Recently, there is active discussion related to the creation within the Ministry of defence of the Russian Federation of the new, so-called the Head office of the Ministry of defence and the National defence control centre of the state (NSWAG). As is known, any control system consists of three main components: bodies, points and management tools. In this regard, the question arises: what is in relation to the entire military organization of Russia will this NCOOH for which construction has already spent amount of government resources?
As for the name NCOOH, then it is clearly the analogy with the National center for crisis management of the Russian emergencies Ministry (EMERCOM), the National antiterrorist Committee, Federal security service of Russia (NAC), the National anti-drug Committee, the National anticorruption centre and other national bodies and items are actively being created now in different ministries and departments.
If we talk about the content NCOOH, that is, its organizational structure, composition, tasks and functions, it is the control body of the Supreme commander of the Armed Forces for defence of the country. He will be placed on one of the created within the defense Ministry of Russia of control points with specially equipped with modern technical means of the so-called situation centre, which represents, according to some bold statements, a true "e-security Council" of the Russian Federation.
It should be noted that directly to the Ministry of defence has long existed and is effective in normally day to day acts the same as the newly created NCOOH, in General, with the same objectives, functions and organizational structure of the management body of the defense of the state under the overall guidance of the Supreme commander of the Armed Forces.
It is the General staff of the Armed forces from the Central command of the General staff and the Situation centre of the Ministry of defense of Russia, which today decides the strategic objectives in the interests of the whole military organisation of the state, not only related to the defense of the country, but also and mainly military security, but also partly public and even state security of the Russian Federation.
So many questions arise.
So what is this created NSWAG is a repetition of the entire already existing new technology and hardware level? But while it does provide for or envisage a General solution to one of the greatest challenges associated with the implementation of dramatically increasing demands on sources of information that will have to come to this innovative NSWAG?
Whether the development of a new functional software for automatic control of means of space defense and strategic nuclear forces in the combat cycles and automatic control (not just monitoring) the military and providing special forces and General purpose funds the entire military organization of the state, starting with the managerial decision-making and to monitoring their execution?
Is there sufficient depth and the degree of technical elaboration of the project on the criterion of "cost-effectiveness" is designated in such a short time create NCOOH – 2014?
It is organized and how it will be carried out operational-strategic and technical training for service and work in a newly created governing body of the entire military organization of the state?
However, anybody does not cause doubts and even formalized in the national security Strategy of the Russian Federation that the military organization of the state today is undergoing significant qualitative changes and develops towards a so-called triune system of ensuring national (military, government and public) Russian security and defense of the country under the overall guidance and direct control of the President of the Russian Federation – the Supreme commander military forces and special operations (that is, not only the Armed Forces and other troops, military formations, bodies and special military forces of the state, designed to ensure the national security of the Russian Federation and the defense of the country).
The main and priority in the formation of this triune system is the establishment of an appropriate national, supra-departmental permanent staff of the authority not to simulate the turbulent hardware bureaucratic activities, endless conference calls with the show on all channels (although this is sometimes necessary) and irresponsible curating, and personally responsible, professional, operational and administrative state of all the processes of creation, production, operation and strategic implementation of all components of the triune system of ensuring national security of the Russian Federation and the defence of the country.
Given the above, the center should be institutionally, technically and algorithmically (for certain types of weapons and equipment) linked into a single system with various standard and nonstandard so-called national centers, committees, councils and working groups that are being created in the ministries and departments under the decision each of their departmental objectives in the interests of the state.
For these purposes, it seems reasonable to concentrate the relevant resources of the country and send them today first and foremost on the establishment of the Russian presidential administration permanent of the Supreme command of the military forces and the special operations of the state with its regular supra-departmental management body – the joint staff or in other words, National control center joint operation of all components of the triune system ensuring state, public and military security of the Russian Federation and the defence of the country, under the overall guidance and direct control of the President of the Russian Federation – the Supreme commander of the Armed Forces, other troops, military formations and bodies of state special services (see schemes 1 and 2).
As a variant as one of the most suitable places and objects to do this you can use the territory and facilities of the Russian defense Ministry on Frunze embankment with appropriate additions and alterations to erected there today the Head office of the Ministry of defense of Russia and another so-called National defence control centre of the state.
This option will require the active participation of all ministries and agencies involved in joint actions for the protection of national interests of the Russian Federation from threats and challenges in the sphere of ensuring state, public and military security and defence of the country. Will need to undertake further design, refinement and alignment of departmental control centers with the created control body of the Supreme high command (VGK) and to each other with a view to the formation of them in the full sense of a single management system.
Of course, you will need also change the name of main facility under construction on Frunze embankment, with the purpose of bringing this item in accordance with the content. For example, for ease of use in the media this object can be called brief – national center WMC for managing the triune system of ensuring national security and defence of the country. In its composition a natural way as a separate component entirely will include all NCOOH.
Such a national center of VGK, it is advisable to begin to form ahead of the construction now of the most trained, experienced managers, serving in the higher echelons of the state and military management and well represents the entire system of state and military development and national security. In the first stage their primary objective should be a thorough scientific study and the results of the technical assignment for the development of this highly complex, resource-intensive and demanding project, and then in the organization of conceptual design and creation of the center, and in General the whole system of management of the military organization of the state.
By the way, training and retraining of specialists for service in this body shape in other created a supra-departmental staff national bodies, centres and control points of the operational-strategic level of the triune system of ensuring national security and defence of the country it is possible now to organize at the Military Academy of the General staff of the Armed Forces (WA GS), renaming it accordingly to the Military Academy of the Supreme command of the Armed Forces, other troops, military formations and bodies of state special services (VA VGK).
There are still two other names of this Academy, having the same meaning, such as the Military Academy VGK military and special forces and bodies of security of state, public and military security of the Russian Federation and the defense of the country or short – Military Academy VGK forces military and special operations.
This approach to establishing a National centre for WMC as a whole will allow to build an efficient unified system of management of the entire military organization of the state, including in it not only power, but also scientific-production components, although it will increase the time of commissioning in comparison to the deadlines set for NCOOH. However, there has been work on the creation of NSWAG this increase in time may be marginal.
Thus, on the basis of the General staff of the Armed Forces of the Russian Federation with the participation of all power structures of the state and the military-industrial complex of the country in a relatively short time with little expenditure of additional budgetary funds and public resources to create a full, working in permanent normal mode, in both peacetime and wartime Supreme high command for the operational control of the Armed Forces, other troops, military formations and bodies, i.e. so-called forces of military and special operations, as well as all state research and production components of the triune system ensuring state, public, military security of the Russian Federation and the defence of the country (see figure 1).
