Why shipments of Russian foreign trade is transported mainly by ships under foreign flags?

7 December, during the conference on shipping "the Sea calls!", which was held in the framework of the annual Transport Week 2017 the audience in an open vote answered the question "Why shipments of Russian foreign trade is transported mainly by ships under foreign flags?"
The responses of the audience were distributed as follows:
- The cost of transportation by ships under the Russian flag above the 8.4 per cent
- The lack of tonnage under the Russian flag amounted to 18.9%
- Significant competitive advantage of ships under foreign flags – 35.8 percent
- The terms of contracts of purchase and sale of -3.2%
- The opportunity for cargo owners to receive additional income – 4.2 percent
- Administrative barriers – 8,4%
- Redundant and duplicative provisions of the Russian legislation - 21,1%
For comparison was the results of voting of the last 2016. They are largely different.
The results of the vote in 2016:
- The cost of transportation by ships under the Russian flag above – 0%
- The lack of tonnage under the Russian flag, 36% of
- Significant competitive advantage of ships under foreign flags – 7%
- The terms of contracts of purchase and sale - 50%
- The opportunity for cargo owners to receive additional income – 7%
- International obligations of the Russian Federation - 0%
