Scandinavian block with participation of Russia is the alternative to EU?

As the Euro crisis in governments and expert circles of the Scandinavian countries is developing the campaign for the implementation of the project of 60 years ago – the creation of economic-political bloc of Scandinavian countries. More specifically for the upgrading of the status of the Nordic Council, created in the spring of 1952. This project Scandinavians called the Northern Union, underscoring the new status of the created block.

Influential Danish Politiken on August 21, openly announced such a project, noting that negotiations on its creation is already underway. And sort of prepare the public to this idea took place in mid-August, when the Minister for foreign Affairs of Finland Erkki Tuomioja said that "the country and its neighbors need to prepare for a possible breakup of the Eurozone" and that "in Suomi already prepare the corresponding plan."

We will remind, earlier, in mid-June, from Scandinavia voiced sharp criticism of policies of the European Central Bank, including in respect of the Eurozone's crisis countries (as reported by the CCI-inform). And if we consider the actual suspension of the accession negotiations of Iceland to the EU and eurosalou area, then it is reasonable to assume that the Scandinavians unified plans for the development of the economic bloc.

Moreover, according to several sources, the new unit associate status members can obtain the Baltics and/or Russia. The latter is especially possible that by the end of 2012 it is planned to conclude negotiations on a free trade zone between the Customs Union (CU) of Russia, Belarus, Kazakhstan and the European free trade Association (EFTA), which, along with Switzerland and Liechtenstein are participating Iceland with Norway. These negotiations are conducted since autumn 2010.

Extensive publication of Danish political scientist and historian, Christopher Bruun in Politiken on August 21, also appeared after a kind of training already in Denmark are not participating, as Sweden, in the Euro area. And desperate Spanish people realized that all it threatens social and political disintegration. But still the tactic the ECB produces a strange impression – as if Frankfurt is willing to allow the European economy to get off the cliff. The turmoil in the market reflect the real problems in the economy with low unemployment and General political paralysis...".

And the subsequent publication of the Northern Union shows that the selection of the Scandinavians already there. As noted by its author, K. Bruun, "Nordic countries in a global context can benefit more from more Northern independent Union, rather than being in a common European house. Common political and economic interests, and unifying culture and history would provide a strong basis for our future cooperation. Unite us under the "Northern crown" we could socially, economically and in the military and become a powerful cultural force in international politics and Economics".

It is also noteworthy that in the sphere of interaction with neighbours in the Arctic region is among the priority partners is not marked USA and Canada, while Russia and China: "with regard to the Arctic, we'd be interested in and the "Russian bear", and "Chinese tiger".

According to this expert, the membership of a number of Northern countries in NATO and the EU are not allowed to create economic, military and political of the Northern Alliance in the late 1940s and later (at that time the project NORDIC). It is specified that "unfortunately, Norway and Denmark was in NATO, while the Swedes remained themselves. In 60 years Denmark has been requested to create an analogue of the EU, the Northern, called "Nordek". However, Finland was not in awe of this project... Our experience shows that the idea of the Northern Alliance has a tendency to come and challenges for Europe".

Regarding the negotiations on the draft, the author notes that "recently the delegation of the Council of Ministers of Nordic countries was discussed once again the possibility to join forces. We try to resolve the issue of resources in Greenland, the Arctic in General, and actively disseminate its culture around the world, thereby attracting future allies and partners."

Russia such a project can be beneficial not only for military-political reasons, but also because, first, the transition to the national currency in settlements with the Nordic Union, according to expert estimates, will reduce trade by at least 20% (in comparison with the calculations in Euro or in USD). Secondly, the creation of a free trade area EFTA – Customs Union, according to the forecasts of the Scandinavian experts, will double mutual trade and half – a mutual exchange of industrial investment. During the recent Russian-Norwegian business forum at the Russian chamber of Commerce Director of the Norwegian-Russian chamber of Commerce Thomas he'd explained to the author: "negotiations on free trade zone with the customs Union are going in a constructive way, exit to the agreement possible at the end of 2012."

And thirdly, Russia, unlike the EU, has a most favored nation treatment in fishing in the waters of Iceland and Autonomous from Denmark Greenland and the Faroe Islands (in the exchange of fishing quotas). The Faroe Islands provided the USSR and Russia such a regime... at the end of 1977 (!). Naturally, this decision is in accord with the Denmark.

Meanwhile initially, the project common Scandinavian political-economic unit involved in any form of participation of the USSR. In late 1951, when he formed the Nordic Council, Stockholm and Helsinki were invited to participate in this structure. But then the Soviet side insisted on a clearly anti-American orientation of this block and the output of Denmark, Norway and Iceland from NATO. Only in this embodiment, the USSR agreed to determine the form of its participation in the Northern Council.

In 60-80-ies of the premiere of Sweden tage Erlander and Olof Palme revived the idea of Nordeka, offering also the USSR "to join" in any version by Nordeco or the Nordic Council. Moreover, the Olof Palme actively opposed the accession of Sweden to the EU, believing that it will significantly restrict the external political and economic independence of this country. Including the economic-political line of Stockholm against the USSR. This position was supported by Sweden, Finland.

According to some, a supporter of such projects was the Norwegian Dag hammarskjöld – known economist and diplomat, in the spring of 1953, the UN Secretary General. But in 1961 on the border of Congo and Zambia, he died in a plane crash, the circumstances of which have still not been fully investigated...

As for the position of Olof Palme, she was, one might say, the most integration and the most favourable to the USSR. So, during the negotiations with A. N. Kosygin in Stockholm 2-3 April 1973, Palme, according to a number of Scandinavian and Soviet archival sources, noted that Sweden is not committed to the European Union, but advocated that in order to associate the USSR and, if possible, COMECON Yugoslavia and the Nordic Council.

However "Preobrazhenskoe" the majority of the political Bureau of the Central Committee in fact rejected such a promising project of Olof Palme. Although he continued to promote ideas of this kind. Including in the framework of its project of the late 1970's- early 1980's – Nordic-a Nordic zone free of weapons of mass destruction. The U.S. has opposed this initiative, and the USSR supported it. In early March 1986 Olof Palme was planning again to discuss the same project with the leadership of the USSR, but on 28 February, ahead of his visit to Moscow, Swedish Prime Minister killed in Stockholm...
