The meeting was attended by transport Minister Maxim Sokolov, the head of the Republic of Buryatia Alexey Tsydenov, the Deputy of the state Duma, the Chairman of the Public Council under the Rosmorrechflot, the polar Explorer Arthur Chilingarov, Deputy Chairman of the Public Council under the Rosmorrechflot, the Chairman of the Russian national fleet support movement Mikhail Nenashev, the representatives of the presidential Administration, government agencies, managers of marine and river basin administrations, the captains of the ports, heads of industry unions, businesses, companies and educational institutions.

With welcoming speech to the participants of the meeting asked the transport Minister Maxim Sokolov. He, in particular, noted that in the framework of the strategic objectives, which are included in the agenda of the Government for the coming years, water transport, status and prospects for development was given special attention in the President's Message to the Federal Assembly, and in his speech at the Congress of transport workers of Russia.

"The industry faces serious challenges of technological and economic nature. 2017, like any other, is difficult for the transport sector. But, overall, the sector coped with the tasks," – said the Minister.

Before discussing the issues on the agenda of Maxim Sokolov and Viktor Olersky held a traditional ceremony of awarding the most distinguished officers of the Agency and subordinate enterprises departmental awards. Also there was a presentation of prizes to the winners and nominees held by the Rosmorrechflot of the annual contest "Leader of industry".

In the report on the results of the industry in 2017 and plans for the near future, made by Victor Olersky, there was information about legal innovations, the production performance of sea and inland water transport, development of inland waterways, the development of the Arctic basin and development of the Northern sea route, providing complex safety on transport, development, industry education and other activities of Rosmorrechflot. According to the Deputy Minister of transport of the Russian Federation - the head of Rosmorrechflot, the reporting period can be characterized as generally positive for the industry.

I believe, said Viktor Olersky that all of us, with the support of the Ministry of transport of the Russian Federation, colleagues from other Federal agencies, the Russian government has done a great job. However, he added, the Navy has always existed in a competitive environment, we see the trend of increasing competition in inland waterway transport, the same will soon happen in the ports, so in order to Maritime and inland waterway transport not only survived, but won, all we Rosmorrechflot should put a lot of effort to create the conditions for industry to increase competitiveness, develop and grow. I think we should do it, said the Deputy Minister of transport of the Russian Federation.

Speaking with the Chairman, the Deputy Chairman of the Public Council under the Rosmorrechflot the Chairman of the Russian national fleet support movement Mikhail Nenashev said as the most important achievement of the current leadership of the Agency that is between the regulator and the industry managed to build positive relationships and meaningful dialogue when industry, the public, including in the framework of the public Council of the Ministry, has the ability in some cases to disagree with the proposed solutions and offer to correct them with accumulated field experience and opinions of a professional community.

In several presentations the Board has made disturbing notes in connection with reduction of budgetary financing, including the required minimum dredging to maintain the guaranteed size of GDP. This, as well as on the reduction of training programmes for the inland waterways including water transport Siberian universities, said Vladimir Knol', the Chairman of the Board of Directors of the Tomsk shipping company. In this connection V. Olersky has promised this year to provide additional funds for dredging at a number of pools where Roshydromet gives a poor prognosis for water availability. Serious fear river shipping community was expressed about the continuing practice of granting Russian Railways discount on transport nefteproduktov on routes that duplicate the waterway. Boatman stated that this practice, bringing the railroad with their turnovers, about one-thousandth part of the proceeds of natural monopolies, virtually destroying the economy of those companies that go to meet the wishes of the state, invested in the construction of a new fleet, and should serve raised for this loans.

CEO and Chairman of the Moscow river shipping company Konstantin Anisimov also noted the growth of the cruise market in the country and the resulting need for intensive construction of passenger and cruise fleet. However, he drew attention to the fact that the current regulatory environment inhibits the processes of intensification and improving productivity in passenger ships, inland waterway and sea-river transport, which increasingly is in conflict with the implemented in several countries in projects implementation in the navigation unmanned vessels.

All bids received will be carefully considered and submitted as the proposed activities for the assessment of the professional community.
