Medical terminology is consistently strengthening its positions in the scientific, expert and political discourse. This trend will continue at least until the end of the year. The range of issues that made the blood flow from the depths of the pandemic COVID-19 resembles a dense jungle of capillaries, which confused the media and ordinary citizens, almost professional operating medical terms. Information flow swiftly carries us into the future, not allowing too long to stay in the present. In the future scenarios COVID-19 akin to thrombus that will turn many of the processes are reversed and permanently destroy or alter the usual course of things and will reconsider system of values.
"Democracy is in danger"
Perhaps the main issue which is now gaining momentum in the expert discourse, is the strengthening of the powers of the state in a pandemic. In this long train of this problem is intertwined human rights, public and personal benefits, the temptation to gain personal power and erosion of democratic values. In fact, today the question of a "strong state" and that taste of power, acting as a magnet for political leaders. Together they undermine a healthy body in a pandemic and, logically, would inevitably start a process of destruction. Today, the subject is served with a new sauce "pandemic", but is it really? In the early 2000s, the American philosopher and political scientist Francis Fukuyama have already raised this question very thoroughly and gave him the answer. Rethinking the role of the state, especially in the sphere of domestic policy, not only will be included in the agenda, but is likely to be one of the most discussed topics. Francis Fukuyama meant by "strong government" first of all effective government. The correct functioning of public institutions helps to relieve a number of not only internal but also external problems of modern States. In addition, there are areas where the public sector simply must prevail. And today this is never obvious.
Fukuyama has allocated the minimum, intermediate, and active functions within the competence of the public sector. Among the minimum, which he calls public goods-sore for all the problem today is healthcare. The expansion of the spheres of the state activity does not automatically mean the creation of an authoritarian or totalitarian state. Modernization of the public sector can develop in two ways. One of them in today's environment will be raised. This is the path of peaceful political reforms, which rely on a coalition of social groups.
However, Fukuyama has reviewed the problem in so-called peacetime. In periods of crisis the public sector comes to the forefront because of the public good should be provided by him; so, at least, start to think almost all segments of the population. "Yes, do something, do it" – about such calls are heard from all sides. In addition, the population needs soothing and comforting. In this situation the government takes the responsibility that automatically expands the scope of his authority. Of course, with the caveat that it is a temporary measure. But as you know, there is nothing more permanent than temporary. In this regard, and takes place today the debate over the redistribution of power in the States and insights about the beginning of a systemic crisis.
The answer to the question, how serious the consequences might be, perhaps should be sought in the history of Nations that form the European Union. Among them are scientists and experts "old" and "young" democracies. To assume that a pandemic can break the system of life "old" democracies, which brick by brick was laid for a century plus, of course, possible, but a stretch. Gray hair may spread, but the power of the spirit can hardly break very quickly.
The backbone of the "young" democracies are countries that joined the EU in 2004. Perhaps the most ambitious is the Visegrad group. And here it is possible to assume the displacement in the plane of human weaknesses. European "the bell" awoke because of the President of Hungary Viktor Orban. Adopted package of government measures aimed to counter the pandemic, considered not just excessive. They saw "zero" the patient, who may file a bad example for others. Poland, the Czech Republic and Slovakia responded to the crisis quickly and efficiently, relying initially on their strength and only then turning to the common European structures. Socialist past has taught them to keep the "powder dry".
However, before you assume the danger that may come from the ambitions of their leaders, it is useful to think their way into the European Union. They made their choice early in 1999. Appreciating your step by joining NATO, Poland has said that they didn't just make a choice between East and West, they were guided by a deep desire to catch up in civilization way of development. Poland, in the figurative expression of Jaroslaw Kaczynski, is a Bastion of freedom in Europe. She has a chance to become a guardian of democratic values of Europe. This persistent desire to take its rightful place in Europe and the world will drown the personal ambitions of the leaders. The Czech Republic, Slovakia and Hungary are not so passionate in their statements, but their blood can't go back, because freedom and democracy for them not mere words or campaign slogans. This is their story and commemorate the events of 50-60 years of XX century.
To preserve democracy we must not forget about the United States. As history shows, the more complex the conditions, the stronger and more resilient United States. Today they talk about a pandemic, as the call of the nation. And absolutely sure that they will win. Otherwise, just can not be. 16 April 2020 the U.S. Department of State presented the "action Plan of the United States Government to support international measures to respond to COVID-19". The risk of infections is recognized everywhere. A package of measures, which received the eloquent name "SAFER", will allow you to take advantage of the advances and financial assistance to the United States in order to increase the capacity of the international partners. "Together we will recover and become stronger..." reads the document.
Modernization of the public sector – this is inevitable. But at the present stage of the state have the ability to use best practices because it has accumulated a huge experience of reforms. And it will not be clear "with demokratizatsia", rather "reboot statehood".
"Speed" as a measure of solidarity
Solidarity in the European Union (or rather, lack thereof) has been the subject of discussion by the media and far-reaching conclusions about the weakness of the system. However, it is useful to remember that solidarity is already a state, and not the process. This means that the European community already passed the path to the understanding of unity based on moral principles of empathy, sympathy, mutual sympathy as a result of the commitment to common norms and values. And the speed of decision-making and assistance cannot and should not be a criterion for assessing the status of solidarity in the EU.
In this respect, quick response and immediate assistance from the Russian Federation caused mixed feelings among Europeans. The answer was accusations of coldness, common sense and "frozenness" of the soul of European officials. On the face – a simple and ancient as the world the problem of misunderstanding the words and actions of the participants in the communication process. Russia, which was accused of making political points, does not violate its customary course of things. Here only we need to operate the people – Russian. The proverb "to remove the last shirt" and do it without hesitation, immediately understandable explain Russia's help. And the European spirit was looking for the "Moltke plan, which, alas, does not lay in the third drawer". And so it should be. The world is beautiful precisely in its diversity.
Policy even in the dream, work on their image. In normal circumstances, we all understand that the way it should be. But if we want too much from them now? If we assess them as mere mortals, then there is no need to request to save our world. Every speech of the leaders sifted through the sieve, the media select the information that from their point of view more fully illuminate the problem and, do not be naive, raises the rating of the publication.
"Enfant terrible" of Eastern Europe – Belarus in the ranking by reference to the country in the media took the leading position. This expression, once introduced into literary use by Jean Cocteau, for a European audience means often the presence of a child's directness and sincerity, then they were adults. In our post-Soviet consciousness, this expression is only associated with the Princess Soft from the novel by Tolstoy. It is renowned for its simplicity, rude words and treatment, but she said simple things with meaning that few dared to name in their own words. There is no doubt that a "special method" of Sweden, based on the recommendations and trust, in this context, is considered quite adequate, although it is a slight criticism.
Everything was in confusion in the oblonskys: pandemic, solidarity, authoritarian habits, economic crisis, elections in the United States, sanctions, the deal is OPEC+, the decline of the Chinese economy, the vaccine and daily data of the University.Hopkins on the number of infected and dead. In this news the depths it would be possible to recall the famous statement of Paracelsus "fear weakens a man and gives him at the mercy of the disease". But it with a light hand of journalists will be launching a new flywheel discussions, which will thrill every exposed nerve. Therefore, it is important today to talk about responsibility. Especially those working with the mass audience. After all, it seems that the reaction and actions of the governments (right or wrong is a separate debate) represent the quality of the people they represent. Logical question is, at what level is missing, this is the solidarity? Solidarity is not a race "Formula 1", and the daily hard work for the deliverance from the troubles of the afflicted.
Stress resistance as a criterion for evaluating the current state and future projections
The unpredictability of events, which today are called "black swans", requires rethinking of concepts of development of internal and external environment States. In critical conditions States must have a kind of basic set of "protective equipment" that will allow them to survive in any conditions. The system can be damaged, but not destroyed.
The body of the state, as the human body consists of many cells that perform very different functions. And normal internal environment of the body is supported and controlled by the immune system. The immune system protects the body from internal and external influences and ensures preservation of a constant internal environment.
Against the state as such immunity may be the concept of "stress". It is understood as the ability of States to reform, resisting internal and external crises, to save and restore its functions. A key characteristic of "stress" is the unification into a single system threats and resources that help to cope with them. In the state this kind of balance is achieved in the existing level or at a different quality. Stress is a kind of matrix, in which all parts are interrelated. Foreign body cause internal disturbance in the system, but the major cells of the immune system to produce a rearrangement of the elements and balance. However, such an approach requires an understanding that all resources of the system must be maintained at the same level, otherwise they will not be able to become a reserve that can be activated under conditions of threat.
The situation with the pandemic have shown that critical infrastructure (health care) took the brunt of the crisis, was unprepared and seriously threatens the States with the termination of vital functions. Many countries are faced with the problem of lack of resource provision. So the control system as such a coherent system is not. A similar problem is observed in international cooperation. The face of large-scale crisis of the international coordinating structure (who) were unprepared and has no online adaptation to the call.
One of the important problems faced by States in the context of the pandemic became a public fear of poorly understood, unpredictable "enemy." The level of nervousness and stress of the population increases exponentially. The only tactic that has been used by States to resolve this problem, was the publication of data on the number of infected and dead. After weighing all the risks, most countries followed the way of the "better bitter truth than sweet lie". It is difficult to say today how this step is effective in reducing stress level. This is a question for future research and a cornerstone in the concept of stress.
The second significant problem caused by the impact of the pandemic, was the growing economic crisis. Economic terminology, the population of the planet is juggling no less masterly than medical. The main difference lies only in the fact that such crises are familiar to us, they are predictable, there is a "vaccine".
The "Greek chorus" of economists has handed down its verdict. Print pages full of terminology that defies medicine. But even the naked eye can see that scenario out of this situation is offered more than enough. The only question is, how use these tips state. And here again, the issue flows smoothly to the powers of the public sector. At the extreme point overlooks the role of leaders who must take responsibility, make the decision and bear the consequences. The complexity and uniqueness of the current situation is that the necessary cooperation, both domestic and international level.
Who can become her primary subjects-participants? The answer to this question lies on the surface and it is connected with the range of problems that were triggered by the pandemic and discussed above. So, the public sector, business and civil society – these are the three pillars that will shape the stress state in the future will allow the system to respond adequately to the challenges and threats.
The most difficult task for the first participant. Life thoroughly undermined by the pandemic, but major challenges still lie ahead. The profession of politics will soon become akin to the profession of a surgeon. To get the body back to a healthy condition, the wound should be cleaned. Yes, causing pain and suffering for the sake of future recovery. Today for the leaders of the time of the adoption of the extraordinary, perhaps even unpredictable, decisions. The fear, the frustration, the waiting is mostly the worst can only be defeated by surprise. There is nothing that can unite the community, as the feeling of involvement in decision-making, defining General objectives and joint implementation. However, each of the elements of the system must be able not only to work in a team but also have the skills of self-organization. Having a healthy baby is possible only when all the subsystems of the organism function harmoniously.
Will the pandemic of cancer, which will launch the mechanism of destruction of value systems, governance, world order in General? Despite the huge number of pessimistic forecasts, the immune system, as you know, has a certain amount of resistance. Especially strength it imparts immunological memory, which manifests itself as an accelerated and amplified the specific response to the re-emergence of the "enemy". Today, experts note a significant, positive effect of the pandemic is the aggressiveness of the confrontation of the major powers. This trend will obviously be short term but will review relations with each other, taking into account new realities. Loyal friends and reliable allies have long gone. And not COVID-19 was the cause. A partnership based on the principles of moderation, rationality and pragmatism can become a platform for strategic interaction or, at least, the window to save the dialogue. The rivalry between the States was inevitable because his absence would be contrary to the nature.
Obviously, the "metabolism" of democracy needs to be accelerated. And the virus COVID-19 may be a new kind of nutrients that, on the one hand, will cause the system to stress, and on the other – will contribute to its rehabilitation, strengthening immunity, increasing efficiency, quality and lifespan.
For the assessment of the spiritual state of society it is better to consult the poets.
"The people are always decent and healthy: only the patient – do people, members tell the story of their suffering, they spiritualized".
