The tax burden on fishermen increases

June 27, the Ministry of agriculture of Russia held a conciliatory meeting with the Federal Executive authorities and public councils under the Ministry of agriculture and the Federal fishery Agency on the draft Federal law "On introduction of amendments to Chapter 25.1 of the Tax code of the Russian Federation in terms of improving the charging of fees in the sphere of fishery complex".

In the meeting chaired by the Deputy Minister of agriculture of the Russian Federation – the head of Rosrybolovstvo Ilya Shestakov took part representatives of the Ministry of agriculture, Ministry of economic development Ministry, Federal Antimonopoly service and the Federal Agency for fishery, as well as Chairman of the Public Council under the Ministry of agriculture Sergey Korolev and the Chairman of the Public Council under the Federal Agency for fishery Herman Zverev.

During the meeting, from the Ministry of economic development was requested to provide in the explanatory Memorandum to the bill, the assessment of the anticipated socio-economic impacts of the adoption of the amendments to the Tax code and their impact on the profitability of fishing enterprises. As the Ministry of economic development comments were made regarding the use as a tool to determine the status of single - industry town and village enterprises enterprise agreement with the public authority.

Ministry proposed to grant exemption for payment of the fee for the use of aquatic biological resources under implementation of investment projects.

The meeting discussed the main approaches to the definition of the status of single - industry town and village enterprises and supported the proposal of the Public Council under the Federal Agency for fishery with the exclusion of the requirements of the ban on the presence of separate subdivisions (branches) of single - industry town and village enterprises in other municipalities and regions.

Deputy Minister of agriculture of the Russian Federation – the head of Rosrybolovstvo Ilya Shestakov supported the proposal of the President of VARPE Herman Zverev about establishment of privileges for payment of the fee for use of objects of aquatic biological resources for the subjects of coastal fisheries. As noted by Herman Zverev, "the abolition of benefits in payment of the fee for the use of aquatic biological resources will lead to an increase in the tax burden, for example, coastal fishermen may Far East, almost nine times – from 118 million rubles to 1 041 million. In the case of application of the proposed VARPE benefits, the tax burden will increase by 32% to 156 million rubles."

The Protocol of the conciliation meeting will be prepared within a week, after which the bill will be sent to the Government of the Russian Federation. As said Ilya Shestakov, "remain unresolved, some important provisions of the bill, so it is assumed the meeting with Deputy Chairman of the Government of the Russian Federation Alexey Gordeyev".
