The North Korean crisis at the present stage

During its existence the North Korean nuclear crisis has become global and has become a complex problem involving a number of factors that threaten the security of the world community.

North Korea is in Eastern Asia and borders China, Russia, the Republic of Korea. Speaking about the geopolitical aspect, the position of the DPRK has a high degree of importance in the analysis of complex problems. The fact of the developing crisis in the region, located in Eastern Asia, near the center of the Asia-Pacific region (APR) – this is an unprecedented event, the nucleus of the key factors of safety global functioning.

First, countries located in the Asia Pacific region, have a different vision of further development of the world. It is important to note that East Asia is economically prosperous region, a significant part of the countries which shows high rates of economic growth: in 2016, the nominal GDP of China, Japan and South Korea in the amount of almost equal[1] GDP of the United States is a leading[2] economy in the world. East Asian countries have the highest economic potential, but the most important factor is that in this region the leading role played by China2. The vision of China of its foreign policy based on principles that differ from principles of the United States: for example, when it comes to establishing a New world order, a vision of the future of the world order varies widely. The United States build their foreign policy[3] on the ideas of leadership (individual or in a group of the richest countries), which should optimize the global operation and development. In turn, in the doctrinal documents of China[4] observed the opposite: the idea of universal peace and collaborative development without hegemony and power politics. It is also noticeable in the analysis of public rhetoric of China[5].

As for the other two largest countries in the East Asian region: Japan[6] and South Korea[7] have a strong economic relationship with the United States, entering the list of the largest trading partners of the United States. These countries have reached a high level of economic growth and are currently the largest economies in East Asia after China.

Why are these facts important? Since the foreign policy of China aimed at avoiding hegemony in the global political Affairs, the country is interested in creation of such political space in the region, which is protected from external interference or influence.

Secondly, North Korea is actively developing its nuclear program and is testing ballistic missiles. Now North Korea declares successful tests of the hydrogen bomb (several times more powerful compared to nuclear), but experts conclude that talking about the absolute truth of these statements yet, and that still “there are still serious doubts that North Korea possesses nuclear warheads that can be delivered to the target using an Intercontinental ballistic missile” (from an interview with the Director of the Center for Energy and security Anton Khlopkov)[8].

In fact, the world has reason to fear the potential of the DPRK, as indicated by the held on 15 September 2017 test: last rocket launch demonstrated the range of North Korean missiles. According to estimates by South Korean experts, it reached an altitude of about 770 km and flew 3,700 km: that's far enough to reach located in the Pacific U.S. island of GUAM[9].

Thirdly, the specifics of the location of the DPRK and strategic targets on its territory leads US to the development of plans for a preemptive strike on missile sites in the country. This is one of the reasons of escalating North Korean crisis, and represents a greater threat to global security: physical destruction of nuclear facilities located on North Korea are relatively close to each other, may lead to global ecological catastrophe[10].

In August of this year, the Command of the Korean people's army said the work on the plan of a preemptive strike on the Pacific island of GUAM, where the us military bases. The US President Donald trump has also declared its readiness to give instructions for the destruction of key missile facilities of North Korea with the help of bombers from U.S. air force base on GUAM. In response, North Korea threatened to strike at the military bases that launched a new wave of exchange of threats. In the discourse these events were the words with clearly aggressive intentions: so, the angry rhetoric between the US and the DPRK reached a new level[11], because there a specific threat (which a month later will be followed by a demonstration of force, North Korea).

When moving from the geopolitical to the other factors of the North Korean crisis, it should be noted the special importance of the issue of the regime established in the DPRK.

In the 1990s in American political rhetoric occurs[12] such a thing as “rogue States” (eng. rogue states), or “States of concern” (eng. states of concern). They were ranked as a country with an established (non-democratic) regime that threatens the integrity and stability of global development. The DPRK and to this day is in the conditional list that was highlighted by the speech of the President of the United States Donald trump during his autumn speech to the UN General Assembly[13].

In the six-party talks, the US administration has identified North Korea as the enemy, listing it in the “axis of evil” (Axis of evil). This term was used[14] U.S. President George Bush in his annual address to Congress in January 2002. The concept of “axis of evil” was used to describe regimes that sponsor, according to the United States, terrorism or developing weapons of mass destruction.

This introduces an ambiguity in the rhetoric of the countries involved in the crisis. There is a search of balance: rhetoric and actions governing the crisis countries are in limbo, that is, the search for a balance between military and diplomatic method of resolving the crisis. When this is happening discrediting undemocratic regimes carries also the meaning of the underscore of the importance of such processes as liberalization, democratization and globalization. This fact carries a special meaning involvement of the United States in the modern North Korean crisis. There is active public participation in conflict resolution and emphasize the desire to eliminate regimes like North Korea.

At the present stage the situation on the Korean Peninsula and in the Asia-Pacific region as a whole requires a comprehensive study and resolution, because there are a number of threats with a gradual escalation of the North Korean crisis.

The actions of the leading political powers on the settlement of the crisis impact on the development pattern of the modern world. And among them are the special impact of economic, political and social issues, namely: how can the development of the North Korean crisis is affecting the region's economy and on the economic capabilities and influence of countries in the East Asian region, and how public rhetoric of the countries is reflected in the further development of international relations during the global crisis. After reviewing these facts, you must conclude that they are essential at complex study of problems in contemporary political realities.
