In the beginning of the XXI-st century of the technician of nonviolent revolution became one of the main tools of realisation of interests of the USA on the post-Soviet territory. However, as practice shows, at application of nonviolent technologies the ultimate goal - change of a ruling mode was not always reached. It occurred when the political country leaders found out will and capability to give the adequate and resolute answer to revolutionary threat.
To the Russian management, using technics of nonviolent struggle and an administrative resource, it was possible not to admit realisation of "the colour scenario» in Russia. Despite it, along with available problems, has arisen new - certain split, both in the society, and among ruling elite in an estimation and the importance of an event was planned.
Carrying out of the consecutive and strategically measured policy synchronously on internal political and foreign policy directions will allow the country leaders to overcome problems and the calls which have resulted not taken place «snow revolution» in Russia.
During the postelectoral period in the foreground in internal policy there is a problem of overcoming of contradictions in political consciousness of the Russian society. Forming of political consciousness and the civil society, qualitatively new political and party system, and also development of the national ideological platform uniting all citizens, will allow to prevent realisation attempts «colour scenarios» in the future and to overcome the planned split in a society.
Overcoming of tasks facing the country demands the complex measures mentioning spheres: party building, the youth, cultural and educational policy, history of Russia. For development of immunity from revolutionary scenarios it is necessary to inform to broad masses of the population technology of nonviolent revolution and consequences in which it results.
For rallying of the backbone people and consequently also the states as a whole, it is necessary purposefully and to form systematically in political consciousness of citizens of Russia spiritually-moral values, the politiko-psychological installations reflecting specific features of mentality of Russian people. A basis for realisation of the given purpose - propagation of Russian cultural and spiritually-historical traditions as fundamental basis of the Russian statehood.
Availability of real political opposition which interferes with decomposition and rotting of a ruling mode, - an important condition for the permission of crisis problems in a society. In this connection control system optimisation by political processes in Russia is required. The system should become, capable to develop adequate and operative administrative decisions facing a society and the state of tasks, to consider real requirements of the Russian society. At enhancement of system of public administration it is necessary to consider modern information and technological achievements which will allow to create real mechanisms of interaction of power structures with institutes of a civil society.
Strategic planning and scientific estimation of tasks facing the country, and also ways and methods of their decision should become a following direction for the further effective development of the state. In communication by it, creation of the mechanism of transfer of expert estimations from «the brain centres» to establishment is reasonable.
Important element of consolidation of the Russian society should become complete both unbiased interpretation and teaching of history of Russia, which knowledge will allow «to realise deep, natural and cosmogonic interrelation between generations - last present and approaching - showing a source of enormous force, collective energy that could become the integral component … to consolidation of a society and statehood strengthening as a whole» .
In the XXI-st century youth - «potential revolutionaries, they represent an equivalent of militant proletariat XIX and the XX-th centuries» . Youth - the most active part of a society which represents potential avant-guard for «colour revolutions». The state purpose - to redirect energy of youth not on destructive and revolutionary actions, and on creation and idea of peace development. For this purpose it is necessary to develop long-term strategy of a youth policy, to give possibility for social formation, development and the most complete realisation of potential of youth in interests of all society. Ideas should become the ideological base of a youth policy: justice, service to the Native land, a support on tradition and history, use of modern technologies.
It is important to build work of information and propaganda mechanisms which will allow Russia to resist to information and cultural expansion from other countries. Without knowledge of technologies of information intrusion the state not in a condition in due time to distinguish the fact of introduction of harmful information viruses in public consciousness of the citizens. Political and cultural elite of the country which become objects of information attacks and have no possibility for the organisation of the adequate answer, are doomed to defeat.
Realisation of the listed steps could be useful to minimisation of repeated attempts to perform the scenario of "colour revolution» in Russia, and also to consolidate the Russian society.
Conclusive priority of the Russian foreign policy - reintegration uniform tsivilizatsionnoj post-Soviet territory platforms. It will allow Russia to become one of key the centre in worldwide policy and will secure the former Soviet republics against external intervention in the XXI-st century. As the president V.Putin has noted during meeting of ambassadors and constant representatives of Russia: «Deepening of integration processes on space of the CIS is a core of our foreign policy, the rate calculated on strategic prospect» .
The role of Russia as kernel and the integration locomotive on the post-Soviet territory is caused by following strategic advantages:
- Russia - unique on the post-Soviet territory the sovereign and active subject of worldwide policy (the permanent member of the UN Security Council, G-8);
- The most important market for export of goods from the CIS countries;
- Armed forces of Russia - have no competitors on the fighting power and equipment among the states Post-Soviet space.
- Leadership in political, economic and military spheres does Russia by the unique integration centre.
Within the limits of integration processes on the post-Soviet territory reasonable is - strengthening ODKB, EEP, creation and support NPO, printing and electronic mass-media which would allow to propagandise and strenghten positive and attractive image of Russia in the CIS countries.
The important tool of preserving and development of communications of Russia with the post-Soviet territory countries is support and Russian protection, as bases of cultural and communication unity.
Along with these measures, for faster and effective reintegration of the post-Soviet territory besides the efforts undertaken at level of the states and the governments which are directed on economic and military-political integration, «it is necessary to use the best efforts for forming of a new vector of public activity. Movement forming for reintegration cultural and tsivilizatsionnogo spaces, before Soviet Union uniting in borders, and even earlier - in borders of the Russian empire»  should become its rod idea. Without involving in reintegratsionnyj process of various strata of society it is impossible to reach objects in view and tasks.
According to the director of the Center of Russian researches of the Moscow humanitarian university A.Fursova, in the come millenium «time of empires has come» and «imperopodobnye formations is more or less organic nadnatsionalnye blocks with the population not less than 300-350 million persons»  will allow to possess subektnostju and to become one of force poles in formed new system of the international relations. Without consolidation own geopolitical and tsivilizatsionnoj the sphere of influence presented first of all by state members of the CIS, Russia cannot take place as power of the world importance.
In changing system of the international relations value of Russia as the independent centre of the influence which are not becoming isolated within the limits of any existing regional blocks is represented to the most perspective. In each of them there are such parties which possibilities of integration into these blocks of Russia interfere. From this does not follow that Russia is doomed to enmity by similar integration formations of the XXI-st century. The unique exit - to become one of the centres to worldwide policy in formed new system of the international relations.
