During the Anniversary X annual meeting of the International Expert Council for Cooperation in the Arctic (IECCA), dedicated to international cooperation in the Arctic in the new geopolitical conditions at the section "Hybrid security threats in the Arctic" with a report on: "The program for the creation of the BRICS intercontinental heavy amphibious ekranoplane, a promising family of ekranoplanes and other smaller vehicles for accelerated transportation of cargo and passengers on the route Rotterdam-Murmansk-Vladivostok-Mumbai-Cape Town- Buenos Aires" was made by Vice-President of the All-Russian Association of Aerospace, Marine, Extreme and Environmental Medicine, expert of the Center for Strategic Assessments and Forecasts of the project "Marine Policy" Yuri Tarasov. Here are the main theses of his report. To date, the trend of global economic development has been determined, the vector of which is shifting to Southeast Asia and the Asia-Pacific region, the northern coast of the Indian Ocean and the eastern Brazilian coast of Latin America. This is the geographical basis for the development of the BRICS, and for Russia - the development and legal consolidation of the Northern Sea Route (NSR).

Russia is the first country that mastered the design, construction and successfully operated such an innovative mode of transport as ekranoplans. The collapse of the USSR prevented the consolidation of its world leadership and the full-fledged creation of a breakthrough industry of ekranoplanostroenie.

Extensive hydro grids - the water area of the Russian Federation allows you to create a high-speed amphibious fleet for civil and military purposes with all-season operation. The NSR will serve as the main basis for BRICS International cooperation. The proposed project will not only strengthen and expand the BRICS community, but will also bring significant economic benefits to the participating states by reducing the time and cost of transporting 40-foot containers, will allow the development, development and processing of a large group of minerals and bioresources, will create a modern multifunctional infrastructure that will connect many countries for trade and economic and the tourist community.

In our opinion, this is one of the promising ways to strengthen ties and active political and geographical influence of the BRICS. Why did we choose ekranoplans? Yes, only for the simple reason that it is this new type of transport that is efficient in speed, halves fuel consumption compared to an aircraft of the same mass due to the effect of a dynamic air cushion arising between the wing and various surfaces, which causes a screen effect.

     It is necessary to point out the undeniable advantages and prospects of ekranoplanostroenie:
  • amphibious - universal movement on a solid surface, on water and in the air;
  • all - season;
  • the absence of expensive infrastructure, the exit of the ekranoplane to the shore for loading and unloading;
  • low specific pressure on the support surface allows you to preserve the ecology of the tundra, etc.,
  • lower operating costs;
  • amphibious allows you to optimize the route, reducing the time and cost of delivery;
  • provides transportation of a large number of people during emergencies and other situations;
  • the long flight range allows operation in transatlantic mode;
  • the ability to build families of ekranoplanes of different dimensions, minimizing the delivery of goods of different weights;
  • autonomy of operation;
  • search and rescue operations during floods, disasters in the ice, rescue of astronauts.
The Russian Federation today has extensive experience in scientific and technical research, production and operation of this type of vehicles and has a staff of highly qualified specialists in this field, materials science, engine building and flight safety.

The "BRICS" ekranoplane is capable of crossing the Pacific Ocean for 15-20 hours, the Atlantic Ocean for 6-8 hours, is capable of taking on board more than 4,000 tons of cargo and passengers, moving at a speed of 400-600 km/ h. This type of ekranoplane does not require the construction of special runways, it is also able to go ashore independently to load cargo and board passengers.

The "BRICS" ekranoplane, as a promising high-tech vehicle, is competitive in terms of simultaneous indicators of high speed of transportation and significant masses of transported cargo. The BRIX ekranoplane has a carrying capacity of 4026 tons and holds 132 forty-foot sea containers. This advantage is especially relevant and beneficial for the transportation of rapidly perishable products, goods with an expensive life cycle and the evacuation of a large number of people in man-made and other types of disasters over long distances. The BRICS states should have such a fleet to ensure the safety of their citizens and during the emergency transfer of military units.

This program involves international cooperation. To improve the material living conditions of Russian citizens and the development of territories, we propose to thicken the logistics grid of the Russian Federation. This will give:
  1. Reducing the delivery time to the consumer of the necessary products for cooperation and other production;
  2. Will increase the efficiency of evacuation at the time of "H";
  3. It will give the joy of human communication and acquaintance with the vast expanses of the Fatherland and other friendly countries;
  4. It will contribute to the development and processing of minerals along the logistics base of the BRICS;
  5. It will successfully accompany the construction and creation of infrastructure, consolidate the jurisdiction of the Russian Federation on the NSR as the international backbone logistics base of the BRICS;
  6. Solving demographic problems of coastal areas of the Far North, Siberia and the Far East;
  7. The northern coast of the Russian Federation has an extensive hydrography (the waters of the Northern Dvina, Vychegda, Pechora, Ob, Yenisei, Lena, Angara, Amur, lakes-the Baikal Inland Sea, the Sea of Okhotsk, Sakhalin, Kamchatka, Primorye, the Black, Caspian, Azov Seas, Volga, and other hydro facilities). Most of the major rivers have a south-north orientation with the mouths of the outlet to the ocean coasts. This creates additional transport advantages for the creation of logistics regional networks perpendicular to the main basis of the NSR. In this case, it is supposed to create a family of smaller-capacity ekranoplanes, airships, hovercrafts, sleds.
The creation of infrastructure is inseparable from the construction of modern cargo and passenger hubs. Russia's national strategy for the development of the NSR is tied to the logistics basis of Murmansk-Vladivostok. Murmansk is connected to Rotterdam, and Vladivostok to Singapore, it is these logistics centers that are leading not only in oil refining, but also in international container transportation.

When discussing the Project, it is necessary to determine the planned percentages of national standards of quality of life, close to the world. It may be promising for Russia to simultaneously introduce economic standards for the development of the Russian, and then the global financial and generic model. Such a model should bear national traditions of spiritual, moral, cultural development of traditions and strong ties of the family. The genus, as an enlarged heir to the institution of the family, should become a structural unit of society - a state fractal. Optimization of system-forming factors should be based on natural climatic and geographical conditions and production costs, integration and globalization processes.

The project has every reason to become a global dialogue of civilizations on the prepared geopolitical basis of the influence of the BRICS commonwealth.
