Eurasian integration: pragmatism and the realities of
Material posted: Publication date: 25-04-2013

A sober assessment of what is happening in the world of global processes leads to the unequivocal conclusion: to confront alone objective globalization processes, albeit with some subjective focus, unreal. It is obvious that the prospects of involvement of countries in integration processes there is no alternative.

Integration projects as objective factors in contemporary reality open up opportunities for economic growth in the context of the ongoing economic crisis, some softening which does not exclude relapses.

In the early 90-ies of the last century before former Soviet republics were the specific objectives to political and economic independence. It took over twenty years to distinguish between present reality and actual reality, to understand the common threats and the need for broad economic cooperation without borders. Resulting in it's consolidation, although it took a lot of time, and obviously, to expect more is unreasonable.

Today, a sober assessment of current global processes, awareness of the need for change and determination to actualize their mapping efforts in the format of a new Union capable of becoming attractive to sovereign States as a Union of countries on the principles of equality and respect for sovereignty. In light of today's realities of revitalization in the post-Soviet space integration processes, unifying force which is the unity of economic interests timely. In the period of recession and financial crisis are quite attractive benefits of economic convergence, the creation of the Eurasian Bank and the crisis Fund, the possibility of joining the Eurasian Association of television and radio.

An important aspect of cooperation between the countries-participants of these discussions is the mutual strategic interests of friendly States, and the pooling of efforts in solving some of the outstanding issues, including those of regional significance. The Eurasian Union, as noted by the President of the Russian Federation Vladimir Putin, will be founded on universal integrative principles as an inalienable part of greater Europe, United by integrated values of freedom, democracy, and market laws; decision on membership in the EurAsEC should be the decision of a sovereign state, adopted on the basis of long-term national interests.

However there are a number of factors, complicating the integration in the Eurasian space. Thus, since the 90-ies, our country is in transport blockade. Repeatedly stressed the fact of absence of common border between Armenia and Russia, not recognizing the once profitable rail service connecting our country that today makes membership in the Customs Union unattractive. In General, the question remains: what are the prospects for Armenia promises entry into a new formation with formed – the Customs Union, because our country is an active member of the CSTO, the RA National Assembly ratified the Agreement on free trade zone with the CIS countries, between Armenia and Russia for a long time visa-free regime. It is impossible not to take into account also that the new Association, which brings closer interaction between economic actors, the expansion of ties between them, broad perspective integration, highlights the problem of choice that will impact not only on economic but also on political relations.

In recent times, when a convergence of views on various issues is emphasized pragmatism. This is understandable, because the crisis in the first place has debt and social in nature, which could not fail to affect the socio-economic situation of people. However, any projects which become dominant purely economic relations, hardly accepted in society, especially given the fact that in a rapidly changing modern world, no long empty niches.

Economic pragmatism based on broad cooperation, cannot ignore today's realities and being attractive to business, it does not outweigh the risks without guaranteed stability, including in the South Caucasus, as the development of trade and production linkages imply the presence of a strong base, regardless of changes in the political landscape.

We have repeatedly noted that our society is not informed on both the substance of the processes and expected prospects. The advantages of integration associations is unclear a significant part of the population, in a society dominated by vague ideas about the project, there is no clear vision of economic prospects, there is no sufficiently weighty arguments "for" and "against". Today is dominated by comments about the need to make a choice in favor of the European Union. In General, the arguments in favor of this position boils down to this: the EU is functioning on the basis of democratic values the Union, which, thanks to the current laws and their strict implementation, the States parties, the EU has managed to achieve tangible results in terms of ensuring a certain living standards of their populations. About the crisis and serious problems in the Eurozone glossed over, and some of the void with the "soft intervention" quickly filled in by those participants of various integration projects, which offer a wide range of services, including humanitarian, social and educational. Today representatives of the EU are formulated and announced a clear position towards Yerevan: "more for more".

Today it is necessary to provide convincing arguments in favor of the choice of the Eurasian vector, confirmed concrete proposals. The initiators and participants of the integration project will have to do some serious work, and the idea of unification, and the prospects for, and tangible benefits that will get from these innovations are ordinary citizens, have become more attractive. Quite naturally people's expectations: the time has not, and we are not. It is necessary to clarify the strategic vision of the future of integration on the basis of national interests of our countries, it is necessary to reveal the possibilities and ways of practical implementation of the project and, finally, we need real steps.

Note also that the discussion of such important issues should be carried out with the direct participation of public organizations as mobile structures and representatives of a wide range of collective and public goals efficiently, with more intense capabilities. A resource of public organizations can be an important factor that will have a positive impact on the process.

Historical and cultural ties between our peoples deeper and higher pragmatic economic interests and laws of the market. Our shared history, the friendship between our two peoples is not an issue with our inflation capital, the motive power that satisfies the needs of the people in the fellowship, the spirituality that often is lacking. We are always open for dialogue and honest in relationships. In the Foundation of uniting the Eurasian integration of forces should be based on equal partnership, responsibility for the decisions, the unity of economic interests, which are based on the positive historical experience, universal values, and it is important that this understanding of the project formed the basis of public support for new initiatives.
