Arabic vector of foreign policy of Russia

The article on the basis of regional Arab media have evaluated the relationship of the countries of the region to Russia and Russian policy for winter 2013

The Russian initiative on chemical weapons

Anti-Russian press. The "trick" and "dramatic turn in the Syrian question" believes the Saudi edition of "Al-Arabiya" the Russian initiative for the transfer of chemical weapons Syria under the control of the international community when the U.S. administration was involved in the "game of the President from the ranks of the KGB"[1]. "The Syrian opposition" edition "Zamanalwsl" Russia's initiative was described as "successful Russia"[2]. Official website of Lebanese anti-Syrian opposition party "Lebanese forces" writes that the crisis of chemical weapons "provided a unique chance to pair "Putin-Lavrov" to dance their dance to the melody of international law"[3]. The publication concludes that the involvement of the United States, but not Russia, in an armed conflict against Syria came from President Putin.

The London newspaper "Al-Sharq Al-Awsat" has called the initiative of Russian game "Russian roulette" with "an unloaded gun, contrary to the rules of the game"[4]. "Al-Sharq Al-Awsat" discusses the theme of "realities and illusions" in the Arab world against Russia and considers it necessary to pay close attention to "Russia today", especially from Arab think-tanks and decision-makers[5]. "Russian Tsar" Putin, who is looking for new enemies to "cold war" without hesitation "cut chemical claws to its ally - Syria," the newspaper writes, when "...it doesn't matter whether chemical weapons used on the advice from Moscow or not." Edition convinces the Arabs to forget about the historical friendship with Russia and to soberly accept its growing role on the international stage. Commenting on an article by the Russian President in "The New York Times", the publication writes: "Putin has made a lot of mistakes in the analysis and description of the Syrian crisis and its results, but he has correctly caught the mood of the US administration, drifting under the influence its strategies"[6].

The author of "Al-Sharq Al-Awsat" Eileen Coghlan, Turk by nationality, believes that Russia is "seriously ... spontaneous statement" foreign Minister, to hand over Syria's chemical weapons under international control and considers the initiative as "the retreat of Russia in the Syrian issue". As evidence, she points to Putin's statement about Russia's intention not to join any party in the event of an attack on Syria, thereby forming a "new image of Russia, which was considered a real ally of the Syrian regime"[7].

"Al-Sharq Al-Awsat" quoted sarcastic remark Arab experts in the BBC about the Russian initiative: "it's Amazing how the Russian diplomats managed to win in a political fight that ended their regional ally abandoned its strategic weapons." Chemical weapons Syria was the main threat, the destruction of which was made in the USA. The solution to this problem allows us to restore the balance of power between "opposition" and Assad and "to avert the threat from Israel." Sergey Lavrov "jumped" at the offer of John Kerry, as it was with the Russians ' desire to exit the Syrian crisis. They even did not consult with the Syrian side, the newspaper writes. "Russia and Syria has made a strategic concession. Maybe sometimes for US a more effective method is verbal threat, than actual use of force"[8].

 

Russia as a party to the multilateral Alliance

Anti-Russian press. One of the authors is known to the Saudi edition of "Lojainiat"[9] says: "the Fact that in the Syrian issue between the U.S. and Russia disagree is a lie ...only children can believe in the fantastic theory that the US failed to convince Russia to abandon Assad ... facts, strategy, tactics, collaborative arrangements and single purpose say that it is false"[10]. "The Jews of the United States, Israel – that's who rules the world" and when the USA is in need of something, they impose their will over the China and Russia. "Feet USA - over the heads of Russia and China". The author cites the examples of Libya, Serbia, Afghanistan, Iraq, Pakistan and Yemen: "the U.S. strike at all and nobody stops". Despite formal opposition from Russia and China, Russia and the United States agreed on the stay of Assad in power, even if it leads to the destruction of all of Syria, the author concludes.

Why Russia and Iran has made the destruction of Syria, asked the London newspaper "Al-Quds Al-Arabi"[11]. According to the author, a prominent journalist Faisal Qassem of[12] against Syria is a conspiracy whose goal is the destruction of the Syrian state, its resources and army. "Time will tell the degree of risk agreements, "Kerry-Lavrov" on the Syrian issue, which is already being compared to some agreement, "Sykes-Picot". ... The only winning parties in the Syrian war are Israel, America, Russia and Iran," concludes the author.

Taking advantage of the Syrian crisis, Putin trying to revive Russia's role in the Arab world, which "was buried under the rubble of the Soviet bloc". "From the ruins of Syria crisis revives the new Russia, but the rebirth of a new Syria with Russia is impossible", writes the official website of the party "Lebanese forces"[13]. The party accuses Russia of applying double standards in the interpretation of the concepts "right of the Syrian people" and international law. In the first case we are talking about "the right regime", in the second about "the law of the Russian veto". The agreement reached by the foreign Ministers of Russia and the USA around chemical weapons leads to talk about the birth of a new world order and Russia managed to impose its view on the matter, taking the reins in his hands. Initiative for elimination of Syrian chemical weapons proceeds from the concept of Israel's security, as element of a new world order, and the two powers are United on this issue.

Pro-Russian press. The canadian edition of "Middle East Panorama" in a long article in two numbers, "New balance of power in the international arena and the transformation of the region" writes that "the United States retreated from its interests in the region in favor of Russia and Iran"[14]. Turkey, Egypt and Saudi Arabia, mistakenly interpreting this move away from Pro-American policy and can pay a high price, writes the edition. Opposition from Saudi Arabia, the U.S. plans to create a counterbalance to the Wahhabi ideology in the face of "Muslim Brothers", enraging the United States.

The Americans decided to "shuffle all the cards in the region" and began to act together with Russia, established relations with Iran, refused to topple the government in Syria, turning Egypt into a second Syria and create conditions for civil war in Saudi Arabia. Russia has shown that common interests with the United States to her most important interests and relations with Egypt or any other country, and attempts to play on contradictions between the USA and Russia are doomed. In Egypt must realise that the country remains in the American orbit, but Iraq, Iran, Syria, Lebanon and Yemen – Russian influence, it is said in the second part of the article[15].

The article "the Region is on the verge of great change"[16] the same publication writes about the changes in regional policy, "the secret which is known only to Obama, Putin and Rouhani". Some details are known-Assad and Hezbollah leader Hassan Nasrala, while Israel and its allies "know about it the latest". Hezbollah, along with Syrian army won a strategic victory in Qusayr, has turned into a regional power, while the ruling elite of the Gulf felt that the U.S., Russia and Iran "weave intrigue" against them.

 

The dialogue with Russia

Anti-Russian press. Russia should be seen as a country with which the Arabs there is no historical enmity, writes one of the most famous Syrian opposition Christian Michel Kilo in the article "Our problem with Russia"[17]. Russia makes a mistake when it considers the Baathist regime in Syria as the guarantor of its presence in the region. The stay of the regime in power provokes Islamists. The author believes that the solution of the Syrian issue, the Syrian opposition could help Russia to "play an exceptional role" if "Russia supports the regime before the emergence of alternatives". The article deserves attention because the first time was published in the pages of the publication proseedcake Lebanese "As-Safir" in 2012, then quoted by the London newspaper "Elaph", which in most cases takes anti-Russian stance.

Interview of Prime Minister Dmitry Medvedev of the radio station "Echo of Moscow" from 27 January this year was seen izdaniem Qatari "Al-Sharq" as the readiness of Russia to abandon support for Assad "for the price". The opinion of Qatari publishing refers to the Saudi "Al-Bainnah" in the article "Russia is negotiating around the price for the head of Assad"[18]. According to the publication "the Syrian opposition" need to sit down at the negotiating table with Russia, which will not be easy. Russia will represent the interests of Hezbola, Iran, China, and act as an ally Assad. For Iran in the Syrian issue in the first place are ideological beliefs, while Russia acts on the basis of their political and economic interests, and it's important for her to get out of the Syrian crisis with the least losses, given the loss in Afghanistan, Iraq and Libya. The publication offers to soften Russia's position in two ways: to pursue strong military action in Syria and to drive a wedge between Russia and Iran.

The Saudi newspaper "Al-Arabiya" claims that caused the visit to Moscow by Saudi Prince Bandar Bin Sultan was said that Russia is fighting for Syria, for fear of the return of jihadists on its territory. The publication writes that the Prince made conclusions regarding "vital Islamist line" for Moscow, which "has puzzled those who tried to persuade her change her position"[19].

A disapproving reaction on the part of Russia by the Bashar Assad intention to again run for the presidency at elections in 2014 gave rise to another anti-Russian publications in the press. "Al-Sharq Al-Awsat" commented "slaps" that had previously "Moscow several times received from Assad", leading to the divergence of interests of Moscow and Tehran in Syria that both sides today are rushing to implement "the deal with Washington"[20]. According to the publication, among the priorities of Moscow is the preservation and restoration of the Syrian armed forces, the retention of power by the "allies of the alawites", the transitional period and protecting the Christian population of Syria. Meanwhile, Tehran is highlighting the protection of the interests of the Syrian intelligence services through which is provided by its strong position in Syria and Lebanon. Military presence Hezbolla in Syria as the guarantor of the existence of the current government, the publication believes "the biggest slap in the face for Moscow." Also physical elimination of the iconic military figures in the Syrian government who "has historically been linked with Moscow" and were rivals to Assad. These actions are the edition attributed to the Syrian President, citing the opinion of Russian experts SAT of Russia, which "do not exclude that." The arrest of the Syrian opposition – Alawite Abdelaziz al-Hajra at the airport of Damascus immediately after his return from Moscow and the unsuccessful attempt of the Russian side to make Assad even the formal guarantees of implementation of some decisions of the "Geneva-1" is also considered as the causes of the discontent of Moscow.

 

Russia - ally Syria

Pro-Russian press.With reference to the Lebanese newspaper "Al-Akhbar", the canadian commented edition of the telephone conversation between the presidents of Russia and Syria, highlighting the three most important point: Russia remains Syria "diplomatic and military shield"; unlike Russia and Syria, the so-called "Syrian opposition" and those who support militants, have yet to clarify the approach of the "Geneva-2"; and Russia will continue to exert pressure on the U.S. and its allies to stop the supply of weapons to militants[21]. The Lebanese newspaper "Al-Khabar" calls liars "Syrian opposition" who state that the intention of Russia to abandon support for Assad[22].

Website of the Lebanese TV channel "Al-Manar"[23] presented a detailed analytical article in three parts entitled "the Russian-American struggle for Syria and the strategy of the parties"[24]. U.S. allies, Qatar and Saudi Arabia since 2011. make unsuccessful attempts to change Russia's position on the Syrian issue. The newspaper reminds that during the meeting of the "Syrian opposition" delegation Deputy Minister of foreign Affairs of Qatar, Khaled al-Atieh in Doha the next day after the meeting in Geneva, the latter proposed to affect the Russians with the help of bribes. His delegation considered the proposal useless. Policies of Saudi Arabia in the region, "Al-Manar" determines as agreed with the United States, when Bandar Bin Sultan, the United States is "authorized to act as a "prankster", who is always doomed to failure".

 

The experience of Russia's recognition of new States in the post-Soviet space

Anti-Russian press. Citing London's "Al-Hayat", an anti-Shia Saudi edition of "Al-Bainnah" writes about the intention of Russia to create an Alawite state in Syria, based "on the successful experience of supporting the artificial models of the two republics on the territory of Georgia"[25].

Pro-Russian press. The article from 2012 "the Return of Russia to the South?"[26] the Yemeni newspaper "Aden Al-Ghad" assumes that knowing about the fragility of the rule of Assad and the return of the middle East region under the influence of Western centers of power, Russia will decide to return to the South of Yemen, "taking advantage of historical ties". The author recalls the presence in the archipelago of Socotra Russian military bases until 1989. Russia has granted former Soviet Nations and republics of South Ossetia and Abkhazia the right to self-determination, can help South Yemen gain independence, the author.
