The national idea as a historical constant

Dear Sirs, You are encouraged to review the results of the study which examines the security issue from the standpoint of the effectiveness of management processes, systems and resources. The study was performed in the format of the manual on crisis management of the economy and society through social forecasting of the future.

The objectivity of the results involves the synthesis of knowledge about the subject from different points of view. Therefore, the proposed topic is considered from three positions:

  1. Security as a phenomenonthat must be understood.
  2. Safety as a systemconsisting of a specific set of elements to list and describe.
  3. Security as a problemthat needs to be solved as a problem, a solution algorithm which is still unknown.

Of all known kinds of security we chose three: the national, intellectual and personnel security, which are derived from the meaning of the concepts of "national idea" and "national interests".

Practice proved that the problem can be solved only by understanding reality, since the problems don't appear by themselves - everything arises from the need to maintain balance global: removed all superfluous, even distortions and inconsistencies.In this sense, the main unresolved problem of modern Russia is the absence of a recognized "National idea". On this theme expressed by many different sentences, which are in the nature of speculation, and not of meanings. It is absolutely clear that the national idea is the"reference point" – protos, the forerunner of human activity from the point of view of the meaning of self-organization process. Therefore, in order to determine the spatial-temporal coordinates of this point were used cybernetic principles of system construction, according to which "the model of the system is always built with the end" - the end result (goals, ideas, meaning). Therefore, the result should be formulated as the task of the algorithm the solution of which is still unknown. In the modern version this problem is formulated as the "achieving national security and sustainable development". In this regard, it is necessary to find the answers to the questions: "What to develop?" "What and from whom to protect?"

The analysis took into account not only the actual external and internal factors of influence, but also projections and models developed under the auspices of the United Nations, the world Economic Forum, as well as various future scenarios, one of which is "Netoкратия - the new power elite and life after capitalism". Major projects, forecasts and scenarios on this topic presented in the monograph "global Competition and local projects of the future."

Part 1. Current reality is defined as a mosaic of new and old, where the office acts as the real performance information of the code and determined programme of action, which are the energy-matrix ECO (natural) or induced by external factors ISO (artificial) habitat. People initially managed and manages itself and the processes that exist outside of his mind and will, so effective management - is the process of establishing fair measures (optimal proportions) in the distribution of life energy (resources and health), space (territory and environment) and time (life expectancy).

We can assume that no new paradigm of globalization might affect the very concept of "security" and related "national idea", but I can make some adjustments to the"national interests" of any recognized by the international community of States. In addition, as shown, even if globalization and fixes some existing issues, but it certainly creates new risks.

This raises the need to undertake a comparative analysis of the ideas proposed by international experts as "a New paradigm of global relations", developed in the framework of the UN, the report "Global risks 2011", prepared for the World Economic Forum, with the content and meaning of a "national idea" of the search which remains the most urgent problem for modern Russia. The objectivity and reliability of the results is checked by means of overlap on elements of a cybernetic model of Stafford beer, which he called "five principles for the nation on the path to good government".

It is historically proved that the peculiarities of each state is composed of the very common factors: geographical, ethnic, cultural, linguistic, socio-economic, religious, legal, political and historical. Each period of development creates a kind of combination of these factors that leads to the emergence of new ideas and scientific discoveries, generating new threats. Thus, in addition to historically permanent and common to all sources of threats and risks, there are temporal and specific to each territory and people factors affecting the level of their security.

The list of contemporary global threats published in the report of WEF "Global risks 2011" on the basis of which concluded that "current top management at the international level cannot cope with the shocks that await the world system":

  1. The steady growth in the income gap within countries and between countries.
  2. The weakness and inadequacy of global institutions.
  3. Macroeconomic risks – macroeconomic imbalances, fiscal crisis, lack of social obligations.
  4. The shadow economy, the size of which exceeded $ 1.3 trillion. $ .
  5. Resource constraints on growth – water, food, energy.
  6. Five risks which must be watched closely (cyber-security, high population growth, a departure from globalization, nuclear and biological weapons).

Such a sad reality confirmed by official socio-economic data: the developed countries of the world with 15% of the population consume 50% of global GDP. In USA the GDP per capita is 30 thousand dollars., but in backward countries, for example in Mozambique of $ 300. Thus, for 50 years this gap has doubled and continues to grow. According to international experts, rapid growth of world production on the existing industrial base will lead to resource and environmental disaster, as resources are used faster than renewed. If the population of China and India will be actively involved in the process of consumption growth, the global economy come to collapse, so as to raise the level of consumption in all countries to the level of consumption in the USA will need 2.5 Earth territories.

It is scientifically proves that all processes in society are determined by the principles and laws of a higher order, for example, the universal "law of conservation of energy" and earthly laws of functioning of the "food chain" of accumulation, circulation and distribution of this energy. Here some systems always survive due to the energy of other, weaker systems to have the necessary resources and time to adapt to new external conditions of the habitat. The question is, who will be on top and who's bottom of this "food chain". The answer to this question is hidden in the new paradigm of global relations.

Part 2. Analysis of different scientific approaches to the problem of security has allowed to reveal the Trinity of the concepts of"national idea", "national security" and "Patriotism" as the connection matrix of the five characteristics of statehood. Here are formulated the answers to the questions: "what and from whom to protect?" "why protect?" "who?". To do this, use the"method of secondary analysis of statistical data" without new or additional sociological research. For example: In may 2011, TV 5 channel St.-Petersburg "Open Studio" conducted a survey: "Patriotism is a survival of the country – 70% . It's very personal – 19%. This is the last refuge of scoundrels – 11%. Here, the figures speak for themselves – the country is home to 11% anti-systemic elements, for which Russia is the only source of income.

Having determined theoreticallythat the national idea is inextricably linked to issues of national security, patriotism and sustainable socio-economic development, there is a need to combine them with another problem - the efficiency of management the state economy and socio-political processes in society through the"method of superposition ternary matrix" the content of these concepts.

Despite the international community imposed the view that under globalization the national state "gradually fail", the political practice shows the opposite - the concept of security of any country is understood, primarily, as the concept of the security of its statehood and integrity. In this respect, the vision should provide a coherent terminological system and correlated with the concepts that form the essence of the "signs of independence":

  • the presence of its own territory, marked the state border;
  • the presence of its indigenous population living on that territory;
  • the presence of their native language;
  • its right, based on the mentality of the people and their traditions;
  • the presence of the legitimately elected government - system of government and self-government.

All other types of security - economic, food, demographic, military, energy - are their constituents. Through the attributes of statehood, you can identify the legitimacy of the existence of any country, as well as set what characteristic features of each of them. Thus, statehood as the"national idea" and is a "historical constant". It grows from the need to settle once and to constantly develop and to defend its territory, its population, its language, its law and its power. In turn, the "national interest" is a "historical variable". It grows from the need to adapt to the constantly changing internal and external circumstances and conditions. National interest is impregnated with and holds the attributes of statehood, forcing them to interact synchronously.

Among national interests the leading role played by economic interests, providing for physical and biological survival of the citizens. Economic interests are governed by the law that establishes the various types of ownership and the rules of distribution of the total income, including the exploitation of natural resources that belong to all citizens of the country. Thus, all these concepts are United by the need to be protected from internal and external threats, which in fact is a "national security", part of which is resolving the problems, the algorithm of which is described as "Military doctrine of the state".

Given the above, the"national idea" in author's interpretation is realized through "political Cybernetics" of governance, with the use of "state ideology", in practice, represent a "model of universal state of satisfaction", where the idea of "direct democracy". This approach in the form of a project with good prospects for those who want to live in a "viable state". To build such a state is possible only by means of"autonomy", "self-organization" and "entelechie", according to which all the existing problems caused by poor management.

Autonomy (gr. – samospalenie law) - in Cybernetics means that the system itself, fulfilling the principle of homeostasis, is responsible for regulation of processes and allocation of resources - she knows what and when to do it. Therefore, fragmented external control system will always be inefficient.

Self-organization is the natural mind, acting methods, which still no one understands, because there is no accounting profit or loss. Here is the mechanism, searching for a desired model in the sense of the ability of survival and development.

"Entelechy" (GK. - completion, osushestvleniya) – in the philosophy of Aristotle refers to the possibility, and expresses the unity of the basic principles of existence: form, matter, cause and purpose. In other words, entelechy is the inner power which encompasses the goal, final result and completeness in individually defined object – energy-matrix – abbreviated "Anim". In Cybernetics, this concept is used to describe the process that leads the system to performance goals.Entelechy is a own criteria management action – metascreen, where plans are a direct embodiment of the intentions, means and methods of achieving goals are pre-determined: "the Purpose must conform to the means of achievement."

The algorithm is a method or mechanism, which prescribes how to reach a goal (Navigator). Manager, as programmer who writes these algorithms.

Autonomy as self-organization + entelechy + algorithm for achieving the goals are for humanity as the"meaning of life": "to Cognize the Creator and to realize its mission – purpose in accordance with each existing, potential and possibility, "for whom much is given, much is demanded".

Part 3. "Safety through the effective management". From the point of view of "Political Cybernetics", this conditionality determines the essence and the meaning of "politics" as the process of managing the implementation of earlier agreements in the form of electoral promises after the elections are transformed into political commitment of the authorities to society. In other words, "policy -it is the struggle of social groups for power with competitors by being bound in terms of specific goals, clear and attractive to majority of the population, and the methods of achieving them, as well as for their implementation, with full control of the voters." Thus the power of the sovereign, each citizen to the political elite not only on time but also on certain conditions. If these conditions are not met, the ruling elite loses legitimacy and should be punished under current legislation.

However unprincipled the government is doing everything to violate their commitments and evade responsibility. For example, it became known that the court did not admit guilt Yanukovych for not fulfilling their campaign promises, as they supposedly are advocacy, not legal in nature. Thus, the court allowed the politicians to lie with impunity and deceive its people in elections. Earlier the President of Russia B. N. Yeltsin has publicly promised to lie down on the rails, if you lie to me and cheated...

Actually, in the process of political struggle should be formed a set of agreements, known as the "Treaty of public consent" within the country. In international Affairs foreign policy called the process of elaboration, implementation and control over implementation of earlier achieved agreements in the form of international agreements have priority over domestic law of those countries who signed under it. Any other interpretation of "policy" does not withstand any criticism, as they focus only on what policy is "a struggle for power", while politics "is the fulfillment of the commitments made in the struggle for power". A substitution is a primitive notion, or a misunderstanding of its essence and meaning.

Soviet party and nomenklatura elite, on the backs of the Soviet people and suppressing their will to fight for their rights, was created by the best living conditions for foreigners through five-star hotels and shops "the birch". This government has lost confidence and, fearing the Soviet Union along the artificially created borders of the Soviet Republics for the sake of national sovereignty, but in fact – for the sake of sovereignty "national" elite. Now supposedly "upgraded power" conveys Russia and its population in rental TNCs and global financial institutions. For example, in the Jewish Autonomous region Russian citizens went on hunger strike in protest of the creation of the administration of the region the best conditions for the Chinese than for their farmers. Moreover, in Russia there were the areas, which serve only foreigners. The most accessible and fast-payback business transferred to the management of migrants, for example, larena, market and retail –the discrimination and humiliation of its own people continues, only instead of the Soviet "friendship of peoples" are the values of liberalism.

The share of normal wages (living labor) in the final product price and Russian GDP is comparable to the size of export of capital in the form of shadow offshore income, dividends and return of external debts with interest. This government is repeating the mistakes of their predecessors and loses the trust of citizens, especially of the Russian people. However, now they have prepared a "waste" - the opportunity to obtain a position in international organizations and to leave to live abroad. This strategy of self-preservation of national elites called "interorganismos"following Russia's "strategic loneliness" in the context of globalization. Therefore, the introduction of the concept of "intercalaris" in a political turnover will provide answers to many questions concerning the modern state and globalism.

"Security through efficient management and self-governance" includes a review of the criteria for targeting, risk and methods of neutralizing threats from the point of view of management. In this sense, all contemporary problems in the world exist as the result of inefficient management of the world's economic and political processes. This consequence has a reasonwhich can be formulated as the spiritual alienation of integrality from "anthropic" and "ecological" principles. To combine existing approaches and concepts most researchers in the field of management, it is proposed to categorize their ideas not only on "scientific schools" of Western, Asian, Russian, but also by the levels and types of control.

Based on the foregoing, it can be argued thatpolitical governance is the process of ensuring national security and sustainable development through the protection of its statehood, sovereignty of the people and sovereignty of each citizen. Therefore, the national idea is manifested as the presence of signs of statehood, and is accompanied by a time-varying and space national interests, which together require continuous power, protection against internal and external threats. In this regard, under the influence of the universal "law of conservation of energy" and "food chain" circulation of energy-matter in nature, the state in the framework of the national idea always and under all conditions in the first place should take steps to preserve their own lives – the lives of its citizens. This means that any debate about the wisdom of or forced the ethnic replacement of the population in Russia disrupt the foundations of statehood - "the presence of its indigenous population living on that territory" and destroy the meaning of the national idea. Such action is a state crime, qualifies as "treason", not to mention the deliberate incitement of ethnic hatred between those who are replaced and who replaces.

Part 4. As scientists, lawyers and politicians understand "security". The incompatibility of national law to the modern challenges like the threat of losing state sovereignty of Russia. Linguistic semantic analysis.

Safety is absence of danger, safety, reliability. However, the safety of no danger of even theoretically impossible to model. Therefore, it is necessary to assume that "security" is the ability of the system to adequate action on actual and potential development challenges. The security status is defined through her relationship with real dangers, which are divided into three levels: global (world) local (national) and local (personal).

Safety is the state of protection of vital interests (instead of the national idea) of the individual, society and state from internal and external threats political, economic, social, military, technogenic, ecological, information and other nature. The main objects of safety are: 1). The interests of individual constitutional rights and freedoms, personal safety, improving the quality and standard of living, physical, spiritual and intellectual development. 2). The interests of society – enhancement of democracy, peace and social harmony, enhancing creative activity and spiritual revival. 3). The interests of the state – its constitutional system, sovereignty and territorial integrity (only interests).

Safety is the state, development trends and the conditions of life of society, its structures, institutions and laws that would ensure preserving of their qualitative certainty with driven by innovations in it.

Safety is a condition in which there are no unacceptable risks (threats, challenges) associated with causing harm to the life or health of citizens, their ideals and values; the interests of individuals, society and the state; property and intangible assets, intellectual property, environment, etc.

National security is a concept that characterizes the security of all life-support systems of society, man and state against internal and external threats. It is the ability to counteract, in a timely manner to adapt to the new conditions of development in the field of environment and to patterns of global and national development. The security of the state depends on the intellectual capacity, skills and will of the people.

Nowhere does it say about the national idea, which is necessary to enable the internal resources of the nation, to restore the spiritual relationship of the elite with the titular Nations and to make Russia a nation state. Without this sense of public access to documents would be contrary to the national ideas, objectives and development strategy.

Part 5. Technology and the point of Assembly of the peoples of Russia. According to the famous scientist S. G. Kara-Murza crisis in Russia caused by the dismantling of the system of internal interethnic relations and their nuclei - the Russian people. Therefore the overcoming the crisis is possible, if you restore a system of relations of the Russians with other peoples of Russia on the platform of ethnic or civic Russian nationalism and the change of the political system.

For this purpose on the basis of the results of research developed, scientifically proven and is being tested a new model of management of Russia "Principate" or "popular-network model of management and governance".

"The Principate" the creation in Russia of "direct Presidential rule" municipalities (communities) with the use of modern achievements of science and technology ("GLONASS", "Runet" and "Gasmaster" - e-government). The model will allow: to abandon the "manual control" of the country; to improve the overall efficiency of the state; to increase self-organization and mobilization activity to reduce the costs of bureaucracy; to minimize corruption at all levels of government; strengthen the geopolitical position of the country and the sovereignty of the state. The project includes the development of a "Unified system of infrastructure management (communications) Russia" including: the optimal location of productive forces; a power system of transport and trade and financial flows; personnel appointments and justified the resettlement of citizens on the territory of Russia.

The Principate is a model of network management among the ancients, which can be called the "right of the sovereign organization." The model is a "tactics of participation in the governance of the country total population" through a complex combination of policy-Republican and Imperial-monarchical elements of the government management system. The imperfection of the modern scientific and political terminology is not possible to give a precise definition of this phenomenon in the framework of formal and legal assessment in the form of term or short forms. Actually it is a synthetic system of political dualism – "diarchy" – a combination that creates a "new managerial quality" and restricts "is not the legal authority". This is not a governance structure and process. His heir could become a civil society – a networked system of non-criminal leaders – designed to protect the state from stagnation, caused by abuse of officials and bureaucracy of government. Here we need the vertical spiral of power, network self-management and total system of civilian control over the achievement and impact of the planned result; you need a different model of local self-government, which will allow taxes to remain on the ground and not collect all in Moscow, where he accumulated 80% of the financial resources of the country. Cathedral - network governance as self-governance through the manifestation of the direct will of the people exposes the fallacy known thesis:"the Mankind has not invented anything better than democracy" and its inconsistency with the sense of the national idea.

Built on the basis of these principles models allow one to resolve several different problems. They differ from existing models, which are created under the decision of specific tasks. Ideally, such models are able to solve the most important task is not to create artificial problems that arise as a result of erroneous decisions. To create and manipulate such models can only people with special knowledge and abilities, which are called experts. The introduction of such experts and models in the practice of governance, economy and regions is the essence and meaning of contemporary modernization of Russia.
