Another example showed and "right flank" of Russian nationalism, emigration of hundreds of nationalists in Ukraine and in the Ukrainian neo-Nazi occurrences of "the tribe" clearly indicates that nationalism rooted in the past together with the national government: there is mythology, and of them outgoing system of values, and they play a role much more significant than the nationalist ideology as such.
In other words, the emergence of new tribes with different identities on the territory of Russia is inevitable just as inevitable the growth of grass in the spring. The question is, how to react.

If they come from outside the system of state power, the question itself of the integrity of Russia as a state will become fatal-rhetorical.
During the rebuilding of the party and power circles has managed to secure power and control over key assets of the country, because it did not exist social systems that can deal with this elite group and the masses were not ready for new civil liberties. Today in civil liberties first and foremost need is the carriers of new identities and community members with their vested social and economic interests. Where the infringement of these interests would be fatal, the vector of efforts of the communities, such a plan would be a political - the question of legalization and institutionalization will become a question of survival of these communities.
Through an internal policy regarding these communities can affect foreign policy. Thus, the potential for the development of Islamic communities may reduce the influx of participants in terrorist organizations in the middle East and to ensure loyalty to Russia from the Islamic States. The formation of a developed system of Islamic education will participate more actively in political processes in the Islamic world.
Since the process of community development of the new format is the global mainstream, the state may participate in the activities of these communities abroad. So, support for extremist wing of the Islamic community in the middle Eastern state will give leverage to the government of this country. Assistance in the development of criminal or extremist communities within the country of the enemy will make the enemy more focus on domestic problems and divert resources from the fronts that are important to their state.
