Chernobyl - 2, aka Duga "Doug"

Near the Chernobyl nuclear power plant (Ukraine) has an interesting object, which can be seen from Pripyat. It turns out the so-called Chernobyl-2 ... The object is called "Arc", he worked for several years. Construction of the plant at Chernobyl was completed in 1975. After the events of April 26, 1986 the station was frozen and operation terminated in connection with possible damage to electronic equipment. They have developed the scientific report "Arch" named so because detection of the purposes for thousand of kilometres went over a round surface of the Earth. Steady perfection of wingless missiles (BR), increase in their quantity at the probable opponent and cool relations between the USA and the USSR have led to emersion of real threat of a rocket attack to Soviet Union. The party leadership and the countries realised it, therefore decisions of the Central Committee of the CPSU and Ministerial council of the USSR «About creation of a warning system and a target designation of system IS, warning facilities about a rocket attack and an experimental complex of means of long-distance detection of starts of wingless missiles, atomic explosions and airplanes outside of horizon» and «About creation of domestic control service of an outer space» on November, 15th, 1962 have been signed. Undoubtedly, these decisions had been opened a new survey stake in the field of control air and an outer space.

In the USSR have been opened row NIR and OKR (development engineering) on formation and escalating of a group of means of early detection of starting intercontinental wingless missiles (MBR).

To one of these decisions to Research institute of a long-range radio communication - scientific research institute GIFT (F.V.Lukin, E.S.Shtyren) has been charged NIR "Duga-1" on creation zagorizontnoj RLS.

In August, 1964 after discussion of a condition and prospects of works on NIR "Duga-1" on scientific and technical council of scientific research institute GIFT with the chief engineer of institute appointed by then F.A.Kuzminskim it has been decided to report this question on the minister of the radio industry V.D.Kalmykovu.

At meeting were present G.P.Kazansky (the first deputy of the minister) and academician A.L.Mints. Kazan has stated the careful point of view: still there are not enough initial data, it is necessary to continue experimental works. On it Minz has objected: «We have started to design in due time a synchrophasotron, without having the task and without knowing, as to it to approach. It is impossible to oppose research and engineering-design works».

Having listened to all pro's and con's, V.D.Kalmykov has told: «the Problem of the early forestalling for our country is extremely important. We have no baselines near to continent USA to detect MBR from the moment of their start. Therefore, despite lacking many initial data, it is necessary to run risks and create development type ZGRLS in Nikolaev. I oblige you to develop in 1965 avanproekt this radar set and to get down to engineering specifications working out on equipment, that is to pass to OKR».

The complex of works on NIR "Duga-1" of scientific research institute carried out GIFT on experimental installation which have mounted around Nikolaev (nearby with. Kalinovka). In 1964 it has marked for the first time the rocket starting from Baikonur, at range of 3000 km.

After end NIR of "Duga-1" in 1965 in scientific research institute GIFT have got down to a following stage of works. On the same place, in Nikolaev creation of new development type RLS has been co-ordinated with the Ministry of Defence and the Commission on military-industrial questions zagorizontnogo detection BR.

On June, 30th, 1965 the Decision of the Central Committee of the CPSU and Ministerial council of the USSR of scientific research institute GIFT had been set creation of skilled devided out sample ZGRLS of "Duga-2". In the same 1966 around Nikolaev there are begun civil work of skilled devided out sample ZGRLS 5Н77 by "Duga-2". The scientific research institute GIFT in 1971 has been developed outline sketch ZGRLS 5Н32 and avanproekt systems on the basis of ZGRLS 5Н32.

In 1972 in the USSR the concept of the integrated system (IS) forestallings of a rocket attack has been developed. Concept IS has been issued on January, 18th, 1972 by the Decision of the Central Committee of the CPSU and Ministerial council of the USSR. The decision with a view of creation complex SPRN had been set building of knot of early detection № 5 (РО-5) with RLS "Dnepr" in Mukachevo, knot РО-30 with RLS "Darjal" in Pechora, knot РО-7 with RLS "Darjal" in Mingechaure, two knots zagorizontnogo detection with ZGRLS "Arch" in Chernobyl and Komsomolske-on-cupid, the taken out reception of a position "Daugava" on knot РО-1 in Murmansk and creation of Command point (KP) Systems of the forestalling of a rocket attack (SPRN) on the basis of Command point of early detection (handheld computer RO) in Solnechnogorske.

In assemblage of the countries of the world on «Russian Woodpecker» thousand complaints from the companies and simpl radio fans were strewed. The western special services actively studied other possible effects of act of "Russian woodpecker” from change of weather and before destroying agency on consciousness of people, seriously observing «Russian Woodpecker”, as the experimental weapon of the USSR. Such assumptions were quite proved as already many years were conducted researches of every possible affectings of a powerful electromagnetic radiation. The idea essence consisted that the high-frequency signal was used zagorizontnymi RLS as carrying. Data of the Soviet survey confirmed that similar works were conducted also by Americans. The American analogue of "Russian woodpecker» was called "Circular saw". "Circular saw" could radiate a psychoactive signal which co-operated with a brain of the person, being as though imposed for its work. Active works were conducted on decrease of sizes of "Saw", for reception of mobile installations which could be installed by helicopters, tanks and other military technology.

Building of station near to the Chernobyl atomic power station spoke its high power consumption. Originally the radar of radar-tracking knot often named «Chernobyl-2 ″, worked on frequencies between 3.26 and 17.54 Mgts. With the beginning of work of station, its sender has started to block frequencies of communication and the frequencies intended for work of aircraft. The station was capable to detect start KR "Tomahawk" from a nuclear-powered submarine in Atlantic ocean.

In classification of the NATO these RLS were known code-named - «Steel Yard».

Building first RLS the early forestalling was conducted in 1963-1969. It were two RLS type "Dnestr TH", placed in Olenegorske (Kola peninsula) and Skrunde (Latvia). In August 1970 system has been taken into service. It has been counted for the detection of ballistic missiles, the USA launched from territory or from water areas of Norwegian and northern seas. Giving of the information on a rocket attack for system of the anti-missile defence developed round Moscow was the primary goal of system at the given stage.
In 1967-1968, simultaneously with building RLS in Olenegorske and Skrunde, there has been begun building of four RLS type "Dnepr" (modernised version RLS "Dnestr TH"). For building knots in Balkhash (Kazakhstan), by Mishelevke (near Irkutsk), Sevastopol have been chosen. One more has been built on knot in Skrunde, in addition to already working there RLS Dnestr TH. These stations should provide wider field of view of system of the forestalling, having expanded it to Northern Atlantic, regions Silent and Indian ocean.

Developed in 1972 concept of system of the forestalling of a rocket attack provided integration with existing and again created means of anti-missile defence. Within the limits of this program "Danube-3" (Cuban) and "Danube-3U" (Chekhov) of system of the ABM of Moscow has been switched on in forestalling system RLS.

Except the termination of building RLS Dnepr in Balkhash, Mishelevke, Sevastopol and Skrunde has been planned creation new RLS this type on new knot in Mukachevo (Ukraine). Thus RLS Dnepr should become a basis of new system of the forestalling of a rocket attack. The first stage of this system into which composition entered RLS on knots in Olenegorske, Skrunde, Balkhash and Mishelevke, has begun battle watch on October, 29th 1976. The second turn into which composition entered RLS on knots in Sevastopol and Mukachevo, has been put on battle watch on January, 16th 1979.

The station in Komsomolske-on-cupid on knot «″ after considerable finishings is put Duga-2 on battle watch on June, 30th, 1982. It provided coverage of Pacific ocean to territory of the USA. Now RLS it is removed from battle watch.

Owing to low efficiency dvuhskachkovoj zagorizontnoj radiolocations in second half 1980 there is a question on expediency of use on direct appointment of knot «Duga-2 ″ and in 1987 knot problems are specified. In the early nineties on knot there was a fire owing to what the station has stopped the operation in composition SPRN.

At maintenance zagorizontnyh RLS in conditions severo-shirotnyh routes MBR passing through an arctic pole, with constant chaotic perturbation of an ionosphere their separate deficiencies were found out, in particular, RLS could detect only mass start MBR and with some restrictions. Therefore, these knots have not been taken into service. The general expenses on them have made an order of 600 million roubles.

Building

Design ZGRLS of "Duga-2" is observed and approved by the State commission (chairman J.V.Votintsev) and recommended for instalment implementation. The solution on building is accepted in 1969.

For building ZGRLS, have originally chosen a place near Dymera in the north of the Kiev area, then have changed the solution. On hearings, the first secretary of Communist Party of Ukraine Vladimir ShCherbitsky has insisted, that a platform have taken away on poor polesskih lands. For the personnel have built the whole small town.

The first results of tests of station in Chernobyl in a direction severo-shirotnyh routes have appeared unsatisfactory. Because of strong perturbations of an ionosphere, presence of polar caps and other adverse conditions in subpolar and polar regions the probability of detection of single and group starts of rockets has appeared very small (0,1-0,2 for single and small groups of rockets, and their mass starts - 0,7). Therefore the knot of Ljubech-1 has been refunded on finishing. On it the so-called "polar" honing program was carried out. Development engineers approved that results of honing works were positive.

As a part of system "Дуга-2" creation of two knots on the basis of powerful RLS ZGO was provided. The first knot (western) was supposed to be developed around Pripyat - installation 2999, the NATO designation - «Steel yard” (steel yard).

Chernobyl-2 was served VCH 74939, and by Ljubech-1 VCH А3330.

The second knot (east) - near settlement Big Cartel (Komsomolsk-on-cupid, Khabarovsk territory) - installation 1937.

The transferring equipment collected on Dnepropetrovsk engineering works and consisted of 26 senders, the size of everyone was about the two-storeyed dwelling.

On distance about 2 kilometres to the west from the big antennas of Chernobyl-2 there was a design of antennas in diameter of 300 metres and altitude 10 m - two concentric circles with a single-storey building in the centre (240 vertical volume dipoles - 2 circles on 120 dipoles - internal and external and between them the shield). Between village Korogod and small town Chernobyl-2, there goes betonka. Turn in front of the big antennas on the left (to the right-Chernobyl-2).

It is so-called HONEYCOMBS (system of definition of a route) - station of vozvratno-inclined ionospheric sounding for definition MPCH. From America to the rocket Union 25-30 minutes would fly, and it was possible to have time to accept counter-measures. By means of the short radio waves, capable to be passed round to thousand kilometres, was volplaned to scan territory of the United States constantly. The sender arranged in 60 kilometres from the antenna near Chernobyl, in the Chernigov area, should send high-power pulses which through Northern Europe and Greenland reached the USA and were refunded back. Them trapped the antenna« Chernobyl-2 ″, and processed by means of computers.

Write that in the beginning of 1986 knot Ч-2 has detected both start, and explosion of a shuttle "Challenger" launched from the western range USA on distance of 9000 km from ZGRL. If only at station the information on start-up have not gained from messages by vision. The shuttle has blown up on January, 28th, 1986 on 73 second after start. An effective reflecting surface in this case, was a little. However, during this period the new equipment was installed. Calculation has gained an estimation for this watch 5.

After catastrophe

After catastrophe on the Chernobyl atomic power station (April, 1986) the knot of Ljubech-1 which have appeared in 30 km to a zone of alienation, has been laid up, and in 1987 the solution on its closing was accepted.

Within 1986-1987 rabotiki stations by own strength repeatedly tried to conduct a decontamination. The territory has not been licked almost, but it did not help. Further, the equipment unit has been taken out/is destroyed by military men, the rest was taken away on precious metals in the first years after crash by the "collectors", by some, gave out itself for liquidators and with counterfeit deeds and a tool set made the way in a zone and broke completely equipment Ч-2.

The antenna in Ljubech-1 demounted somewhere around 1998-2005. The bulk of support have taken away on metal. Some pieces managed to be kept, one of them is mounted in Dnepropetrovsk, second is probable in Izmile, in the capacity of a television tower, in a little truncated aspect, on 15 metres more low.
