Narco-terrorism is a term that describes the relationship between drug traffickers and terrorists. Narco-terrorism manifests itself in four different forms: 1) drug dealers who take part in terrorist activities to support the drug trade; 2) terrorists who sell drugs to Finance their operations; 3) organizations equally interested in the drug trade and terrorist activities; 4) drug dealers and terrorists who actively support each other.
Nangarhar province in Afghanistan has become the epicentre of this black market. Here there is a close symbiotic relationship between the heroin dealers and terrorist groups like Haqqani and the Taliban (terrorist group forbidden in the territory of the Russian Federation — approx. ed.). Drug dealers give part of its revenue from the sale of drugs to the Taliban as "zakat" is a mandatory donation, which is one of the five pillars of Islam. The Taliban commanders are also asking the heroin dealers to buy weapons and ammunition and allow militants to stay in the laboratories, before it attacks.
In exchange for such assistance, the Taliban protects the laboratory for the production of heroin from the Afghan police and military. The Taliban intimidates and kills Afghan citizens, who agree to cooperate with the authorities and takes an active Jihad against the Afghan government, creating an environment in which thrive on drug trafficking and terrorism.
According to the Administration on control over application of laws on drugs, about 37% of all the terrorist groups are anyhow connected with the illegal drug trade. In the last few years this Agency together with the Afghan police pursued the largest narco-terrorists became, using a relatively new Federal law. In 2006 USA adopted the Federal law on the fight against narco-terrorism, which made illegal participation in drug trafficking with the aim of providing material support to terrorist organisations and persons linked to terrorist activities.

He was taken to the USA where he was found guilty on charges of drug trafficking and narco-terrorism. He received two life sentences.
Bahco Haji (Haji Bagcho), one of the world's largest drug dealers, a heroin lab in Nangarhar province. The share of the it organization accounted for approximately 20% of the world supply of heroin, as evidenced by the data of the UN office on drugs and crime. In one 12-month period, Haji Bahco managed to sell 123 thousand kilograms of heroin, whose wholesale value amounted to 261 million dollars, and "street" cost billions of dollars.
Haji Bahco transferred money and weapons to the Taliban leadership, urging him to oust the "infidels" out of Afghanistan, and forced the farmers to grow more opium to "we can make heroin to kill the infidels." He was convicted of drug trafficking and narco-terrorism, was sentenced to life imprisonment and imposed a fine in the amount of 254 million dollars. Although the charges of narco-terrorism was later removed, Haji Bagco is still in prison for drug trafficking.
According to the report of the UN office on drugs and crime 2016, the share of Afghanistan accounts for two thirds of the world's land dedicated to poppy cultivation. According to the report, in 2015, Afghanistan produced 77% of world production of heroin, and the province of Nangarhar is one of the main heroin of the provinces of Afghanistan. For many years, coalition forces fought the terrorists in this region of Tora Bora, where Osama bin Laden was hiding after the September 11 attacks, located in the mountains Spinger in the South of Nangarhar.
