Expert opinion: "regulatory guillotine" should not harm a pilot service

"The first step to artificial regulatory introduction of market relations in pilotage and consequently to the destruction of the system of pilot schemes in the country made a FAS: literally "dragged" the Resolution of the RF government dated 27/12-2019 No. 1923, excluding item 3 – "provision of pilotage" – from the list of services of subjects of natural monopolies in sea ports, tariffs are regulated by the state. In fact, the FAS has prepared a draft government decree to exclude pilotage from the subjects of natural monopolies subject to state regulation, contrary to the position of sectoral ministries, said the pilot.

"It is obvious that increasing the number of pilot organizations in the port increases, the flow of pilotage, but reduces the efficiency of its use. Winning this "competition" is not improving pilotage by pilotage investments in the technical equipment of a pilot organization, and the only mechanism of more profitable orders that privateers debugged much better. The artificial creation of a competitive market in the field of pilotage leads to a damage state functions of ensuring navigation safety in the seaports, degradation of pilot organizations in the whole country increases the threat of environmental catastrophe in the immediate vicinity of densely populated areas and "cans" impossibility "competent pilotage authority" (Ministry of transport) to somehow influence the situation," said Mr egorkin

He added that of the 67 sea ports private pilotage companies receive a windfall in 15 sea ports and oil terminals, paying to the budget the minimum possible fees, and all unprofitable transactions in the country carries out the state Rosmorport. Such regulation of pilotage by the FAS creates the anomalous situation where a state organization, covering the loss ratio for the pilot activities, internally subsidized by the income of the owners of private pilotage companies.
