Early parliamentary elections in Kosovo completed the victory of the coalition "PAN". One of its leaders is a former field commander of the Albanian Ramush Haradinaj. According to experts, it will become the Prime Minister of public education. The politician has repeatedly accused the Hague Tribunal of war crimes, but was acquitted. Haradinaj is still listed in the international wanted list.

Victory in the early parliamentary elections in Kosovo were won by the coalition "PAN", which is run by former leaders of the so-called Kosovo Liberation army. Paramilitary forces fought for independence from Serbia by force of arms. In "PAN" enter the party "Alliance for the future Kosovo" Ramush Haradinaj, the Democratic party of Kosovo of Hashim Thaci, the "Initiative for Kosovo" Fatmir, Limia. All three politicians directly with the arms participated in the war against the Serbian army and police in 1998-1999.

After the coalition "PAN" should the opposition party "Samoopredelenie", which has about 30% of the vote. The democratic League of Kosovo, headed by the still acting Prime Minister ISA Mustafa, has enlisted the support of 27% of voters. These are the findings of the exit polls announced on local TV channel "Klan Kosovo".

Extraordinary elections to the legislative Assembly of the territory occurred after may 2016, the Prime Minister of Kosovo ISA Mustafa was forced to announce the dissolution of the government.

Before that parliamentarians refused to vote for the agreement on border demarcation with Montenegro, the negotiations on which Podgorica and Pristina were two years. The deputies thought that if the document is adopted, Kosovo will lose 82 sq km of fertile land, and therefore to ratify the agreement impossible.

In this situation, Mustafa and went to the dissolution of the Cabinet.

Vote even the Serbs

According to local media reports, the turnout was more than 41% of voters. The most high in the Serb community of Zubin Potok, where, came to the polls, 62% of inhabitants of the region. The lowest turnout — 34% — was in North Mitrovica, also populated mainly by Serbs. The voting process is watched about 5 thousand observers throughout the region. They have helped and a special Commission of the OSCE.

Only in the elections in Kosovo, whose population is just over 1.8 million people, was attended by 26 parties. Of these, five represent the interests of the Serbian minority of the region. However, according to the regulations of the voting, the Serbs secured 10 seats in the 120-seat Parliament, regardless of what the outcome of the plebiscite.

In the course of the electoral process has not been without scandals. So, five days before the election, the embassies of USA, Germany, France, Italy and great Britain in Pristina issued a joint statement. It was reported that dipmissii these countries have data on the attempts of certain persons to influence the vote by threats and acts of violence.

"It's about the fact that representatives of the Serbian community in Kosovo were harassed and forced them to vote a certain way. Such actions we believe are completely unacceptable. We urge everyone who is involved in this kind of action, to cease to participate in them. We also call on the Kosovo authorities and the police to investigate cases of pressure on voters," the statement said the embassies.

Also shortly before the elections he was arrested the leader of the Party of Kosovo Serbs Aleksandar Jablanovic, along with his wife. Police found a gun in their house during the search. However, the day after that both were released. According to the Serbian TV channel В92 directly in the voting were detained several officials for abuse of power during elections. There were also other offences, on the basis of which the Kosovo Prosecutor's office instituted several criminal cases. Only the Supervisory authority is currently conducting 100 trials in different procedural status.

The fundamental question was how actively will vote the Serbs of Kosovo. For a long time they had no participation in the elections to the authorities, since she did not want legitimization of the Albanian regional administration. However, in these elections, they have largely ended this tradition.

Although shortly before the voting on the Serbian Kosovo communities, flyers were posted, where he urged the Serbs not to go to the polls.

The trench, the Hague Tribunal, the Premiership

The majority of experts agree in opinion that after these elections the Prime Minister of Kosovo will be Ramush Haradinaj. He declared Serbia on the international wanted list on suspicion of war crimes committed during the 1998-1999 war. The politician was personally involved in the fighting, and even learn some wound in the thigh. At some point, he was the acting Deputy commander of the Kosovo Liberation army.

According to the International Tribunal for the former Yugoslavia and from the Serbian side,

Haradinaj formed during the war a special unit of the KLA's "Black eagles". His fighters, in particular, has conducted several kidnappings of people were tortured and then killed. Also, Haradinaj was accused of mass murder of Serbs near the village of Glodjane.

Investigators arrived to the Serbian interior Ministry found on the territory of one of the farms, the burial of 20 persons of Serbian nationality with signs of torture. Only Haradinaj was charged with 17 counts of crimes against humanity and 20 counts of crimes that violate the customs and laws of war.

In April 2008, the Hague Tribunal fully justified the policy on the same day he was released. But in 2011, the Tribunal has put forward new charges against Haradinaj.

According to investigators, he along with his accomplices kidnapped a few dozen people who collaborated with the Yugoslav authorities, and sent them to a concentration camp in the village of Yablanitsa.

There they were subjected to torture and sexual violence. However, this time the politician was acquitted. Serbia also their charges are not removed and continue to search for a policy. He was recently arrested in France, however, the court decided not to grant Haradinaj Belgrade.

Director, Centre for geostrategic studies in Belgrade, Dragan Trifkovic considers the likelihood of coming to power in Kosovo, Haradinaj is very high. However, an important role will play the countries of Western Europe and the United States.

"Most local media and analysts believe that if the "PAN" has received the majority, Haradinaj will become Prime Minister. On the other hand, certainly "self-Determination" and "Democratic League of Kosovo" will try to prevent this. Here importantly, what position will the West, as the authorities in Pristina do not decide anything independently," — said the expert "Газете.Ru".

Trifkovic also said that the 2017 individual international court of justice on Kosovo will nominate the end of the year the first war crimes charges against former KLA members.

"There is evidence that such acts were involved and Thaci and Haradinaj", — says the expert.

According to her, if Europe and the United States decides that the policy of squeezing the Serbs from Kosovo should be continued, they will give "good" for the Premiership, the former Deputy head of the Kosovo Liberation army. If they decide to extradite these people to the court, then it is not excluded that it will start a gradual practice of the return of expelled Serbs to the territories where they lived before the war. "It depends entirely on the West," she said.

In 1999, air strikes, NATO forced Yugoslav President Slobodan Milosevic to withdraw troops and units of the interior Ministry of the country of Kosovo. Instead, there was introduced the United Nations peacekeeping force, which, however, was unable to prevent the pogrom of Serbs in Kosovo in 2004. In 2008, the region declared independence. To date, it is recognized by most countries in the world. However, it remains part of Serbia the territory he considers Belgrade. Also do not recognize Kosovo's independence are Russia, China, India, Spain, Iran and Greece.

According to Dragana Trifkovic, in fact Belgrade have already realized actual loss of control over the region.

"It looks like the Serbian government and the so-called Kosovo authorities coordinate their actions against the Serbian population of the region. The best example is the ban of Pristina on entry and movement within the territory of the Serbs who live there for Serbian passports. Belgrade is perfectly aware of this, but no action to ensure the rights of these people did not accept," she said.

Before the 1998 war Serbs accounted for about 15% of Kosovo's population, now there are about 6% of the total number of inhabitants of the region.
