Marinet defines the vector for the development of marine technology in the Arctic

High technology in the marine industry and the importance of their priority in public policy, said Alexander Pinsky, Director General of ANO "Industry center MARINETTE" (working group of the National technology initiative that supports the development of high technology for the Maritime industry).

He delivered on 7 November with a report at the VII annual meeting of the International expert Council on cooperation in the Arctic, at the session "Information technology in the Arctic: navigation, communication, control"

In his report, Mr. Pinsky noted that the World's oceans, this is a new little-known world that is "at arm's length" and is the source of most of the resources that will be needed in the present and near future.

For the development of the World's oceans is a serious race, which is comparable to the space race of the twentieth century.

Today the World's oceans provides the global transportation of approximately 90% of all large-sized cargoes, over 30% of hydrocarbons, up to 20% of the carbohydrate protein. However, the study of the oceans is not more than 5%.

Scientists joke: we know dark side of the moon better than the ocean beside us. The United Nations declared the next decade as the international decade for action "Water for sustainable development". World leaders joined in the competition for the exploration of seas and oceans. The results will determine the economic and political map of the world in the next century. The rapid growth of the world population, the global depletion of natural resources on land will inevitably lead to the fact that the focus of the world economy will increasingly shift towards the "blue" economy, the economy of the World ocean, in the direction of the economy of those countries that control it.

In his speech A. Pinsky noted that in 2015 the world wildlife Fund estimated the total value of the assets of the World ocean in the trillions of U.S. dollars. He reminded that Russia is historically and geographically is one of the leading Maritime powers: 87 million square kilometers (that is, more than one third of Russia's sea), Russia ranks third in the world in the Maritime territory after the United States and France; in the Russian Arctic is the world's largest shelf, which is a huge accumulation of minerals of global importance.

Due to the huge reserves of oil, gas and other minerals, the Maritime industry in Russia today is at the epicenter of public attention and the attention of major leaders. Truly, such a huge "storeroom" of natural resources is not a random given and not a gift of God. Our marine resources are the result of work, investment of tens of generations, scientists, travelers, researchers.

The world knows the names of Ivan Krusenstern, Vitus Bering, Otto Schmidt and other explorers who entered in history and geographical maps of the whole world. Applied scientific research Stepan Makarov, Alexei Krylov, and many others well known to the scientific community.

Today, the waters that does not belong to any country in the world, is about 60% of the World ocean. This is more than the area of the moon and Mars combined. According to experts, our country is not only the possibility of using the rich natural resources, but also to the most important historical challenge. Russia wants and needs to focus its efforts on managing oceans and the development of the Maritime industry.

All of the above is of direct relevance to the Arctic. The ocean is not only geographically the bulk of it. The Arctic is the largest region of the planet, with yet untouched reserves of hydrocarbons on Earth. At the same time, 84% of them located on the continental shelf of the Arctic ocean.

Its intensive development is expected in the presence of sea technologies and Maritime transport on the one hand, and ensuring stable security in the region on the other. In the Arctic region made products, providing 11% of the national income of Russia and 22% of Russian exports. Hence, not only transported large volumes of raw materials, but imported industrial products and products necessary to meet the needs of the local population and business. All this is completely carried out by water transport.

You must remember, said A. Pinsky that the Arctic is a region with a very fragile ecology. Human impact can be catastrophic for the global climate and a number of species. Therefore, the question of the preservation of the marine environment is of great importance for the development of the Arctic as a whole.

According to experts, it is also worth noting the Northern sea route between Europe and East Asia. It may be a new the easy route, the length of which is almost two times shorter compared to the route through the Suez canal. The key question in this area — ensuring the safety of navigation: availability of the required navigation, Board, search and rescue infrastructure throughout the Northern sea route.

Thus, a key role in the development of this Maritime industry will play a new technology. They have always been the key to mastering the seas throughout the history of mankind. Ranging from suits, designed to work under water and ending with underwater robotics. Complexity of technology is such a serious and dangerous environment like space.

From the outset it is necessary to link the development of Maritime technologies with the development of the Arctic as they provide the ability to the development of the entire Arctic region. Testing in the Arctic zone should be the basis for replication of these technologies on the international market.

Which are the priority, and what is being implemented now in Russia?

First, it is a means of digital navigation, its expanded concept. This is a single information environment in the Maritime transport, including bilge equipment, and shore communication systems-data service. No less important are the key changes to the standards and the model of functioning of the Maritime industry for the first time in history there was the opportunity to directly communicate and interact with computer systems.

Example of the use of digital navigation in the Arctic is equipping its system of Sabetti, Arctic port on the Western shore of the Ob Bay of the Kara sea. More comprehensive and wide-ranging test of these funds occurs in the pilot area of navigation, the development of which performs a St. Petersburg company "Marine projects and technologies".

Secondly, the importance of prompt and complete hydro-meteorological information, and here, "Marinette" (working group of the National technology initiative that supports the development of high technology for the Maritime industry) is implementing a number of unique projects that are now in demand in Russia and abroad.

Here are a few examples.

At the end of last year, the company "Skaneks", one of the leaders in the field of satellite remote orientation of the Earth, have launched a Maritime portal for Russian and foreign users, which provides unique services for monitoring and analysis of ice conditions, weather, movement of objects on the sea surface, environmental pollution etc.

Another company launched a pilot system of operational contact for hydrometeorological monitoring in the Arctic for the transmission of information anywhere in the world in the shortest possible time.

Digital technologies are also needed to ensure mineral production and engineering surveys. Here we can also mention a number of projects: unique in the degree of resolution and efficiency of the complex mapping of the seabed of the company "Gidromatik", new technologies in the geographic information systems of the company "Morinformsistema-Agat", and many others. This company, based on powerful scientific research in the field of engineering, acoustics and information technology.

According to A. Pinsky, a huge importance is the use of marine robotic vehicles, as in Arctic conditions, man's work is not only harder and harder, it is still life-threatening. And the need in robotics for monitoring and maintenance of waterworks, laying of underwater pipeline in the Arctic already exists. Today, a number of real projects already carried out by the company "morinformsystem-Agat".

Thus, the development of the Arctic is impossible without advanced Arctic seas, introduction of advanced marine technology. It is necessary to focus the attention of the state, science and business on the development of marine technologies for the Arctic and in the whole Maritime industry, make it a priority of state policy.

Without it, Russia risks losing real sovereignty in the Arctic zone of influence and not get the desired effect from investments in development of the region. The Arctic is and will remain a huge pantry with a small half-opened door, summed up Oleksandr Pinsky.
