Advanced technologies: from structures to "smart port"

In April this year in Moscow the Analytical centre under the Government of the Russian Federation held the IV all-Russian forum of port "port Infrastructure: construction, reconstruction, modernization", organized by the magazine "Sea ports" with the support of the Association of sea commercial ports (ASOP), Rosmorrechflot and Rosmorport. The Forum was attended by over 100 participants representing the Federal bodies of Executive and legislative power, design, construction, operational, research enterprises and organizations of the Maritime industry, financial and educational institutions, public associations and unions. The pooling of resources and interests of the state and business in development of this important segment of the economy and of the transport complex is of great importance. Not accidentally, the development of sea ports of Russia was given the status of a national project.

Greetings to the forum participants on behalf of the Deputy Minister of transport of the Russian Federation – the head of the Federal Agency of Maritime and river transport Yuri Tsvetkov asked his adviser Alexei Kravchenko. He noted that the cargo turnover of seaports of the Russian Federation, "perhaps the only macroeconomic indicator which is in the green zone for a quarter century, and this unique stability has made possible the great work and professionalism of port workers". Stressing that "to maintain momentum in the port sector requires new large-scale projects and new technologies, and new large investments, and therefore, a higher level of interaction between the state and business", he wished the participants of the energetic forum fruitful work, large projects and reliable partners.

Also announced was the Welcome address with a positive assessment of the industry and wishes the company continued success on behalf of the members of the state Duma Committee on transport and construction, deputies of the party "United Russia" Pavel Fedyaeva, Victor Deryabkin and Vladimir Sinyagovsky.

Executive Director, Association of sea commercial ports Serik Zhusupov noted the unprecedented pace of development of industry, port infrastructure, cargo ports, and pointed to new tasks set before the branch of government in national projects.


Regulation of the port industry

Deputy Director of Department of state policy in the field of Maritime and river transport of Ministry of transport of Russia Boris French said that the Ministry on a regular basis work aimed at improving the legal regulation of the activities of seaports of the Russian Federation, which contributes to improve the efficiency of the port complex and its investment attractiveness.

In 2017 entered into force the Federal law "On amendments to the Federal law on sea ports", which took six years. In the framework of the implementation of this law has adopted a number of normative-legal acts. As noted B. French, in March of this year, all comments and suggestions of the Ministry of transport were taken into account of the FAS of Russia and was included in the revised draft decree, which will soon have to be government approved.

Details of a Comprehensive plan for the modernization and expansion of trunk infrastructure for the period until 2024 as part of the development of sea ports opened by the Deputy head of the Department of seaports and development of infrastructure of the Federal Agency of Maritime and river transport Roman Katunin. According to him, this Federal project is implemented on the principles of project management. For this purpose, the government, the Ministry of transport and Rosmorrechflot set up the relevant project offices.

In the framework of the Federal project "Sea ports", included in the national priorities of the state identified in the may decree of the President of the Russian Federation, capacity of Russian seaports is expected to grow to 1.3 billion tons. The largest increase is planned in the ports of far East pool – more than 125 million tonnes (major projects in the ports of Vladivostok, Vostochny, Vanino, Zarubino, in the ports of Sakhalin, etc.). Project approach to the management of Federal projects in the Comprehensive plan for the modernization and expansion of trunk infrastructure for the period up to 2024, said the Deputy General Director for project management of the FSUE "Rosmorport" Boris Tashimov. Administration of projects in the area of responsibility of Rosmorrechflot assigned to the project office of FGUP "Rosmorport". As the speaker stressed, the main task when creating the project office was to ensure monitoring and administration of Federal projects in the Comprehensive plan.

At the moment the project office of "Rosmorport" is planning – according to the guidelines of the Analytical center, for each of the activities included in the Federal project needs to develop a detailed schedule, and in accordance with the principles of project management necessary scheduling and resource planning. Now "Rosmorport" approached the stage of reporting on the implementation of the Federal project, the achievement of the key target points on the financial indicators.

The Chairman of the Committee of investment programmes of port infrastructure development and operational issues of ASOP Dmitry Morozov, speaking at the plenary session, told about a number of encumbrances, which hit the profitability of the stevedoring companies in the implementation of investment projects.

In recent times it has become a steady tendency encumbrance of port projects associated with the need for the construction of Federal property objects, which don't have enough funds of the Federal budget. Another negative point – the additional costs associated with the tax burden on the objects of checkpoints. In addition, the growing burden can be considered the need for the construction of the railway infrastructure both common and uncommon use on the approaches to port facilities and the need for construction and road infrastructure directly on the entrance to the port.

"What mechanisms are available now to solve these problems? This return on investment, which provide investors in the objects of the Federal ownership of the results of the project implementation, at the expense of port dues and rents in terms of Federal ownership, administered by "Rosmorport", – said Dmitry Morozov.

Concession and infrastructure mortgage – two more new term that has recently been actively discussed in the industry. Concession is the most viable option. As for the infrastructure of the mortgage – yet few people understand how to use it in the industry. According to Dmitry Morozov, not a single port project does not produce the cash flow which would provide a return of investment in port projects in need of additional implementation of the above encumbrances.

"It must be concluded that the investment climate in the industry has a tendency to tighten. And at the moment the implementation of the port investment projects is possible only in a more global financial flows and increasingly global economic processes related to foreign trade activities", – concluded the speaker.

In the plenary session about the plans and prospects of development of port infrastructure of the Far East told the Director of transport and logistics infrastructure investment projects Department of "Agency for the Far East to attract investment and support exports" Roman Sementsov and General Director of JSC "development Corporation of Kamchatka" Nikolay Pegin. The report "Investment in ecological infrastructure. Best available technologies in the field of environmental protection in seaports" were made by the Chairman of the Committee on ecology and environmental protection ASOP Dmitry Tarasov.

Port projects: management and financing

Expert session "Management of investment projects. Further, Y. Antipov told about the features of using these five basic mechanisms within a single project.

The implementation of concession projects in the port sector continued managing partner, head of practice for infrastructure and PPP Law firm "Kachkin and partners" Denis Kachkin. He told about the hidden challenges associated with the use of the concession mechanism in the field of port construction. "Port projects never structured through a concession. We came to the conclusion that no one fully understands, a concession for the port project or not. Because of such complex infrastructure projects in the concession still never Packed," said D. They will say that there is a risk of requalification of the mode of the property of the concessionaire in the object mode of the agreement. On current issues of registration of rights to land plots on the territory of the sea port said the head of the Law Bureau "Stepanov and axuk" office GRATA in Rostov-on-don Igor Stepanov. Third, the timing for approval by ministries and departments of the draft act of the Government of the Russian Federation is not determined by Rules, which entails another uncertainty with the timing of the project to the investor and detrimental to the investment climate of the region and the country as a whole. Fourth, the procedure for appealing against decisions and actions taken within the passage of specified procedures, not fitted; obviously, it needs to be shared, the lawyer concluded.

The construction of hydraulic structures

On the possibility of reducing the cost of sheet piling for different types of GTS said the representative of LLC "Profile GF" Alexey Kalinin. The company, summing up 20 years of experience in the field of application of piles in hydraulic engineering, using foreign and domestic experience, has proposed a new type of piles. Originally they were called "wineries" sheet pile wall, subsequently became known as the Russian tongue and groove walls (RSC).

"On a number of projects proved that these walls provide significant savings, there are no serious demands on the geometry of piles, the quality of the weld, the weld can be made directly on the construction site, the RSC is a cost – effective alternative to the main trends of HZ-AZ, PSHS, SHTS", – said Alexander Kalinin.

TENSAR technology in the construction of new transshipment complexes in unfavorable conditions of soft soils were presented by the project Manager of the port infrastructure company "Tensar Innovative solutions", Igor Ostrovsky. Geogrids and TENSAR geosynthetics are used for mechanical stabilization of the structural layers during the construction of the CTA and in artificial Armagrandi structures. Статья написана конкретно, без лишней воды. Эта тема мне близка, так как я давно интересовался кораблями, судоходством. Но впервые задумался о том, как устроена современная система грузоперевозок морским путём. Особенно интересен раздел «регулирование портовой отрасли». Про федеральный закон «О внесении изменений в Федеральный закон о морских портах» я читал об этом год назад, но не понял, что конкретно он привнесет. В этой же статье все написано просто без лишних слов и сложных для понимания юридических определений. Так же узнал о майском указе президента РФ об увеличении мощности портов до 1,3 млд. Тон. Особенно это важно на Дальнем Востоке. И ещё много мелких моментов, которые я для себя подчеркнул из этой статьи.
