Russia will fight for the ocean

In Russia approved the naval strategy of the country until 2030. Among other things, the document a threat to national security of Russia called the US desire to dominate the World ocean, as well as to achieve an overwhelming superiority of naval forces.

The President of Russia Vladimir Putin the decree of 20 July approved the strategic planning document of the country — the foundations of state policy in the field of naval activities for the period up to 2030.

The document identifies the goals, objectives, priorities and mechanisms for the implementation of naval policies, the role and place of the Navy and forces and means of bodies of FSB in the military potential of Russia.

"State policy in the field of naval activities is a collection United by a common plan of measures aimed at ensuring the realization of national interests of Russia in the World ocean. This activity belongs to the category of highest state priority", — explained in the decree.

As detailed in the document naval activity — focused work of state bodies on the formation and maintenance of military means favorable conditions for the development of Russia in the World ocean and for the implementation of the priorities of the national security of the country. This clarifies that the strategy is produced to prevent aggression against Russia.

"Russia still retains the status of a great Maritime power. The Navy provides security, a demonstration of the flag and the military forces of Russia in the World ocean. The Navy is also involved in the fight against piracy, and promotes humanitarian and peacekeeping missions", — stated in the decree.

The text explains that the relevance and timeliness of this strategy are obvious because the value of the oceans will continue to rise due to the depletion of natural resources land, for which there is already competition between countries. Also, according to the authors of the document, in recent years between the States escalated the fight over the strategically important sea transport communications.

"Leading world powers, with significant military-Maritime potential and a developed system of basing continue to increase its presence in the waters adjacent to the territory of Russia", — the document says.

The only specific country mentioned in the document are the United States, whose actions directly named danger and a threat to national security of Russia.

"A threat to national security of Russia is the desire of a number of countries, primarily the United States and its allies to dominate the World ocean, including in the Arctic, as well as to achieve an overwhelming superiority of naval forces", — is specified in the decree.

In addition, according to the authors of the document are disturbing territorial claims by a number of foreign States in respect of Maritime territories of Russia, as well as economic, political and international legal pressure on Moscow. Another negative factor called the presence of sources and escalation of military conflicts in territories strategically important for Russia and its allies.

Further, highly undesirable factor for Russia is the deployment of the foreign countries adjacent to the Russian waters of non-nuclear precision weapon systems and missile defense systems.

"The need for presence of Russia in some areas of the World ocean due to the increase of the attempts of some States to access the sources of hydrocarbons in the middle East, in the Arctic and in the Caspian sea, as well as the negative impact on the situation in Syria, Iraq, Afghanistan," — is detailed in the text of the decree.

In addition, the strategy outlines a forecast according to which by 2030 the military-political situation in the world will be unstable, characterized by competing centers of power, against the backdrop of the increasing complexity of the international relations and the strengthening of transnational terrorist groups.

Two days earlier, the Pentagon spent in the Persian Gulf System test laser weapon (LaWS) placed on the transport dock USS Ponce. As noted by CNN, LaWS capable of striking targets "at the speed of light" is 50 thousand times faster Intercontinental ballistic missiles.

In early July of 2017, the US Senate has accused Russia of ignoring its obligations under the Treaty on elimination of intermediate-range and shorter-range, and thus create a threat to the interests of American national security.

In may 2017, it was reported that the United States wants to introduce a "special control" over the ports of Primorsky Krai — Nakhodka, Vanino and Vladivostok.

For the corresponding bill voted by the chamber of representatives of the U.S. Congress. In addition to the Russian ports, the control of the Americans want to install over the Chinese ports of Dalian and Dandong, Syrian Latakia, Baniyas and Tartous, several Iranian ports and airport of Imam Khomeini in Tehran.

The Russian government said in response that "special control" over the ports from the United States impossible.
