The initiative of the Nordic countries to form a unified Arctic strategy

In 2012-2014. in the work of the Nordic Council clearly identified the priority areas of the Arctic coordination.
So, at the board meeting on 27-30 October 2014 as a result of the "special of the week» (superweek of Nordic cooperation) at the level of the participating countries were presented priority areas of cooperation, namely, the overall coordination of foreign policy, mutual understanding of security issues (the issues of regional crises in Ukraine, Syria and Iraq) and cooperation in the Barents region and the Arctic.
In April, 2013 the prime minister of Finland Katajnen Are brisk has offered the colleagues from Norway and Sweden to initiate creation of working expert group. Experts from these countries should develop the deed in which «points of potential growth» in Arctic regions will be revealed, and also ways and tools of a reinforcement of agency of the Scandinavian countries in region are offered.

On January, 20th, 2015 in Tromsyo (Norway) prime ministers of Norway, Finland and the Minister of strategy and the North European cooperation of Sweden have unanimously stated a support to leading-outs and recommendations of the presented analytical report «North Development» (Growth from the North).

In this deed experts present four catalysts of strategic development of the Arctic region:
  • liquid gas and renewed resources;
  • The ecologically-oriented solutions by working out of mineral deposits;
  • Tourism growth;
  • Overcoming of the problems connected with environmental conditions in Arctic regions.

For use of the marked out points of growth authors of the deed offer the North European countries four tools of agency on processes in Arctic regions:
  • Uniform is standard-legal baseline of activity in region (overcoming of interstate barriers, coordination, the general public space);
  • Uniform space of intellectual and labour potential of the Scandinavian countries (harmonisation of educational programs, standards in certain trades, use of innovative solutions out of frontiers, a cooperation reinforcement on existing educational programs);
  • The uniform long-term plan for development of an infrastructure of region (research of potential of a share support of creative solutions, a reinforcement of agency on the European commission for a support of infrastructural designs in the Scandinavian Arctic regions before official revising of the trans-European transport program in 2023);
  • A uniform political position (uniform "voice" in questions of development of Arctic regions, formation of 2-3 joint political ends every year, agency on "agenda" and lobbying of positions of the countries in Bruxelles).
  • In the conclusion experts come to a conclusion that at an intensification of use of the marked out measures, the North European countries have sufficient potential of an exit on the advanced positions in economic, ecological and innovative development of the Far North.
By results of discussion of the presented report the minister of strategic development and the North European cooperation of Sweden Christina Person has expressed opinion that the North European countries can get out for leading roles in region only having «a uniform voice», that is the general foreign policy position.

Differently, it is possible to speak not only about the coordination of positions of the Scandinavian countries on individual questions, but also formation of uniform strategy of evolution both the international safety, and in power and innovative sector.

About necessity immediately begin active lobbying of a support of Northern countries in EU institutes presence of fears can to mean recommendations from these countries to remain «behind a board» successions of events in Arctic regions. Besides, there are bases to assume about possible disagreements in EU in understanding of a role of the Scandinavian countries in development and working out of the arctic deposits.

Escalating of political positions in Arctic regions Germany, France, Italy, etc. forces the governments of the Scandinavian states to accept impossibility of conservation of competitiveness in region, acting separately. Managements of Sweden, Norway and Finland insonify a pressing need to be jointed and act as the uniform subject of international-political process in Arctic regions. Whether will involve for this purpose existing tools of Northern council or other platform for an union at the given stage will be created is not clear yet.

However, it is obvious that in the near future will be created and worked as the general mechanisms of a financial support of designs in Arctic regions (on October, 29th the new is accepted the Program of financing of the arctic designs for 2015-2017 анг. NCM Arctic Co-operation Programme 2015-2017), and is standard-legal baseline in the area of safety and resistant to economic development in this region.
