Arctic cooperation: political complexity do not interfere with scientists

Scientific cooperation in the Arctic should continue to develop in terms of sanctions, said RIA Novosti curator of the Russian-German project of the German Institute for polar and marine research them. Fundamental research in Germany, according to experts, are designed primarily to help develop the economy in the Arctic without harming the nature.

"We are living through a very interesting period of climate change, which is most clearly manifested in the Arctic. And this applies not only to those countries that are in the Arctic, but also around the world. And so Germany has a great interest in the study of the processes taking place there in connection with climate change," says Morgenstern.

According to her, even if scientists around the world say that the Arctic region can not touch in real life so not going to happen, and therefore we need a compromise, and discussion between scientists on the one hand and representatives of politics and Economics on the other. For example, there is the international Arctic science Committee, through which scientists can bring the most current scientific information to the policy level, and this Committee participates in the work of the intergovernmental Arctic Council.

The Northern sea route

According to Anna Morgenstern, it is not known to the Western scientific community — unlike the politicians — there were calls to restrict the right of Russia to use the Northern sea route. "I honestly don't even know if such opinions. Potential future use of the Northern sea route still under discussion, and it is not clear how this will be organised and over what time," says Dr. Morgenstern.

Currently, she said, there has been great interest in this project from different angles and "all watching closely as the process evolves". And as long as there is no answer to the question about the possibility of real use of the Northern sea route, remains unresolved and the question of the organization management.

Dr. Morgenstern calls the "understandable" desire of Russia to have its interests in the development of the Northern sea route are not undermined.

"This is a huge area of Russia. Of course, there is Russia decides. And need with it to develop a strategy. For example, Germany is ready to provide assistance in conducting research and in the provision of satellite imagery sheets of ice," — said the Agency interlocutor.

However, she calls "impossible" implementation of calls by some Western politicians to create an international management body of the Northern sea route, which would restrict Russia's interests in its remaining territory.

Cooperation with Russia

According to the curator of the German Institute for polar and marine research in Germany highly appreciated the achievements of Russian and Soviet scholars who first engaged in polar research.

"Russia has developed a very powerful school in these areas. And we still take into account publications of Russian colleagues to continue to develop. Cooperation of Russia and Germany for a long time there. We are well and complement each other in their studies," says Dr. Morgenstern.

Thus, according to her, between Russian and German scientists after a few weeks of living together in the harsh conditions of expeditions are not just partnership, but friendship.

In addition, the participation of the Russian colleagues is absolutely necessary to overcome bureaucratic obstacles in obtaining work permits in various Arctic regions of Russia.

"Of course, no country wants to invite all to yourself just. It is clear that you always need to have a certain procedure. But a scientist would be so much easier if this process could somehow be simplified", — said the expert.

Dr. Morgenstern notes that in terms of Western sanctions scientific contacts did not weaken.

"Contacts, as they were, and still are. No problems, and no one to deviate from cooperation is not going to. On a scientific level, everything continues as it was. Maybe even on the contrary, both sides have tended more to maintain. So even if at the political level, there are difficulties in Germany we always say, continue their scientific cooperation," says Dr. Morgenstern.
