At the beginning of October in Vladivostok took place the 13th international Congress of fishermen, where the main topic was the distribution of quotas and the protection of the "historic principle." Acting Governor of Primorsky Krai Oleg Kozhemyako has criticized the work of the main industry fishing Association — national Association of fishermen, and exporters (VARPE), which, in his opinion, solving only their own narrow interests, have proved unconvincing in defending the position of the fishermen and ineffective in addressing the high price of fish for the population. In particular, he drew attention to the fact that the Association of Pollock (ADM) and VARPE instead of doing the real work in this direction decides their own narrow interests.

Despite the fact that the activities of VARPE today represented at all levels, including in government Commission, many of the key problems of the industry are not solved. "Abroad industry professional Association work on a different principle — not only do they really participate in the distribution of resource among its members, but also responsible, to compensate and cover the risks and losses of the enterprises included in their composition. Accordingly, the market share is greater. We have the whole system of legislation on this subject other. Our Association are mainly engaged in lobbying and promotions.

But there is another problem is the dependence of the industry from foreign influence, expressed in the commitment of supply of raw materials to foreigners, dependence on cheap credit, shipbuilding, service, insurance. Financial foreigners invested in the purchase of our resources in the early 2000's and later, including through auctions and, of course, want to keep and increase their investments. This applies mainly to large fishing enterprises and holdings, which form the basis of VARPE, is an objective reality, it happened.

Small coastal businesses such foreign dependence does not have, and if the government will pay attention to their development, will get a lot of first socio-political, and then economic advantages. First of all, it is logical to develop and maintain my Russian. Here, the value added remains in the country, and the products goes to the domestic market, and employment of the population of the outlying areas is provided in order to meet strategic objectives. Certification of fish products also need to develop its Russian, not American standard MSC as it is now happening.

In the world there is a term "small fishing" — small-scale fisheries. Coastal countries and even such famous organizations as the FAO, IMO, are making maximum efforts to ensure its conservation and sustainable development with the adoption of special measures. The tendency to protect and stimulate small coastal fisheries by various state preferences — a worldwide practice. We are talking in particular about people in remote coastal areas of Canada, USA (Alaska), Greenland, Korea, Japan and other regions, where fish is a main component of the diet. It is small businesses that employ local people. The UN Convention on the law of the sea (p. 5. article 7) stipulates the obligation that was not in earlier Geneva conventions, namely, the obligation of consideration of such factors as the economic needs of coastal fishing communities (p. 3. p. 61). This Treaty obligation is to be implemented by coastal States, including the Russian Federation.

At us in Russia today is beneficial to be large and to carry the raw or fillet for export. Changes in industry legislation were largely motivated by the interests of large legal entities, whose business provided by the resources of the far Eastern and Northern basins, which give a total of more than 80% of the national catch. Most from the latest innovations affected small businesses "pribrezhki". This led to problems highlighted at the Congress. In the Northern basin small companies are losing volumes, onshore processing on the verge of closing.

But the conditions, the rules for large and small companies in the law should be different. Harmonious development of the fisheries sector in maintaining a balance of small and large. For reference: the share of enterprises — members of the ADM accounted for over 72% of the catch of Pollock in Russia and about 35% of the world catch of Alaska Pollock. The share of VARPE in the annual catch of fish in the territorial waters of Russia is more than 90%. According to the Center monitoring system of fishery and communications, in 2017 the total volume of production (catch) of aquatic biological resources amounted to 4994,2 thousand tons (production in freshwater water bodies in the amount of 113.4 thousand tons and production of objects of commercial aquaculture 219,7 thousand tons), the far Eastern basin total catch was 3111,8 thousand tons., North pool — total catch amounted to 569,2 thousand tons.
