Opening the meeting, rector of the University. Gubkin Viktor Martynov noted that digitalization is designed to reduce the costs associated with exploration/production of hydrocarbons and the production of special equipment. Information technologies allow to monitor production indicators in real time, in a timely manner to prevent breakdowns and accidents. The development of information infrastructure in the Arctic will ensure the control and handling of transport processes, to effectively monitor transportation safety. "The application of information technologies and solutions will improve the reliability and efficiency of technological processes in Arctic fields. Advanced information telecommunication system required for the smooth and in the long term year-round operation of the NSR", - said Viktor Martynov.

With a salutatory word to participants IECCA-2019 approached the Senator from the Arkhangelsk region, member of the Federation Council Committee for Federative structure, regional policy, local government and Northern Affairs Viktor Pavlenko: "the Global economy has entered the era of the fourth industrial revolution. Information technology, as a result, cover more and more spheres of activity. In Russia these issues are paid much attention, knowing that without them to achieve high economic growth and to take the lead in the global economy is impossible", - said the Senator. Viktor Pavlenko urged to display a panel discussion on legislative decisions and promised support and active participation of parliamentarians in this area. "Our main task is to support constructive initiatives and projects of the law" - summed Viktor Pavlenko.

From the state Duma Committee on transport and construction IECCA welcomed participants and wished them fruitful work , the Deputy Chairman of the Committee on transport and construction Paul Fedyaev (EP). "Today the success of the state and society directly depends on how quickly and efficiently we are involved in global processes of information technology. The Arctic is the growth point, which will affect the future of our country. But there is a huge risk for the environment. In this area we need technology, human resources, youth. How effectively we use the resource of the Arctic, the advantage of the Northern sea route depends on the future generations of those students are now learning in these walls," said Paul Fedyaev. The MP drew attention to the student section "Innovative technologies in the development of the Arctic and called for active participation of students in dialogue with parliamentarians.

Presentations were also made by the Director General of the Center for political information Alexei Mukhin, Director of the Center for the study of Russia Harbin engineering University (China) Gao Tianmin, scientific coordinator of the Centre for Study and Research (India) jawed Zafar.

Almost all high-tech marine industry of Russia today presented to the scientific and technological initiative of Marinette. A strategic approach to the marine component of the state policy reflected in his speech, General Director of ANO "Industry center MARINETTE" Alexander Pinsky: "the World ocean is poorly understood new world, which is at arm's length from us, and for the development of which is now the global race is comparable to the space race of the 20th century. The ocean occupies more than 70% of the Earth's surface is two or more times larger than Mars, and 10 times more than the Moon, and it is much closer than these heavenly bodies, and is the source of all popular mankind now and in the near future resources. The results of this race will determine the economic and political picture of the world in the next century. The focus of the world economy will increasingly shift towards the blue economy of the World ocean, and thus those countries that control it", - such forecast was voiced by the expert.

Alexander Pinsky said that more than 1/3 of Russia's territory is the sea. The sea is one of the key natural resources of Russia, which is the result of labour and investment of tens of generations of people - engineers, researchers. If Russia wants to maintain its place among the leading world powers we should be focusing its efforts on the development of the ocean and the development of the Maritime industry. Today in the Arctic region produces products that provide about 11% of Russia's national income and 22% of Russian exports.

"The development of the Arctic is impossible without advanced Arctic seas, introduction of advanced marine technology. It is necessary to focus the attention of the state, science and business on the development of marine technologies for the Arctic and in the whole Maritime industry, make it a priority of state policy. Without it, Russia risks losing real sovereignty in the Arctic and not get the desired effect from investments in development of the region", - summed up Alexander Pinsky.

Next, the participants were divided into specialized sections that were held in the format of round tables. During the round table "Information technology in the development of the Arctic: trends, prospects, risks", the participants discussed:

- prediction of climate variability in the Arctic;

- infrastructure support for the establishment of data centers in the Arctic zone of the Russian Federation;

- issues of Maritime cyber security, protection of the waters of the countries from cyber attacks

Russian scientific production Association of the STREAM showed the latest developments for strengthening of soil on the territories of the thawing of the permafrost due to the ongoing climate change. GK Advantum said their developments in the IT service delivery of fish products.

During the round table "Arctic strategies and policies of the member States and observer countries of the Arctic Council", the participants discussed the international aspects of state policy in the Arctic region, the prospects for the Russian bid to extend Arctic shelf. Participants considered:

- International cooperation in the field of development of transport communications in the Arctic;

- Prospects of the mate project of the EAEU and the initiative "One belt and One road" as the basis for the formation of a transport-logistics corridor between Europe and Asia in the Arctic region;

Prospects of transition of the chairmanship of the Arctic Council from Finland to Iceland;

- Arctic strategy of the United Kingdom in terms of "Brexit", the policy of foreign countries (France, Sweden, etc.) in the Arctic;

- Actual problems of indigenous peoples of the Russian Arctic.

The agenda of the section was saturated with consideration of the geopolitical aspects and problems related to the expansion of the traffic flow on the Northern sea route. The results conducted by the Center for strategic assessments and forecasts, analysis of normative-legal support of the ice pilotage in the waters of the Northern sea route and the Baltic sea, reported the coordinator of the project "Marine policy" Anna Gornova. "Today there are many issues relating to the regulation of the activities of pilotage organizations in Russia. Huge in its consequences a problem may be the insufficient legal regulation of the ice pilotage in the waters of the Northern sea route, with a legal status of national transport communications. Legal uncertainty in case of any accidents involving ice pilot will inevitably create international legal conflict. In view of the particular vulnerability of Arctic nature the development of merchant shipping in the region without taking all possible measures to protect and organization maximum control over the courts in terms of safety of navigation and environmental aspects (what is the main work of the pilot) can lead to disastrous consequences. In this regard, of particular importance is the implementation of a pilot duties of a public nature", - said the expert.

At the expert Council IECCA sounded and the voice of the fishermen. Deputy Chairman of the Board of Rybakkolkhozsoyuza Peter Dzhunkovsky marked the problematic issues of the coastal population on small fisheries enterprises located in coastal Arctic areas and also told about the basic stages of Informatization of the state's fishing industry.

The report "the Arctic as an object of geopolitics hybrid wars", presented to the General Director of Expert centre "National security" Nikolai Litvinov. Moderated a session of the head of the Center for Arctic studies of the Institute of Europe RAS Valery Zhuravel. Among the invited experts were the researchers of the Institute of Europe RAS, leading research fellow IMEMO Russian Academy of Sciences, General Director of "geckos", member of the scientific Council under the Security Council of the Russian Federation, Mikhail Grigoriev, academician of the International Academy of transport Yuri Savchenko, Professor of Department of data analysis, decision-making and financial technology Financial University under the Government of the Russian Federation Anatoly Solovyov, Deputy General Director "Expert centre "National security" Victor Semenov.
