bribe takers, unscrupulousness. Bureaucracy and red-tape will be erected in virtue. Honesty and decency will be mocked and no one will need to become a relic of the past. Rudeness and arrogance, lies and deceit, drunkenness and drug abuse, animal fear the friend before the friend and the shameless, betrayal, nationalism and hostility peoples, especially hostility and hatred to Russian people – all this we will deftly and quietly cultivated, all this will blossom Terry color.

And few, very few will guess or even understand what's going on. But the people we just put in a helpless situation, turn to ridicule, will find a way to slander them and to declare a scum of society. Will pull out spiritual roots, debase and destroy the basis of national morality. We will loosen thus generation behind generation. We will undertake people since children's, youthful years, the main rate will always do for young people, will begin to decompose, corrupt, corrupt it. We will make them cynic, vulgar and cosmopolitan. Here is how we do it." [20].

The fact that American leadership has fulfilled their destructive plans against Russia/Soviet Union, according to a statement by Clinton on a secret meeting of the chiefs of staff on 24 October 1995 in which he claimed the following.

"...The last ten years, American policy toward the USSR and its allies has convincingly proved the correctness of our course to eliminate one of the strongest powers in the world and strongest military Alliance. Using the failures of Soviet diplomacy, extreme arrogance Gorbachev and his entourage, including those who openly took a Pro-American position, we have ensured that was going to make President Truman with the Soviet Union through a nuclear bomb.

However, with one significant difference – we got a raw materials appendage, not destroyed atom state, which it would not be easy to create.

Yes, we have spent many billions of dollars, and they are now close to what the Russians called self-sufficiency. For four years we and our allies have received various strategic raw materials 15 billion dollars, hundreds of tons of gold, precious stones, etc. on non-existent projects handed to us for the negligible amount in excess of 20 tons of copper, almost 50 thousand tons of aluminum, 2 tons of cesium, beryllium, strontium, etc.

Having loosened the ideological foundations of the USSR, we were able to bring out a bloodless war for world domination of the state comprising the main competition to America.

However, this does not mean that we do not something to think about. In Russia, a country where not enough US influence, it is necessary to solve several problems simultaneously: to try to prevent the Communists from winning. With the help of our friends to create such preconditions that in the parliamentary race were placed every conceivable obstacle for left-wing parties; special attention should be paid to the presidential elections. The current leadership of the country suits us in all respects. So one cannot skimp on costs...

If us will be resolved these two problems, in the next decade will solve the following problems:

  • the dismemberment of Russia into small States by interregional wars, such as those that were organized in Yugoslavia;
  • the final collapse of the military-industrial complex of Russia and the army;
  • the establishment of regimes to cut off from Russia's republics, we need you.

Yes, we allowed Russia to be a superpower, but the Empire will be only one country – the USA" [37].

In the half-century information war the USSR did not save even his superior Armed Forces. As a result, destroyed the Soviet Union, Soviet civilization, destroyed its Armed Forces, undermined by economic potential, the country is gradually leading to destruction through controlled chaos [24]. On the stage, under conditions of declining resources and struggle of civilizations, in the same way it can be destroyed other human civilization [25], the objectionable “Golden billion”. After achieving this vision, including with the help of Russian "agents of influence" (or traitors) that led to deep systemic crisis of Russia and other CIS countries, there are attempts to divide the Federation into many independent States and principalities, which can easily be manipulated or controlled, be turned into a bridgehead of the West.

Information particularly intense confrontation took place in recent local wars in the course of hostilities, and before their unleashing. So, for six months prior to the aggression of Western countries against Iraq (1991) and Yugoslavia (1999), against Grenada for three years, and in the course of hostilities conducted a large-scale information and psychological operation aimed to set world opinion against the leadership of States victims of aggression, their policies, to lower the morale of armies, demoralize the population. In these operations has involved television, radio, the press, the special operations and electronic warfare (EW). At the beginning of the aggression of blows driven high-precision missiles and bombs under the cover of EW systems were destroyed television and radio broadcasting centers, control systems. In anti-Iraq war army of the Western States used more than 100 aircraft and 30 helicopters EW, which together with impact F-4C – bearers of anti-radiation missiles, completely disorganized system of state and military control of Iraq. At the same time increased radio broadcasts from abroad for the purpose of demoralization of the country's leadership, army and people. During the fighting created a massive jamming systems radio communications, radio navigation, and weapon control of troops (forces), was active in the special operations forces.

It should be expected that in the twenty-first century, which is considered the information age, the scope of information warfare will increase dramatically compared with other methods of confrontation. One indication of this is that over the past 15 years, the cost in the U.S. for the purchase of EVE increased more than four times and ranked first among all weapons programs [2].

World society has passed three stages of development associated with the serial development of substance, energy and information: pre-industrial, industrial and postindustrial (information). In the first phase of the economic power of the state was determined mainly by natural factors (the availability and level of development of fertile land and natural resources). Then the main factor of state power was the level of development of the manufacturing industry at the expense of energy. And currently the economic potential of countries is determined largely by the condition of Informatization [21]. Unfortunately, in our country, until recently, not received adequate attention neither the information, nor information security. And electronic industry – high technology, defence and information of all spheres of activity suffered from the "reforms" more than any other industry.

In information warfare used the weapons of information (OI) that is intended to distort information, mislead the decision-makers and population, disruption of information systems, destruction of data and media.

Depending on the purpose of IO are divided into five types (groups of assets) [22-30]:

  • media (media): radio, press, television and propaganda tools (videocassettes, electronic textbooks, encyclopedias, etc.);
  • means of electronic warfare, computer viruses, destructive backdoors, worms (a special program, covering measures of protection), "Trojan horse" (introduction to program harmful commands), etc.;
  • linguistic tools (terminology, expressions having a semantic ambiguity when translating into other languages, etc.);
  • psychotronic means (special generators, videographic and television information, video resources of type "Virtual reality", etc.);
  • psychotropic agents (specially structured drugs, psychopharmacological and psychodysleptics means, tranquilizers, antidepressants, hallucinogens, drugs, alcohol, etc.).

The media (often misinformation) and advocacy tools, as a kind of IO of mass destruction, are often used for targeted application of information damage, first and foremost, spiritual and moral life of the people of the opposing side, its historical memory, world Outlook, moral ideals to control people's behavior. In the information war, some media engaged in the introduction into the structures of state and military administration of so-called "agents of influence" and the formation of a "fifth column" among the national intelligentsia, contributing to the adoption of inefficient economic programs, the promotion of alien lifestyle (cruelty, greed, immorality, intolerance, permissiveness, etc.); distortion of the language and culture of the people; misinformation that affect the spirituality and psyche of the people, the country's leadership.

Such actions are carried out intensively and in our country against the people information after its occupation by some anti-national media, especially television, controlled from abroad [9,28]. Russian media became the opposition not only to government but to the people of Russia.

As shown by scientific research Institute of psychiatry [34], as a result of the information-psychological violence media and the manipulation of the conscious and the subconscious of people, with the inaction of the Ministry of culture undergoes a spiritual and intellectual degradation, deteriorating health of the nation, the breakdown of family life, reduced life expectancy of Russians coming demographic catastrophe, weakened the will to resist and even to survival. Unfortunately, attempts to introduce vicious anti-Patriotic principles and the system of public education aimed at reducing the level of education and culture, necessary for the existence of an independent country and a free people. There is a constant attack on the minds of the population [5]. Russia was the only country in the world where patriotism is deprecated.

The dominance on television and in cinemas Western horror films, which promoted the cult of power, cruelty, greed, cynical attitude towards people is causing among adolescents aversion to labor, the growth of crime, various forms of deviation. This also contributes to the mass pop culture trends that engulfed Russia.

One of the ways information aggression against the person that adversely affects the mental health of the population, is aggressively annoying, disturbing and offensive advertising, especially the promotion of drinkable traditions and the advertising of alcoholic beverages that caused the alcohol epidemic undermining the health and gene pool of population, vitality, and national security of the country. According to forecasts, the population of Russia in 2015 will be reduced by 11.6 million people.

Electronic warfare is used for radio-electronic suppression of the enemy and protection of own troops (forces) from jamming. Electromagnetic and acoustic radiation of EW systems have an overwhelming impact on the media and distribution environment information both in combat and in peacetime, especially against reconnaissance systems and weapons control [19,33]. In addition, can be implemented computer viruses that destroy information, and is provided with the disabling of the control systems activated by a virus that is embedded on the eve of war, and the disorganization of the informational systems of the opposing side. It is also possible remote destruction of the information transmitted via radio links virus, software, bookmarks, etc. of Particular danger are becoming computer crimes, as in developed countries, at least 90% of the information is circulating in electronic form.

Among the most likely targets of foreign experts call management system infrastructure energy, communications, transport, Finance, defence. The consequence of their defeat can be a massive disaster, paralyzing the vital functions of the modern state [29]. It is not excluded the next financial disaster, due to complete binding of the ruble against the dollar, the mass of which in Russia is second only to the USA, and the collapse of which is predicted due to the provision of no more than 5-7%, and the expected global economic crisis [36].

The linguistic means used in the conduct of international negotiations, signing and implementation of contracts between the parties to impose conflicting (ambiguous) terminology and semantically ambiguous turns of language when composing texts of international treaties, memoranda, agreements, covenants etc., especially during a "friendly" negotiations "without ties".

Psychotronic tools designed for remote indoctrination of the population and the authorities, the excitation of mental and psychophysiological disorders users of information and as a result of mixing colors, discreteness and intensity on television screens, achieving the effect of "25th frame", which is perceived only at the subconscious level, etc. With the help of powerful coherent electromagnetic radiation may affect the psyche and to brainwash people, and sometimes to initiate catastrophic disturbances that cause environmental disasters.

Psychotronic means are an integral part of psychophysical weapons, covering the whole possible range of effects on the human psyche [28]. Psychophysical weapons to include technological, pharmacological and other means and methods of deliberate information and/or energy impacts that affect mental functions and operation of physiological organs and systems of the person for the purpose of modifying his consciousness, behavior and health needs in acting to side direction.

Psychoactive substances can affect the human psyche at the gene or chromosomal levels: tranquilizers sever the link between information and the mental and physical processes in the body, hallucinogens cause mental disorders. The weak-willed subjects by pharmacological agents, drugs, narcotics, etc. can be changed the mentality, achieved moral decay.

Information weapons, in particular, psychotronic tools can have a detrimental effect not only on the brain of the individual, but also on the masses of people, especially in concert halls, stadiums, squares and other places of a mass congestion of people where there are a group of electromagnetic biofield. Not exclude the impact of IO on animals and plants, on the environment, on information, production and technological processes, functioning of the computing and space centers, power plants and etc [31]. As a result of mass effect of IO is not excluded even psychological degradation of society. Not casually therefore the integrated effect of IO studied not less than 30 countries, including USA, UK, France, Germany, Japan, Israel, Russia, etc.

From conventional means of destruction IO feature: stealth – the ability to reach the goal without visible preparation and Declaration of war; scale – the ability to cause irreparable damage, not recognizing national boundaries and sovereignties, without space restriction in all environments of life; versatility – ability to use both military and civil structures, both against military and civilian targets [2].

According to estimates of the parliamentary hearings in the state Duma of the Russian Federation "Threats and challenges in the field of information security" (July 1996), the scope of EI includes economic, banking, social, environmental, and defense purpose: disruption of administrative structures, traffic flow and means of communication; block enterprises, banks and even branches of industry, by the breach of relations and settlement systems, conduct currency and financial fraud, etc.; initiate man-made disasters on the territory of the enemy in violation of the staffing and management of technological processes and objects. In the minds of people can be inculcated certain beliefs, habits and behavioral patterns, caused by discontent or panic among the population, provoke destructive actions of different social groups.

The greatest impact EI has on the functioning of the organs of state and military administration, financial and banking institutions, transport, energy, potentially dangerous production facilities in nuclear, chemical and other potentially hazardous facilities, systems of prevention and elimination of consequences of technogenic and natural disasters in both peace and war. Using EI to the leadership of our country imposed an unmanaged market processes, which the West has long refused, as they can leave only destroyed the economy, defence, social and spiritual realms.

Intensity IO against Russia significantly increased due to the use of information technology by foreign hardware and software, counter-development of domestic information and telecommunications, their priority in comparison with foreign distribution in the domestic market.

After massive use of IO may change, and the nature and content of war, which can be not to capture enemy territory, and in the suppression of his will to resist, the destruction of political, military and economic power, establishing the rule of winner in politics, in the economy, the markets, the information-psychological sphere, condemning the defeated to poverty and death.

In times of peace and war during the information war can be individual stocks, activities, actions and operations at various levels, up to global [21].

In 1998 in the United States developed the doctrine of joint action to conduct information operations, which represent a set of actions undertaken for the purpose of influencing the information and information systems of the enemy while protecting its information and information systems. The key elements (or actions) information operations are: countering enemy intelligence, mislead the enemy, electronic jamming and defeat of information systems, attacks on computer networks, psychological operations. Such operations will be carried out in wars and in peacetime [7,10,15]. Also adopted the concept of information warfare [12], which outlines the views of the military-political leadership on IOT and the ways of its implementation.

These threats and the harmful effects has caused the need for measures to ensure information security (is) in all fields of activity. Especially urgent is the problem of protection of national information resources acquired in connection with the expansion of access through global information networks such as Internet (Internet), which become a field of fierce confrontation, the arena of information warfare of the future.

At the above-mentioned parliamentary hearings in 1966, noted that information security of Russia is at a critical level, risking the loss of information sovereignty of the individual, society, state [27].

Without setting up a state security system (as in USA) [4,8], is able to protect government and commercial information resources from leaks of important political, economic, ecological, scientific-technical, military and other information essential to the effective use of information resources in the interests of the state, society and its citizens. Already have the sad experience of the Federal government defeat in the information war during the first Chechen conflict (1994-1996).

Insufficient or distorted information did not allow to timely detect the threat and prevent war, natural and man-made disasters, acts of terrorism, such as the Second world war, Chernobyl disaster, terrorist acts in Russia, in USA and in other countries. Therefore, the task of winning information superiority needs to be put forward as the most important problems of the state and military construction [made 11.32], as it is well known that the one who owns the information, owns the world.

Information security must ensure, above all, the achievement of national interests of Russia, as a totality of balanced interests of personality, society and state in all spheres of public life at the expense of constitutional rights and freedoms of citizens in information activities, comprehensive development of the domestic industry of means of Informatization and communications, security of information and telecommunication systems. The ability of countering information aggression in times of peace and war depends the future of the country, economy, defense [11]. In this regard, the problem of Informatization and information security is a matter of the survival of Russia as a geopolitical entity.

Depending on the object of protection and information security are divided into information-technical and information-psychological. [2,4,21]

Information technology security is formulated as a type IB security objects, which are information technology system. Information-psychological security is a type of information security, security objects, in which the psyche (conscious and/or subconscious), and various forms of social and collective consciousness (science, morality, culture, religion, ideology, social psychology, etc.).

The main threats to information-psychological security are: blockage at the subconscious level of free will of man, inculcating in him an artificial dependence syndrome; the use of special hardware and software for impact on the human psyche; the manipulation of public consciousness; a destructive impact on the psyche of geopathic and man-made areas; the destruction of a single informational and spiritual space, the traditional foundations of society and public morality. Potential sources of threats to information-psychological security are: individuals with the skills impact on others; religious and other groups and organizations of a destructive nature; sources of information; computer programs; generators of physical fields and radiation, geopathic zones (areas and zones of terrain that has the ability to impact on the human psyche); the anthropogenic areas (land and zone areas, where previously there were mass destruction and/or disposal of people, slaughterhouses, etc., have a harmful effect on humans) [2].

Given the increasing risks and threats to information systems, on the instructions of the Russian Security Council working group of scientists of the ministries and departments is developed and September 9, 2000 approved by the President of the Russian Federation Doctrine of information security of the Russian Federation, which sets out in detail the threats of Russia and measures for its maintenance [6]. It to external sources of information security include:

  • the activities of foreign political, economic, military, intelligence, and information structures directed against interests of Russia in the information sphere;
  • the desire of some countries to domination and infringement of interests of Russia in the global information space and oust it from external and domestic information markets;
  • the aggravation of the international competition to possess information technologies and resources;
  • the activities of international terrorist organizations;
  • the increase in the technological gap of the leading powers of the world and impeding the creation of competitive Russian information technologies;
  • the effect of foreign space, air, sea and land technical and other types of intelligence;
  • the creation of a number of States means a dangerous influence on information spheres of Russia, the disruption of the normal functioning of information and telecommunications systems, security of information resources, unauthorized access to them.

To domestic sources of PIB include:

  • the critical condition of domestic industries;
  • unfavorable criminogenic situation accompanied by tendencies of merging of state and criminal structures in information sphere, the criminal organizations obtain access to confidential information, the growing influence of organized crime on society, reducing the degree of protection of the legitimate interests of citizens, society and state in information sphere;
  • weak coordination of activity of authorities on the formation and implementation of unified state policy in the sphere of ensuring information security;
  • the lack of the necessary regulatory legal base regulating the relations in information sphere;
  • the underdevelopment of civil society institutions, and insufficient state control over development of information market of Russia;
  • insufficient financing of measures for ensuring information security;
  • reducing the effectiveness of the system of education and upbringing, insufficient number of qualified personnel in the sphere of ensuring information security;
  • weak activity of Federal public authorities in informing society about their activities, explaining adopted decisions, in forming open government resources and development of the system of access to them of citizens;
  • the gap between Russia and the leading countries in terms of Informatization of public authorities, credit and financial sphere, industry, agriculture, education, health care, services and life of citizens.

The Doctrine noted that the status of information security in the country does not fully meet the requirements of society and the state.

There is no definition in the conduct of state policy in the field of formation of information space, the development of media, organization of information exchange and integration of information space of Russia into the world information space, the promotion of Russian information systems with the internal market.

Serious damage has been done research and production collectives in this area as a result of mass Exodus of them and travel abroad highly qualified mathematicians and programmers.

The lag of national information technologies is forcing even local governments to create information systems based on imported technology which increases the dependence of Russia on foreign countries and a decline in the level of information security.

Increased threat of use of IO against Russia while reducing the level of counteraction to these threats and insufficient attention to the development of satellite reconnaissance and electronic warfare.

The greatest external threat objects is IB intelligence activities of foreign countries, electronic warfare, penetration into computer networks, information and psychological Subversion, especially in Economics, spiritual and moral issues and defense. From internal threats the most dangerous destruction of electronic industry, unreliable operation and demoralization of media, information and telecommunication systems, which can lead to disruption of social stability, cause harm and danger to human life [6,8]. According to the Federal Agency at the present time "the information component in the strategy of national security of the state came to the fore [35]. This is due to a number of objective circumstances:

  • first, the destruction and disorganization of the national information infrastructure by its impact on its governance bodies and economic potential is weighed against the consequences of the use of weapons of mass destruction;
  • secondly, according to the first output in the absence of the cold war and the normalization of relations in the traditional military sphere, the center of gravity of the confrontation between developed countries moved to the information sphere;
  • thirdly, measures of negative impacts to information and telecommunication systems, have become available not only national intelligence agencies, but separate criminal and terrorist groups, resulting in the problem of ensuring international information security has become of importance commensurate with global economic and environmental security."

In the Doctrine of information security stated that the current state of Affairs in the field of is assurance requires urgent development and implementation of state policy and further development of the system of assurance. It was considered expedient to develop the Federal target program of ensuring information security, criteria and methods to evaluate its effectiveness, to improve the legal framework and scientific basis for assurance, including the establishment of responsibility and coordination of activities of authorities, organizations and citizens for the observance of the requirements light of modern geopolitical situation, conditions of political and socio-economic development of Russia.

There is a need to take the state decisively to ensuring technological independence of the country in the field of Informatization, telecommunications and communications, to develop means and methods of ensuring information security and information technology, primarily used in the systems of control of troops and weapons, ecologically dangerous and economically important industries; development of system of information protection, state secrets and technological base of government in peacetime, in emergency situations (ES) and in time of war; improvement of the information infrastructure; the participation of Russia in use of global information systems. The most important task of the state should be the protection of information resources [13], the development of measures and the transition to the information counter-offensive.

Must be defined legal, technical, organizational and economic methods of ensuring information security in all spheres of life, including economy, internal and foreign policy, science and technology, spiritual life, information and telecommunication systems, military and civil protection, law enforcement and judicial spheres, particularly in the context of all types of emergencies.

The doctrine provides for the development and implementation of state policy of information security of Russia, which should be aimed at: identifying threats to information and information systems; improvement of legal support of information security and develop systems of information protection; licensing and certification; insurance of information risks; support domestic producers of information resources; training in the field of information security; Russia's accession to the international system of standardization and certification of information technology.

It is planned to increase the efficiency of state guidance to state media, to adopt and implement the Federal program of ensuring information security, to develop information space of Russia, create secure information technology to stop computer crime, to raise the legal culture and computer literacy of citizens, to ensure the technological independence of the country in the information and telecommunication field. For a more intelligent solution, these tasks will need to create a unified system of training in the field of information security and information technology. In particular, it is planned in schools to study computer science, starting in second grade. However, overreliance on computers students may reduce their interest in reading, degrade aesthetic education, to affect and already affects the state of both physical and intellectual health.

Great attention is paid to the Doctrine of assurance in the conditions of emergency situations (ES), in which the most vulnerable targets are the decision-making system on the operative actions (reactions) connected with development of emergency situations and elimination of their consequences, as well as the system of collecting and processing information about their possible occurrence. Of particular importance for the normal functioning of the specified objects has the assurance in case of accidents, catastrophes and natural disasters. Indicated that the concealment, the delay in the arrival, the distortion and destruction of operational information, the unauthorized access can lead to loss of life and hardship during the liquidation of consequences of emergency situations related to exposure information in extreme conditions: the work of bringing in the movement of large masses of people experiencing mental stress, to rapid emergence and spread among them panic and riots on the basis of rumors, false or inaccurate information.

To the specific directions of ensuring information security in emergency situations include: the development of an effective system of monitoring of dangerous objects, the dysfunction of which may lead to occurrence of emergency situations and forecasting; improving the system of informing the population about the occurrence and development of emergencies; improve reliability of processing systems and transferring information, providing activity of authorities; prediction of the behavior of the population under the influence of false or misleading information about possible emergency situations and to develop measures to provide assistance to large numbers of people in these situations; the development of specific measures for the protection of the information systems ensuring management of environmentally dangerous and economically important industries.

For the purpose of implementation of priority activities under the Doctrine, the coordination of activities of Federal bodies of state power and control, critical assurance tasks, developed a Federal program of ensuring information security.

The Program envisages the following main activities.

Development of new Federal laws, making amendments and additions to the legislation and normative legal acts in the field of information security, the development and implementation of mechanisms for their implementation.

Organization of monitoring system and analysis of information security threats.

The creation of safe information technologies and communication systems used in the process of implementing vital functions of society and the state, ensuring technological independence of the country in this area.

Harmonization of national standards and harmonization of regulations in the field of security of information technologies and ICT systems.

Development of effective methods and means to curb computer crime in information and telecommunication systems.

The protection of national information resources.

The creation of information-telecommunication systems of the Federal bodies of state power.

Infrastructure development of a common information space.

The leadership development activities of the state media.

Government support of Russian fundamental research and technology development in the field of information security.

Development of a system of national standards and harmonized regulations in the field of ensuring information security of information technologies and information and communication systems General and special purpose.

The development of the system of training of specialists and personnel of information and telecommunications systems and networks in the field of information security.

Development of international cooperation, development and implementation of complex of measures on ensuring international information security.

As a result of implementation of the Program needs to be created: legal and regulatory framework ensuring information security; systems monitoring of information security threats, the system of training specialists in this field.

These proposals and priority actions outline the tendencies, prerequisites and possible ways of prevention of dangers and threats, recovery may not yet completely lost state and trade secrets in all industries, recreating one of the most important components of national security of our country. However, their implementation remains a huge scientific and organizational-technical work, primarily for the recovery of electronic industry, the elimination of information and financial occupation of the country.

Implementation of the requirements of the Doctrine, Program and design to ensure information security plans, should contribute to socio-economic and spiritual development, strengthening security and defense, to restore the international authority of Russia, to protect its interests in the global information space.
