During the roundtable, participants discussed the current state of Maritime cyber security in Russia, approaches and solutions to the cyber security of Maritime facilities and port infrastructure in the light of requirements of international organizations and Russian legislation. Speakers noted that in June 2017, the Committee for Maritime safety the International Maritime organization, IMO adopted resolution MSC.428(98) - managing sea these risks in the safety management systems. The resolution urges to take into account cyber risks into existing safety management systems no later than the first annual audit of the company's document compliance after January 1, 2021.
In his report to the chief of service of marine safety Sergey Semenov said that in the period from 2017, the year cyber attacks were launched against 17 of 76 cargo terminals Maersk (2017), the ports of Barcelona and San Diego (2018), and on 9 may the Iranian port of Shahid rajai. White paper on cybersecurity of the International Association of ports and harbors focuses on the fact that the ship itself can also pose a threat to the port facility. "The theme of the cyber security of Maritime facilities is extremely important today in Russia to synchronize activities in the international format. There are not enough specialists in this sphere, and Russian Universities can and must eliminate this serious disadvantage," commented the current situation of Dean of the faculty of integrated security TEK Gubkin Russian state University of oil and gas (NIU) Gubkin Sergey Grinyaev.
"The digitalization of navigation, monitoring and management of the sea requires the development of cyber security processes. Particularly vulnerable in this respect is the environment. We see how the process is gaining momentum automation of ships, and we realize that how reliable will the Russian system of counteraction to possible information attacks, the future of the segment of unmanned navigation. Extreme caution should be taken in the automation functional safety of navigation, keeping in each case the optimum proportion of man and technology - said the "Maritime news of Russia" project coordinator "Marine policy" Center for strategic estimates and projections Anna Gornova.
The round table participants noted:
- Relevance of areas of "Maritime cyber security" and work on it ahead of the curve;
- The need for the development and implementation of training programs appropriate focus for training in the field of Maritime cyber security (primarily masters) and for qualification of relevant professionals already employed in the industry;
The need to develop integrated systems on vessels of domestic production;
- Supplementing the section "Maritime cyber security" of the State program "Development of shipbuilding and equipment for offshore fields development 2030, the State program "Development of transport system" and measures of state support for the renewal of the fleet of the Ministry of industry and trade of the Russian Federation;
- The feasibility of integration of section "Maritime cyber security" in the plans and programs of scientific research in various areas related to water transport, development of its infrastructure and systems to ensure the safety of navigation;
- The relevance of the organization of scientific-technical expertise of projects, developments and equipment under the heading "Maritime safety information", make any necessary changes to the regulatory framework, promotion of import substitution, training of seafarers in the field of information security, for ships transporting hydrocarbons (oil and gas), as well as corresponding surface and underwater infrastructure (facilities production, transportation and storage).
