Putin: stagnation in global development need to be overcome through the rejection of bellicose rhetoric

The Russian President, speaking at a forum in Beijing, stressed that social exclusion and the gap in levels of development give rise to a nutrient medium for international terrorism and illegal migration.

The President of Russia Vladimir Putin at the international forum of "One belt and one road" in Beijing called for the establishment of the great Eurasian partnership and urged to refrain from militant rhetoric to overcome the stagnation in global development.

He believes that "the unification of the potentials of such integration formats, such as EurAsEC, the "One belt and one road", the Shanghai cooperation organization, the Association of South-East Asia can become the basis for the formation of the great Eurasian partnership". The Russian leader has reminded that "today in Eurasia are actively developing diverse integration projects". "We support and are interested in that, they successfully moved", - he assured. Putin noted that Russia, along with Belarus, Kazakhstan, Armenia and Kyrgyzstan is building the Eurasian economic Union.

The Russian leader also welcomed a major initiative of China "One belt and one road" for the unification of the silk road and Maritime silk road of the XXI century. This project is aimed at creation of transport, energy and trade corridor between the countries of Central, South Asia and Europe, the deepening of economic cooperation between dozens of States, the intensification of scientific and technical cooperation between them. "In advancing this initiative, Chinese President XI Jinping has demonstrated an example of creative approach to the development of integration in energy, infrastructure, transportation, industry, and humanitarian cooperation", - says the head of the Russian state.

Common space of cooperation

Referring to the establishment of the great Eurasian partnerships with broad participation, the Russian leader expressed the view that in this case, it "will implement a unique chance to create a common space of cooperation from the Atlantic to the Pacific, in fact, for the first time in history." In his opinion, the Eurasian partnership "must change the political and economic landscape of the continent of Eurasia to bring peace, stability, prosperity and a new quality of life."

He added that residents of the Eurasian continent "we need very simple things - safety, confidence in the future, the possibility to work and to improve the welfare of their families."

Putin warned about the danger of protectionism is becoming the norm in the world. "All the more obvious risks of fragmentation in global economic and technological space. Protectionism becomes the norm, and its latent form are unilateral and illegitimate restrictions including on the supply and dissemination of technologies," he said, stressing that emerged in the twentieth century economic models today are experiencing a crisis.

"Many of the previous models and factors of economic development are almost exhausted. In many countries the crisis and the concept of the welfare state that emerged in the twentieth century. Today she is not only able to ensure the sustainable growth of welfare, but sometimes keep it at the same level", - said Putin.

According to him, the ideas of openness, freedom of trade is now increasingly rejected. "Often those who most recently served as their advocate. The stagnation in global development

"We cannot cope with these challenges, if not overcome stagnation, the stagnation in global economic development", - said the President. "Let's not forget about the threats posed by regional conflicts, areas of long-standing contradictions - they are stored in too many places in Eurasia," - he added.

According to Putin, Eurasia is able to develop and offer a "meaningful, positive agenda". "It concerns security, the development of relations between States, organizations of the economy, social sphere, management system and the search for new growth drivers", he said. "We must show the world community an example of collaborative, innovative, constructive future based on justice, equality, respect for national sovereignty, international law and the immutable principles of the United Nations", - said the head of state.

"However to realize this agenda, not only desire and will require real tools for such interaction and you can have it as part of the integration," said Putin.

Transport for the whole of Eurasia

In particular, the Russian President urged to optimise transport corridors to create new transport configuration of the Eurasian continent. "So, can we set an ambitious goal to make the movement of goods in Eurasia the fastest, most convenient, easy. Of course, with the least administrative costs, on the basis of the most advanced logistics technology work easier and more effective," he explained. According to him, infrastructure projects announced in the framework of EurAsEC and of the initiative "One belt and one road" in conjunction with the Northern sea route could create a "fundamentally new transport configuration of the Eurasian continent".

The President proposed to rely in this matter on the weighty baggage of the world trade organization (WTO). He recalled that in February of 2017 entered into force on WTO agreement on removing barriers for movement of goods. The Russian President urged to develop these provisions and to prepare a more advanced Eurasian agreement on trade facilitation. In this regard, he stressed that "Russia is ready not only to trade but to invest in the creation of the territory of the countries-partners for joint ventures and new industries, the development of industrial Assembly, sales and service provision."

"One belt and one road"

In Beijing on may 14-15, held a forum on "One belt and one road". For participation in the event attracted senior executives from 28 countries, including the Russian President and the UN Secretary-General, antónio Guterres, Director of the International monetary Fund Christine Lagarde and world Bank President Jim Yong Kim. The total number of participants will exceed 1.2 thousand people.

The concept of the Economic zone of the silk road and Maritime silk road of XXI century (in abbreviated form - "One belt and one road") has been nominated by the President of China in 2013. This super-project aimed at the creation of transport, energy and trade corridor between the countries of Central, South Asia and Europe, and more broadly on the deepening of economic cooperation between dozens of States, the intensification of scientific and technical cooperation between them.
