April 13 2014 the national security Council and defence of Ukraine (NSDC) decided to start the so-called anti-terrorist operation involving the armed forces of Ukraine against the inhabitants of Donetsk and Lugansk regions who are dissatisfied with the results of the February coup in Kiev.

In early September, brokered by Russia and the OSCE, the parties to the internal Ukrainian conflict agreed on a ceasefire and 19 September was developed to implement the Memorandum of nine points, one of which involves creating a 30-kilometer buffer zone between the positions of the parties, which would make impossible the continuation of the fire. However, despite the current armistice and facing the Ukrainian authorities of the urgent need to establish national dialogue, the attacks are still ongoing.
