Only two weeks left before the start of the APEC summit-2012 in Vladivostok. For the first time, it became the capital of a Russian city. According to the organizers, this is not just a milestone in Russia's relations with countries in the Asia-Pacific region, but also a strong impetus for the development of the Far East and attract investments. Experts and analysts studying the opportunities before the region.

In Trading-industrial chamber of the Russian Federation held a round table "Topical issues of development of Siberia and the Far East in the context of the upcoming APEC summit and the Baikal economic forum". The participants expressed their views on the most important aspects of economic development of the region and interaction with foreign partners.

General Director of International center for regional development, Igor Melamed considers that among the priorities in the region – synchronize the rate of transport, energy and social development. "The issues to ensure that the circuit came to the fore," said Igor Melamed.

In particular, for the development Elginskogo deposits built 312 km private railway, however, the issue of energy and transport provision prevented the project to proceed in full force. At the same time today in the far East implemented a number of major projects. In particular, in the Amur region the Vostochny space centre is being built, the size of which is comparable with Moscow. Today it employs 17.5 thousand people, all in all, the project will employ 50 thousand builders, which will be constructed about 3 thousand objects. Defense companies, which is already believed lost for the industry, for example Arsentevskoe helicopter plant, today a fully loaded state.

The Chairman of the RF CCI Committee for logistics Oleg Dunaev believes that the development of Siberia and the Far East, as Russia's transition to innovation model, depends largely on whether the country to integrate into the Eurasian system through APEC. According to him, transport and logistics issues in various development strategies of the Far East has received little attention, and it is an extensive transport network is needed for the integration of Europe, Russia and Asia-Pacific countries. "In logistics we have a lot of questions, because it is a question of costs, and their reduction is one of the main criteria for investment," – said Oleg Dunaev. The development of transport and logistics communications will entail human resources, and scientific and industrial clusters.

According to Oleg Dunayev, to shift the economic center closer to the Far East, for which the region is in need of a big city with a high attractiveness for life.

It supports the General Director of the Center for strategic estimates and projections Sergey Grinyaev. He was confident that the far East must be a financial and economic centre, which will help Russia to occupy empty while a niche in the global market. In particular, it was the idea of creating an international water exchange, as drinking resources increasingly recognize the strategic. According to the UN, 80% of the world population lack safe water. And the rich waterways of the far East could become the center of the "water market".

Now, according to the expert, the region has reached its Rubicon, and, if Russia does not designate the position according to its own vision of development of the Far East, it may cause some countries wish to intervene in this process. As an example Sergey Grinyaev brought political problems for the demarcation of the Northern territories and the struggle for hydrocarbon-rich Arctic shelf.

At the same time co-Chairman of the NP "national Union of public experts" Alexander Just concerned that, in his opinion, the far East may turn into a transit point for the delivery of resources from Russia to the APR countries. But we should not forget that the Asian markets are quite different from European, and thus, regional characteristics of the Far East can be used as an advantage in trade with Asia Pacific countries.
