The place of Russia in the international arena: a look across the foreign policy Concept 2016

The world is changing rapidly. One world system naturally gives way to another. In place of the epoch of Eurocentrism comes the era of global multipolarity, where every part of the world has its own dominant. The baton of the historic development goes to Asia, and the Anglo-Saxon world it did not oppose the furrow of the Board and its former influence of the United States and Europe are rapidly losing.

The global dominance rests on three pillars: authority, money and fear. The Anglo-Saxon world led by the USA kept mostly on money and threats of force, fear of political elites of other countries to lose their money lying in the European and American banks. In addition to holding West needs policy, some countries receive certain bonuses, which are impossible to refuse. Actually perceived authority of the West – quality PR work, the merit of active myth-making. Although history shows that the West wages war, and Russia ends up, and until Russia makes history, West writes.

But in the world nothing is eternal. The world changes in the following order, from the dominance of Western materialism to Eastern spirituality. But the 21st century is the century in which go alongside these two systems of values – the West and the East. And the main question that arises, analyzing the tectonic shifts in global politics – what is Russia and what is it you see its leaders.

A document defining the position and tasks of Russia in the world – the foreign policy Concept. The latest revision was adopted on 30 November 2016 in connection with the complication of relations with the United States and Europe. The document is completely full, without excessive populism, crisp, clear, comprehensively covers all areas of foreign policy activity of the state, it clearly reflected the goals, objectives, principles, and importantly – the position of our country in the international arena. The main thing – at the end of the document formed a clear picture of the image and Russia's place in the world and that document authors can be commended. Unlike the American document of its kind, the developers have managed hidden, between the lines, to invest the idea that Russia is back and is now no question of the global world order without it can not be solved.

The document consists of five parts:

  1. General provisions;
  2. The modern world and the foreign policy of the Russian Federation;
  3. The priorities of the Russian Federation in resolving global problems;
    • The establishment of an equitable and sustainable world order;
    • The rule of law in international relations;
    • The strengthening of international security;
    • International economic and environmental cooperation of the Russian Federation;
    • International humanitarian cooperation and human rights;
    • Information support for foreign policy activities of the Russian Federation;
  4. Regional priorities of the foreign policy of the Russian Federation
  5. The formation and implementation of foreign policy of the Russian Federation

In this Concept attracts attention is the emphasis on inter-civilization dialogue, to respect for traditions, culture, language and history of the peoples of the world in building global relationships and resolving international conflicts. Also the struggle to establish new rules of the game in the world, and highlighted the priorities of Russia in these international processes. Most clearly describes the main trends and priorities of Russia in the paragraphs 4 and 5:

"The modern world is experiencing a period of profound change, the essence of which is the formation of a polycentric international system. The structure of international relations continues to become more complex. As a result of the process of globalization develop new centers of economic and political influence. Is the dispersal of the world's potential strength and development is shifting to the Asia-Pacific region. Reduced the ability of the West to dominate world economy and politics. Apparent diversity of cultures and civilizations in the world, the multiplicity of models of development of States".

"Intensifying the contradictions associated with uneven global development, widening gap between the level of welfare States, increased competition for resources, access to markets, control over transport routes. Competition not only encompasses the human, scientific and technological potentials, but also becoming more and more civilizational in nature, in the form of competition of values. In these conditions attempts to impose on other States its own scale of values is fraught with the growth of xenophobia, intolerance and conflicts in international Affairs and eventually can lead to chaos and anarchy in international relations. This leads to clear priorities preventing intercivilizational fault, the formation of a partnership between cultures, religions and civilizations, designed to ensure harmonious development of mankind. The desire of Western States to hold their positions, including by imposing his own point of view on global processes and policies of deterrence, of alternative centers of power, leading to growing instability in international relations, the increased turbulence at the global and regional levels. The struggle for dominance in the formation of the key principles of the organization of the future international system becomes a major trend in the modern stage of world development".

A very important message contained in paragraph 38, which provides an understanding of the image of Russia in General: "the Russian Federation as a multinational and multiconfessional state with experience of many centuries of harmonious coexistence of different peoples, ethnic groups and religions, contributes to the development of dialogue and partnership between cultures, religions and civilizations, including within the UN, other international and regional organizations; supports relevant initiatives of civil society; actively interacts with the Russian Orthodox Church and other major religious communities of the country; preventing extremism, radicalization, intolerance, discrimination and separation on racial, ethnic, confessional, linguistic, cultural and other characteristics.

Indeed, Russia is a state for many centuries to successfully implement the control of a vast territory inhabited by many peoples with their traditions, culture, ideology, and Russia, unlike the West, has managed to preserve and enhance the culture of its peoples. Also in Russia many centuries co-exist peacefully all the world's major religions, in terms of religious radicalization in the world is a very significant factor. That is the centuries-old experience of Russia will help in resolving many international problems and the establishment of inter-civilizational dialogue, reconciliation the most vocal opponents to achieve universal welfare and prosperity.

It is worth noting paragraph 20, which States: "the Russian Federation, as a permanent member of the UN Security Council, a party to a number of influential international organizations, regional structures, mechanisms of inter-state dialogue and cooperation, with significant resources in all areas of life, intensively developing in the framework of its foreign policy relations with leading States, international organizations and associations in various parts of the world, contributes to the formation of a positive, balanced and uniting international agenda." This paragraph reflects Russia's place in the world: Russia as a global mediator, the mediator, the connecting link between the world's civilizations, not only in cultural sphere but also in political, economic, what is the special role played by its extremely favorable geographical position.

As mentioned, an outstanding Russian scientist D. I. Mendeleev "Russia is between the anvil of Asia and the hammer of Europe." The unique geographical position can give a huge boost to the economic development of Russia. We can be a great transportation hub between Asian and European countries in the transit of goods, resources, Finance and services.

Proof of this thesis is contained in the concept of foreign policy, namely in paragraph 40(h) "(Russian Federation) is taking steps to use its unique geographical position to increase transit traffic in order to optimize the development of trade-economic relations between Europe and the Asia-Pacific region."

What should be emphasized is the fact that, despite the increasing role of power factor in international relations, capacity and modernization of power potential, create and deploy new types of weapons the risk of large-scale war, including nuclear, between the leading States remains low. However, according to the authors of the Concept, increases the risk of involvement of the leading powers in regional conflicts and the escalation of crises. Concept the authors repeatedly emphasize that, despite all the attempts of the West and the global elites to unleash a new big war, Russia stands for a peaceful diplomatic solution of all international conflicts in the UN, in the resolution of conflicts, our country calls on to be guided not by their own ambitions and interests of the peoples whose fate the major powers tend to do.

To summarize, it is worth noting that the new edition of the foreign policy Concept of Russia simply reflects Russia's place in the world, and its desired image, and its priorities, objectives and targets, and also carries with it an outdoor message to cooperation and dialogue between States and civilizations, hoping for the prudence of its partners, with whom we would like to build mutually beneficial, perhaps even friendly, multilateral relations. The offer is made, what will give us peace?
