IAC "Kabar": Kyrgyzstan and information security

The rapid development of modern civilization not only gives us new benefits, but poses new threats. Today, all experts in one voice say that the danger of information terrorism is increasing every year. And it is clear that opportunities for this arose in connection with the rapid development of the Internet, including, to the massive spread of social networks.

And these capabilities make use of different kinds of extremist organizations for psychological impact on the citizens, promote their ideas, recruit new members, search for sources of funding. It is clear that these organizations are powerful forces interested in destabilizing the situation in particular region. This is evidenced by events in the middle East.

According to experts, initially apolitical "Classmates", "Vkontakte", "Facebook", "Twitter" and other social networks today can be a powerful tool of political influence, social unification and mobilization readiness, they are able to provoke mass unrest or even revolutionary change.

Countering regional organizations

New threats of the technological century is concerned, all countries of the Eurasian space and influential regional structure. In the Bishkek Declaration, adopted at a meeting held in early September in the capital of Kyrgyzstan, the SCO summit, said that the States members of the Organization will oppose the use of information and communication technology to undermine the political, economic and social security of member States, to suppress the propagation of ideas of terrorism, extremism and separatism with the use of the global Internet, favoured universal rules, principles and norms of responsible behaviour of States in the information space.

And in the last week in Sochi by the Committee of secretaries of security councils of the CSTO joint statement this area is also not left without attention. "The penetration of terrorism in the information sector, which increasingly depends on the safety and well-being of States and individual citizens, is also a new challenge for us. In the current environment, we are calling to unite the efforts of regional organizations to which parties are member States of the CSTO," - said in the document.

The serious approach to this direction represents and the leadership of the CSTO. "Organization of collective security Treaty very seriously develops the theme of information security of member States of the CSTO. We have a working group, which coordinated the work. We have developed joint measures enabling us to collectively provide our information security," said CSTO Secretary General Nikolai Bordyuzha in an interview to one of Russian radio stations.

He also spoke about the ongoing in the framework of the CSTO on a regular basis operations "Proxy" (anti-crime in the information environment). In the framework of this operation were closed hundreds of extremist Internet sites on the territory of member countries of this international structure.

As an example, he cited the operation "Proxy-South-2010", held in the period of inter-ethnic clashes in Kyrgyzstan in 2010, and gave good results. "We controlled virtually all information resources of Kyrgyzstan around and found a lot of sites that were targeted at re-inciting mass disturbances, incitement of ethnic hatred in the Republic. Were closed several of these sites that really wanted to the aggravation of the situation in southern Kyrgyzstan, and so is rather complicated in that period of time," said N. Bordyuzha.

A little earlier he also noted that the organization faced numerous attempts by some States to intensify the protest movement in the countries of the Central Asian region and in the member States of the CSTO. According to him, is the financial, informational, organizational support for destabilization.

In April, the CSTO Secretariat held a round table on the theme "Information and terrorism", which was attended by political scientists and experts of the States-CSTO members, senior staff of the Antiterrorist center of the CIS, representatives of States-CSTO members. It had worked out exact recommendations. They, in particular, it is proposed to focus the efforts of the States members of CSTO on the suppression of terrorist and extremist propaganda on the Internet, taking into account the fact that the introduction of restraining only the national legal norms is ineffective due to the fact that the sites of a terrorist orientation are, as a rule, in the domain zone on the territory of other countries.

It is also proposed to adopt the freezing measures in the information space of the CSTO the spread of negative information contributing to the escalation of terrorist activities. In addition, it is recommended to conduct monitoring of Internet resources for the implementation of the operational block the use possibilities of the blogosphere communicators of terrorism ("recruiters" and "agents of influence" and "informants" of terrorist groups).

According to the head of the CIS ATC Andrei Novikov, the Central Asian States was virtually at the epicenter of terrorist information warfare waged by terrorist organizations. "Now with the help of Internet resources terrorists are not only exchanging information, choose new members in their organization, but also conduct active propaganda work. This circumstance dictates the necessity of developing adequate and effective strategic and tactical methods of information counteraction on the part of States of the CIS", – said the head of ATC CIS at a meeting of the scientific Advisory Board of the anti-Terrorist center (ATC) of the CIS.

According to A. Novikov, special services of the CIS has received enough materials for the analysis of the processes taking place in these countries and analysis of applied technologies interested in destabilizing the participants of these events, and it makes talking about the development of adequate measures of collective response, on the formation of the CIS countries a significant segment of the Eurasian security, which would be in their national interests.

The Efforts Of Kyrgyzstan

In Kyrgyzstan, this problem receives much attention. In December last year in Bishkek hosted a conference on counter-terrorism in cyberspace. As noted in his speech at the event Deputy Director of the anti-terrorism centre of the SCNS CU Taalai Japarov, in the world at the moment, there are about 4 thousand sites of extremist religious nature, of which 200 sites in Kyrgyzstan found to be very radical. According to him, one blocking sites will not solve the problem, therefore, need to be developed for the public outreach program about the dangers of these sites, about how to recognize them and where to go in case of detection.

In turn, the Deputy Minister of internal Affairs Bakyt Jusupaliev during the discussion in Parliament of amendments to the law "On counteracting extremist activities" stated that the responsibility to monitor extremist materials on the Internet will be the Ministry of internal Affairs, noting that the already limited access to 13 web resources because of their extremist content, and 600 portals taken down and subjected to examination of the interior Ministry and the state Commission for religious Affairs.

By the way, this bill was initiated by the Ministry of internal Affairs, and provides for criminal liability for the dissemination of radical ideas in the Internet space of Kyrgyzstan, creation of extremist websites, but also gives reason for complete blocking of sites on the territory of Kyrgyzstan and interaction in these purposes with law enforcement agencies of other countries.

In may of this year, the President of the KYRGYZ Republic signed the law "On amendments and addenda to the Law of KR "ON countering extremist activity". And now (given the fact that the search of the owner of the website is difficult, and servers of these websites are located outside of Kyrgyzstan), information materials are recognized as extremist by the place of detection on the basis of a judicial decision, the list of extremist materials is subject to periodic publication, and the perpetrators of the illegal manufacture or distribution of these materials subject to administrative or criminal liability.

According to experts, the adoption of these amendments the law enforcement agencies appeared legitimate basis for complete blocking of sites on the territory of the Kyrgyz Republic and criminal cases at the place of discovery of the facts of dissemination of extremist nature over the Internet. In particular, the liability will be involved and the owners of Internet clubs, are required to prevent the spread on the websites of extremist materials.

There are initiatives in the framework of regional organizations, in particular, to ensure information security of Kyrgyzstan made a proposal to open in Bishkek the Center of informational support CSTO on the basis of the Institute of strategic analysis and prognosis (ISAP) at the Kyrgyz-Russian Slavic University, what said the Minister of foreign Affairs Erlan Abdyldaev.

The modern global information space is characterized by active destructive forces using a variety of methods of informational influence, which aim at destabilizing the socio-political situation in a particular state or the whole region. And to take specific measures to counter these forces is the most important task of any state, including, and Kyrgyzstan, stability is not an abstract concept, and most importantly, a precondition for dynamic development. And needs to be done in this direction, much more.
