Military-political leadership of the people's Republic of China (PRC) pays considerable attention to questions of internal security of the state and carries out activities aimed at improving a single reconnaissance information space (SSIS), in the interests of control of foreign citizens and local residents in the country.

The main functions of SSIS in the national security system of China are countering the activities of foreign intelligence services on the territory of China, the protection of strategically important objects, preventing various crimes, and monitoring public safety.

Currently, the national SSIS is a set of automated security systems: automated video monitoring; surveillance system through your smart device Sharp Eyes; a system of social credit Social Credit System.

The above subsystem in automatic mode performs processing of various types of information about individuals to empower them to organize into a database the cloud information Security Public Cloud Police.

Social lending (SSK) means forming for each of individual ranking of public integrity.

In particular, for the accumulation of information about the inhabitants of the PRC uses a special database to reflect the financial position, behavior at work and while studying, in public places, at the place of residence and in the family; received medical services, the social circle and habits. When composing a social portrait also takes into account the queries in search engines, activity, posts and comments in social networks, subscriptions to electronic and print media, a list of contacts in the phonebook, the history of visits to resources, as well as attempts to overcome firewall restricting Chinese segment of the Internet.

In addition, the accumulation and analysis of information about committed transactions using Bank cards in retail stores, retail establishments, transportation companies, companies providing various services in the Internet.

According to the analysis of actions falling outside socially accepted norms of behavior, the individual receives the status "suspicious". The system automatically transmits a warning to the Public Security Police Cloud, and the person becomes the object of special attention of special services and law enforcement.

In addition, as directed by the state, depending on the rating of SSK organizations will implement a differentiated approach to the provision of services to the population through the provision of discounts, bonuses and other benefits. It is expected that untrustworthy citizens will be subject to educational measures in the form of fines, total or partial suspension of various services, restricting access to products available on the market.

The rating also takes into account law enforcement and government agencies when applying for the job, the promotion, the decision of dismissal. It is expected that the FCS will apply both to individuals and to legal entities.

It should be noted that to ensure the functioning of the SSK in SSIS China until the end of 2020, the country plans to install about 800 million surveillance cameras. Currently, dozens of cities with population of 1 million people testing the above system. In particular, in the city of Rongcheng (Prov. Shandong) with a population of 670 thousand people, an integrated information center, whereby collected information about citizens for 160 parameters obtained from 142 local government and commercial organizations. In addition, from April 2018, all places of a mass congestion of people placed equipment, allowing to identify citizens sought by law enforcement.

However, in the interest of the functioning of the SSK planned amendments to the legislation, under which cars and electric cars produced in China must be equipped with devices that transmit to the competent authorities information about the location, route and speed of movement of the vehicle. In addition, the prescribed multimedia system also allows for covert listening to conversations in the cabin of the vehicle.

Along with this, in a school in Hangzhou conducted testing of an intelligent system for monitoring classroom behavior tracking psychological state of students, the activity and interest in the classroom, and mood of students. It is expected that this system will be part of FCS and will enable a child to reveal the most talented pupils and socially disadvantaged children.

It should be noted that project implementation contributes to wider integration of digital technologies in the lives of ordinary Chinese citizens. So, as of the end of 2019 the number of Internet users in China is estimated at 850 million people (about 60% of the total population), while in relation to adult citizens, the figure is estimated at more than 90%. Buy in online regularly commit to 600 million people, and annual turnover of retail sales in the Internet in China in 2018 amounted to 2.1 trillion. USD.

The above factors enable the competent authorities responsible for ensuring the national security of the PRC, the seamless introduction of new technologies for the monitoring of citizens by imposing various services, for access to which requires a connection to the Internet, using a smartphone and a credit card.

Despite the high level of information technology development in China, the beginning of full operation of the FCS in 2020 is considered unlikely, since at present the system is in the testing stage in certain cities of the country. Until the end of 2020 is expected to yield at the provincial level. The most likely launch date SSIS across the country are 2025-2027 years.

Thus, the use of the system of social credit in the interests of national security people's Republic of China will allow the special services and law enforcement agencies of the state are free to carry out a hidden monitoring of various aspects of life of the population and also form a strict hierarchy in different layers of the population depending on the rating of trustworthiness that will help increase the level of public safety. The above technology can also be used in counter-intelligence activities.
