Ilya Shestakov: the First development Strategy of the fishing industry gets such a clear bias in the direction of the economy

On 26 February in Moscow hosted the IV Congress of workers of a fishery complex of the Russian Federation.

In the framework of the Congress reports on the results and prospects of the industry made by Deputy Prime Minister Arkady Dvorkovich, the Deputy Minister of agriculture of Russia Ilya Shestakov and others.

In his welcoming speech to the delegates Arkady Dvorkovich said that the government intends to define the quotas for the catch of aquatic bioresources for the next 15 years, mostly on the historical principle. The size of the quota on the historical principle depends on the fishing history of the company, that is, the volume of catches over the preceding years. So, if the company caught a fish before, then she may qualify for continuation of work under the conditions that will produce a quota of more than 70% of its size to invest in the construction of new vessels or processing plants. To resell the quota is prohibited by law. According to Dvorkovich, the Ministry of agriculture and the Federal Agency for fishery has been instructed in the coming days to finalize the documents on the allocation of quotas. Referring to the ongoing debate on the crabs, Dvorkovich said that they will be completed in the coming months. However, he assured that "those who have made substantial investments, who have invested in related activities, should have the advantage in any case."

Ilya Shestakov in his report noted that the volume of investments in construction of new vessels and fish processing plants after the first application of the company amounted to 140 billion rubles, which is multiples more than the total investment in the fisheries industry for the past 5 years.

Among the main tasks Shestakov called the renewal of contracts of using water biological resources for the next 15 years. The main difficulties in this area Ilya Shestakov identified the problems identified at the conclusion of contracts in 2009-m to year, such as "zero" and "semi-detached" quotas, deadlines for contracts and agreements concluded by the subjects of the Russian Federation in violation of applicable law.

Then Ilya Shestakov raised the issues of insufficient financing of fisheries science, stressing that the presence of a strong scientific base is a criterion for success in defending Russia's national interests in the international competition for resources of the World Ocean. Thanks to the modernization in the field of sectoral research institutions, the Agency has managed to obtain additional funding, including from the Government - all focus of the research will be conducted. However, lack of funding industrial science continues to the end is not closed. Currently, the design one research vessel, in 2019 it is planned to begin construction. At the same time in the near future plans to make a decision on the construction of two research vessels.

Ilya Shestakov elaborated on the basic principles of the updated sector Strategy – 2030, which is currently under discussion in the Government. If in the past traditionally the main performance indicator for the industry was the amount of catch, now is the increasing returns sector, the growth of its contribution to the GDP of the country. "The first Strategy of development of the industry gets such a clear bias in the direction of the economy. Set an ambitious goal – an average annual growth of at least 5% and a doubling of industry's contribution to GDP by 2030. With the projected moderate growth of catch – up to 5 million tons per year, upgrading about 50% of the capacity of the fishing fleet, lower average age of ships from 30 to 20 years, a gradual increase in the proportion of products with high added value up to 40%. The production of aquaculture products is expected to reach 700 thousand tons at the expense of targeted and sufficient state support to interest investors in large projects. Implementation of the Strategy in the period from 2018 to 2030 will require more than 600 billion of private investment, and this process has already begun", - said Ilya Shestakov.

Among the other tasks that need to be addressed in the industry Ilya Shestakov outlined: the reduction of administrative barriers (reduction of excessive control and the transition to risk-oriented management techniques), increasing the efficiency of fishing, organization of complex of measures on improvement of navigation safety, social development, creating conditions for development of small and medium enterprises, focused on the delivery of catches and their processing to the Russian shore, the improvement of working conditions and life of the fishery, the protection of indigenous small peoples, the decision of personnel questions. The increase in proven reserves and deep-water mesopelagic species is allocated one of the priority strategic objectives in the domestic fishery.

Delegates were informed about the achieved industry-leading results. Thus, the volume of catch of aquatic bioresources in the amount of 4.9 million tons in 2017 was a record for the industry over the past 25 years, and revenues to the state Treasury from the activities of the fishing industry exceeded 40 billion rubles. Currently entered into commercial operation a new mass target species in the far East. The industry directly employs more than 270 thousand people, more than one million jobs the industry creates in related fields.

The main result of the Congress was the final resolution, which was unanimously supported by the delegates. The paper includes 18 recommendations to the Unions and Associations of the fisheries sector, the Federal Agency for fisheries, Ministry of agriculture, Government of the Russian Federation, state authorities of the Russian Federation and subjects of the Russian Federation, aimed at qualitative development of the fisheries sector.

In addition, the delegates supported the appeal of the heads of the fishery enterprises of Russia to the President of the Russian Federation Vladimir Putin on February 13, 2018, which also refers to the need to preserve the basic principles of the fishing legislation.

In the framework of the Congress BUT "VARPE" and the Russian trade Union of fisheries workers (Recriprocal) also signed an Agreement to join the talks on the conclusion of sectoral agreements. The main task of the sectoral agreement is to strengthen coordination between employers, trade unions and public authorities in protecting the interests of entrepreneurs and workers of the industry. The talks will be held with the participation of the Agency and the industrial agreement must be completed before the end of 2018.

In the event, which was held at the world trade Center, was attended by over 500 delegates and participants from 38 regions of the country, representing the Russian fishing enterprises, Federal and regional public authorities, professional organizations and associations.
