The position of GWPO these tasks are specified; in addition, under the new management transferred control of the departmental mass media.

The TV channel "Star" and propaganda

One of the main tasks of the new office will be the organization's military-political propaganda and agitation in the Armed forces, follows from the draft regulations. GITU, will develop training plans for military-political training for all categories of personnel — from the privates to the high command.

The office also will conduct outreach activities with military and civilian personnel of the armed forces on "topical issues of state domestic and foreign policy" and the exercise of voting rights indicated in the draft provision. In addition, GWPO will organize "military-sociological research to assess the political, moral and psychological state of the military."

The tasks of the political administration will come in and psychological work with the military personnel — the selection of entering military service and coordination of appointments in the army, including the "prevention of deviant behaviour".

Among other things, GITU to monitor the work of departmental media. The draft regulation stipulates that the office will work to provide grants broadcasting company "Zvezda" and the newspaper "Red star". The new structure will participate in monitoring the use of these funds, and will be engaged in organization of publishing activities and "issue advocacy films and videos," reads the document. The officers will interact not only departmental, but also with Federal and regional mass media.

The position focuses on the management of outreach activities with the staff during the "cultural events", including International military games, exhibitions, competitions and sports activities in the Armed forces.

Another problem to be solved, GITU to maintain discipline in the army. Planned "to warn of the negative social processes," in military groups "including ethnic and religious basis".

The political Department is obliged to take measures for "prevention of extremism" in the armed forces, and also to conduct "counter-propaganda work for the protection of personnel from negative information and psychological influence". To do this, management plans "to learn about the religious situation in the military units and places of deployment of troops" and on the basis of its analysis to prepare guidelines and reference materials on issues of combating religious extremism.

In addition, the staff of GWPO will coordinate the activities to combat drug abuse and drug trafficking in the military. On the issue of counter-narcotics officers plans to interact with law enforcement.

In the scope of GITU also included work with religious organizations, including "methodological support of the military-religious work" and "selection together with the relevant structural units of the traditional religious associations of candidates for appointment to regular posts for work with the faithful soldiers".

The public Council under the Ministry of defense in the draft provision discussed in a separate Chapter. On the website of the Ministry of defense clarifies that this structure is engaged in "involvement of citizens and public associations to the formation of state policy in the field of defense."

The public Council includes well-known artists, public figures and journalists: Sergei Bezrukov and Lev Leshchenko to human rights defenders. GITU will be to provide organisational and methodological assistance in the activities of the all-Russian youth military-Patriotic movement "Uname", created in 2016 at the initiative of Sergei Shoigu. At the end of July 2018, more than 250 thousand young people "vowed to prepare themselves to serve and creativity for the good of the Fatherland" claim "Warmii".

In addition to the younger generation the Department will engage and work with veterans, stated in the regulation. In particular, we are talking about the training of public holidays and days of glory, including collecting information for writing the presidential congratulating the veterans on Victory Day, the document says. The new structure intends to engage in the preparation of materials for meetings of the Russian organizing Committee "Victory" is an Advisory and consultative body to the President. In the interests of the agitation-propaganda work is also planned cooperation with the Russian military history and Russian historical societies.

Heraldry and the state defense order

From GWPO will depend on the support of "technology education" — television, radio, film and video equipment, photographic equipment, musical instruments, and access to electronic and print media.

The Department will carry out functions of the state customer and prepare proposals in the state program of armaments and state defense order in their nomenclature. It will be able to withdraw from the supply of technical means of education, "with no prospects of application in Armed forces", and take on the supply of new samples and will also provide troops teaching and visual AIDS, audio and video on the training plans. This will take place "at the expense of funds allocated for these purposes".

The experience of instructors

According to the editor of the magazine "Arsenal Fatherland" Victor Murakhovski, the army can re-create the structure of Deputy commanders for political-military work. "It's training, morale of the personnel, apparently, the interaction with public organizations and mass media", — he explained. Most likely, will be again introduced the practice of control morally-business qualities of the personnel, the expert added

"It is important not to step on the same rake, which greatly destroyed the Soviet army — the system of dual subordination, when the appointment of certain category of posts are stated in the CPSU Central Committee. And only a party member could take what was absolutely wrong," — said murakhovski.

Military-political management body appeared in the worker-peasant red army in 1918, first as the political Department of the Revolutionary military Council. In the 1920s, this structure was transformed into the political Department of the red army, and later in the Soviet army. To the jurisdiction of the political Department was part of "the whole political and educational and propaganda work in the red army and Navy". Title similar to this, this structure received in 1991. With the collapse of the Soviet Union, the political component is gone from the name of the Central Board, and in 1992 was created the General Directorate for work with personnel.

Head of GUPW Deputy Minister of defense Andrei Kartapolov said on 1 September that the system of military-political work in modern Russia would be fundamentally different from Soviet and post-Soviet models of education of military personnel and work with personnel. It "should match challenges and threats in this area", but to inherit "the best native experience," he said (quoted by TASS).

According to the Deputy Minister, GUPO will be formed before October 1, 2018 and will consist of seven offices, military-heraldic service and directions of military discipline and prevention of offenses.

The interlocutor of RBC, close to the defense Ministry, explained that the idea to return to the army's ideology belongs to the person Shoigu. The creation of "Unirii" was the first step in this direction. The Constitution prohibits to establish ideology as a state or obligatory, recalled the interlocutor of RBC, so we can not talk about the revival of the attitudes of any political party.

"We are talking about the values and traditions existing in the Russian army for centuries — the idea of serving the Fatherland. This is what the aim of military-Patriotic projects", — explained the interlocutor of RBC.
